CITY OF FARMINGTON CITY COUNCIL WORK SESSION AGENDA February 21, 2023 – 9:00 a.m. _______________________________________________________________________ DEPARTMENT HEAD REPORTS 1. Roll Call and Convening the Meeting (Mayor) 2. Employee of the Month Program award (Employee Council President Joanna Oliver) 3. Presentation regarding the development plan and scope of work for the Animas Area and Healthcare Hub districts located within the Metropolitan Redevelopment Area (Warren Unsicker) Action Requested of Council: Information only. 4. Presentation of various parks, fields and facilities fees and proposed senior and military discounts (Natalie Spruell) Action Requested of Council: Approve the proposed fees. Background/Rationale: At the Parks, Recreation and Cultural Affairs (PRCA) Commission’s recommendation, staff conducted comprehensive reviews of fees along with regional comparative analysis for the various parks, fields and facilities and presented their recommendations to increase some fees at the December 20, 2022 City Council Work Session. After approving the proposed fees, the Council requested presentation of all PRCA admission, program, passes and rental fees and recommended reconsideration of senior and military discounts. Staff Recommendation: Approve the proposed fees. Instructions Upon Approval: The fees will be implemented for new contracts and admissions beginning March 1, 2023. 5. Discussion and direction to staff regarding the naming of the All Abilities Park located at 312 East Apache Street (Natalie Spruell) Action Requested of Council: Provide direction to staff. 6.
