For her efforts above and beyond th e scope of her duties, t he City of Farm ington presented her with a special recognition during the 2015 New Mexico Municipa l League annual meeting. - 3.4- WATER ENVIRONMENT FEDERATIO N - WATER HEROES 2017 Nomination rationale CH2M has operated the City of Farmington, New M exico's water, wastewater and stormwater utilities since 2000, and we have developed a strong and trusting working partnership. On August 5, 2015, three million ga llons of water and debris spilled from the Gold King Mine in southwestern Colorado, releasing a plume of mine wastewater containing heavy metals and sediments into Cement Creek, a tributary of th e Animas River. Farmington, 100 miles downstrea m from the spill site, relies on th e Animas for it s water supply. The waste plume from the Gold King threatened to impact public healt h, agricult ure and the local economy. When they found out about the spill and the coming waste plume the day after the spill, Ron Rosen, Monica Peterson and the Farmington operations team took action to maintain a safe water supply during and afte r the incident. Using a makeshift flow meter, th ey determined the approximate arrival of th e waste plume near the City's water intakes. They closed off t he int akes at river pump stations, and esti mated th e raw-water supply still avai lable in the City's storage re servoir. They also set up clean- water stations at the commun ity center and a fire station to supply loca l residents concerned about th e safety of their water w ells. The Farmington facility includes a well-run, and trusted, laboratory. The state-certified Farmington laboratory is a regional analysis facility that tests water for numerous nearby communities. Local, st ate and federal regulatory agencies asked Ron and Moni ca to collect, test and interpret water sa mples throughout the incident. Government officials established a command center in Farmington, and relied on Ron, Monica and team to help monitor water quality. The duo also attended meetings and public briefings as advisors. The work didn't stop after t he passing of the wast e plume. Water quality in the Animas River returned to a usable, t reata ble state a few weeks after the event. Our team and Farmington continue keeping a close eye on water qualit y during heavy rains and runoff. CH2M and the City worked together to select and install an automatic monitoring system at the river pump stations. This probe system detects elevated levels of key contaminants and shuts off pump intakes when needed. We also have lent our expertise as Farmington considers options for alterna tive water su pplies, and improvements to th e Lake Fa rmington storage system. CH2M renewed our operating partnership with the City in 2015 with a pledge of continued support and world -cla ss servi ce. He explained that a committee comprised of PRCA staff and representat ives from the Convention & Vis itors Bureau selected f our possibilities from the l ist of suggested names with Sisti Bay at Brookside Park, Enchanted Oasis at Brooks ide Park, Bluff Basin ~la t er Park at Brookside Park and Farmington Aquatic Badlands being t he top selections. He noted that the four selections, along with an opt i on to suggest a different name, were sent to the public via a Facebook survey where 570 responses were submitted with Sisti Ba y at Brookside Park rece iving the most votes (159 or 27.89 percent). As a result , the name Bisti Bay at Brookside Park was p re!::en ted to the PRCA Commiss ion for consideration in Augus t where t hey asked that the word "Brooksid e" be incorporated in a more prominent manner. Thus, ~1 r. Styron reported t hat the PRCA Commission unanimously recommended in September the name Brookside's Sisti Bay and stated that he is seeking direc tion from the Council on how to proceed with naming t he new facility. Mayor Roberts contended that Brooks ide's Bisti Bay is g r ammatical l y incorrect a nd suggested that the name be changed to Bisti Bay at Brooks ide Park since it maintains t he historica l significance of the loca tion of the facil i ty. Councilor Duckett a nnounced tha t he was una1~are of t he public s urvey and stated t hat it is his belief that the loca l community will s till refer to t he facility as Brookside ~la ter Par k. However , he suggested the name Stands t one Falls since he does not believe that the word "Bisti" has any significance to those who do not resid e in and a round t his area. Councilor Sharer agreed with the comments of councilor Duckett and joked that h e is favorable to the suggested name, "Pooly r•lcPoolface." -5.1 -  l Councilor ~1cCu l loch announced that she f avor s the name Brookside since that is what t he community knows it to be. She likened t he proposed name change to the failed attempt of Purgatory Ski Resort changing it s name to Durango Mountain Resort at Pu r gat ory . Councilor Rodgers announced that she wants to give du e consideration to the PRCA Commission for their r ecommendat ion, acknowledging that some may call it Sisti Bay and some may call it Brookside Park . Thereupon, a motion was made by Councilor McCulloch, seconded by Counci l or Duckett to a1·1ard a multi-term contract for furnishing and instal l ing fiber optic cabl e and materia l s to DB Tech , Inc ., as recommended by the Contracts Administrator, and upon voice vote the moLion carried unanimously.
