CITIZEN POLICE ADVISORY COMMITTEE MINUTES January 21, 2014 7:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, January 21, 2014, at 7:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; Chuck Culpepper, Steve Grey, and Lisa Martin Members Absent: Rose Maez, Patricia Simpson City Personnel Present: Dan Calkins, Acting Police Chief Steve Smith, Bomb Technician Casey Malone, Internal Affairs Sergeant Jason Eley, Assistant City Attorney Kim Parrish, Administrative Assistant Guests Present: Matt Dodson I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 7:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Steve Grey moved to approve the minutes of the regular meeting of November 19, 2013 as presented. Chuck Culpepper seconded the motion. Motion carried. III. CHIEF’S REPORT, ACTING CHIEF DAN CALKINS Acting Chief Calkins discussed the new opportunities that a new Police Chief will bring, as well as the retirement of several employees in the next few months. He stated that there are currently 18 people in the process to become police officers. IV. INTERNAL AFFAIRS REPORT, SGT. CASEY MALONE Sgt. Casey Malone gave an overview of the November and December 2013 Internal Affairs reports. He mentioned that Lt. Tracy would have the yearly statistics ready for the next CPAC meeting in March. There were 69 Internal Affairs cases opened in 2013, which was an increase from 48 cases opened in 2012, which is attributed mostly to an increase in tort claims. V. TRAINING – BOMB SQUAD Stephen Smith gave an overview of the Bomb Squad. He stated that the Bomb Squad is FBI certified, which is required to receive Homeland Security or FEMA funding for equipment or training. They are expected to recertify every 5 years. We are the only Bomb Squad in the Four Corners area. There are currently 7 people assigned to the Bomb Squad. They all have to be certified Level 4 Hazmat Technicians and have so many hours of bomb squad training. The Bomb Squad responds to about 50 calls on average per year. They help citizens get rid of old explosives, respond to calls about homemade bombs/explosives, provide training for local schools and businesses, investigate suspicious packages, provide support for the SWAT team, etc. He stated that there has been an increase in cartel and militia activities in this area. VI. OLD BUSINESS None. VII. NEW BUSINESS a. MEMBERS – Deb Dumont mentioned looking at rescheduling the May meeting due to school graduations. b. CITIZEN INPUT – None. c. CASE REVIEW – None. VIII.
