CITIZEN POLICE ADVISORY COMMITTEE MINUTES January 17, 2023 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, January 17, 2023, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Matt Clugston, Acting Chairman; Michelle Meyering; Terry Hayes Members Absent: Traci Neff; David Bratcher; Gloria Tso, Patricia Simpson City Personnel Present: Police Chief Steve Hebbe Deputy Chief Baric Crum Cpt. Nate Lacey Sgt. Mark Gaines Sgt. Travis Spruell Sgt. Luther Mosley Lt. Tamara Smith Kay Rose, Liaison Guests Present: Donna Hewett I. CALL TO ORDER The meeting was called to order by Acting Chairman Matt Clugston at 6:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Michelle Meyering moved to approve the minutes of the November 15, 2022 regular meeting as presented. Terry Hayes seconded the motion. Motion carried. III. POLICE CHIEF’S REPORT Steve Hebbe gave the Chief’s report. He introduced some of the staff that had rotated to new positions. He also discussed FPD’s Sargent Assessments, which Matt Clugston had recently been able to observe. Chief Hebbe shared some of the struggles with the police retirement programs in New Mexico and the inability to rehire retirees. The Legislative Session and the City’s budget process are both happening over the next few months. Lastly, Chief Hebbe discussed the recent school threats, some of the arrests that have been made and the felony consequences they face. IV. INTERNAL AFFAIRS REPORT Cpt. Nate Lacey, Sgt. Spruell and Sgt. Mosley gave an overview of the Internal Affairs (IA) and Use-of-Force reports for November and December. Below are the numbers, compared to the prior year.
