If any item proposed does not meet with approval of all Councilors or if a citizen so requests, that item will be heard under Business from the Floor. 5. *Approval of Minutes for the Regular Work Session of the City Council held September 20, 2022. 6. *Approval to Declare worn-out, unusable or obsolete vehicles (General Services) surplus to the needs of the City and not essential for municipal purposes, and to authorize the City Manager or his designee to dispose of such surplus property pursuant to State Statutes. ------------------------------------------------------- 1 7. *Approval of Re-Bid for the purchase of sprinkler parts and equipment (Parks, Recreation and Cultural Affairs) being awarded to Ewing Irrigation & Landscape Supply ($10,500.41) and Winsupply Irrigation & Landscape ($14,023.75) as the lowest and best bidders per category, and to cancel Category 2 – Rainbird Golf Products. Recognition of Sherrie Chenault for her dedicated service to the Community Relations Commission. (Mayor) 10. Recommendations from the Planning and Zoning Commission: ----------------------------- 3 Acceptance of Consent Agenda: The items marked with an asterisk (*) have been placed on the Planning and Zoning Commission Consent Agenda and will be voted on without discussion. If an item does not meet with approval of all Councilors or if a citizen so requests, the item will be removed from the Consent Agenda and heard in regular order. *(1) Adoption of the recommendation from the Planning and Zoning Commission as contained within the Community Works Action Summary to approve Petition No. SUP 22-61 from Greenlawn Cemetery Association, represented by Gayla McCulloch, requesting a Special Use Permit to allow 1  for a cemetery in a residential zone on 1.86 acres of vacant property located at 1300 Amsden Drive in the SF-A, Single-Family Attached, District, subject to: (a) all necessary building permits for construction being obtained; (b) the execution of a written water rights agreement with the City being required prior to the issuance of a building permit; (c) the execution of a written parking agreement with the property owner to the north for overflow parking for both sites being required prior to beginning any operations; (d) the irrigation system following WaterSense best practices; and (e) the Special Use Permit being granted without a termination date. The recommendation of the Planning and Zoning Commission passed by a vote of 6-0 on September 29, 2022. (Beth Escobar) ------------------------------- 4 *(2) Adoption of the recommendation from the Planning and Zoning Commission as contained within the Community Works Action Summary to approve Petition No. SUP 22-75 from The alChemist, represented by Gregory Hill, requesting a Special Use Permit to allow for manufacturing of a cannabis product on site for property located at 115 West Main Street in the CB, Central Business, District, subject to: (a) a cannabis manufacturer license from the State of New Mexico being required; and (b) a building/fire inspection being required; and (c) a building permit being required for any remodeling; and (d) the Special Use Permit being valid for 10 years. The recommendation of the Planning and Zoning Commission passed by a vote of 6-0 on September 29, 2022. (Beth Escobar) ------------------------------- 5 11. Recommendation from the Metropolitan Redevelopment Agency to approve an incentive request from The Chile Pod, represented by Monica Schultz, for $205,000 to renovate the building at 119 West Main Street, located within the Metropolitan Redevelopment Area, utilizing monies from the Community Transformation and Economic Diversification (CTED) Fund.
