1. Roll Call and Convening the Meeting:

4. Business from the Floor: Comments are accepted in person, limited to three (3)
minutes and to items that are not listed on the agenda. No formal action will be
taken at this meeting relating to comments provided from the floor.
5. Acceptance of Consent Agenda: Those items on the agenda that are marked
with an asterisk (*) have been placed on the Consent Agenda and will be voted
on without discussion with one motion. If any item proposed does not meet
with approval of all Councilors or if a citizen so requests, that item will be heard
in regular order.
6. *Approval of Minutes for the Regular Meeting of the City Council held April 8,

7. *Approval of Bid for a multi-term contract for insulators (Electric) being awarded
to Border States Electric Supply as the lowest and best bidder per
category meeting specifications after application of the Resident
Business preference (Category 1, $43,076.56; Category 2, $55,952.72).
Bids opened April 1, 2025 with three bidders participating. ----------------------- 1
8. *Approval of Bid for an underground electrical improvement project for Skyline
Drive (Electric) being awarded to Sychar, LLC as the lowest and best
bidder meeting specifications after application of the Resident Business
preference ($194,580.87). Bids opened March 27, 2025 with five bidders

9. *Approval of Bid for construction services on Phase 3 of the Foothills Drive
project (Mesa Del Oso to Cheva Court) (Public Works) being awarded
to Sychar, LLC as the lowest and best bidder meeting specifications
after application of the Resident Business preference ($3,281,875.62).
Award is contingent upon approval and funding by the New Mexico
Department of Transportation (NMDOT). Bids opened April 15, 2025

10. *Approval for Adoption of Resolution No. 2025-1987 adopting the Fiscal Years
2027-2031 Bonnie Dallas Senior Center Infrastructure Capital

11. *Approval of Recommendation from the Liquor Hearing Officer for approval of an
application for new Restaurant B (Beer, Wine & Spirits) License with
on-premise consumption only for Mariachi Loco LLC to do business as
Mariachi Loco Mexican Restaurant, 2324 East Main Street, Farmington,
New Mexico. (Hearing held April 16, 2025) ------------------------------------------- 5
12. *Approval of Recommendation from the Liquor Hearing Officer for approval of
an application for new Restaurant Liquor License with on-premise
consumption only for WZ Asian Bistro Sushi Bar LLC to do business as
WZ Asian Bistro Sushi Bar, 5100 East Main Street, Suite 125, Farmington,
New Mexico . (Hearing held April 16, 2025) ------------------------------------------ 6
13. Recognition of Aaron Lierz for being named Boys & Girls Clubs of San Juan
County Youth of the Year and New Mexico State Runner Up Youth of the
Year; AND
Recognition of Josie Wheat for being named Boys & Girls Clubs of San Juan
County Junior Youth of the Year and New Mexico State Runner Up Junior

14. Presentation and direction to staff regarding the juried sculpture project for Downtown.

16. Closed Meeting to discuss request for proposals for merchant services and for
cultural resource and environmental assessment services, pursuant to
Section 10-15-1H(6) NMSA 1978.
17. Proposal: Recommendation from the Chief Procurement Officer to award the
contract for merchant services (Administrative Services) to Wells Fargo
Bank, N.A.. as the top evaluated firm after application of the Resident
Business preference. Award is contingent upon execution of an
agreement. Proposals opened November 6, 2024 with two offerors

18. Proposal: Recommendation from the Chief Procurement Officer to award contracts
for cultural resource archaeological services (Electric) to San Juan County
Museum Association as the primary contractor and to SWCA Environmental
Consultants as the secondary contractor and to award contracts for
environmental assessment services (Electric) to SWCA Environmental
Consultants as the primary contractor and to Animas Environmental Services
LLC (AES) as the secondary contractor based on the pricing schedules for
services after application of the Resident Business preference; and to reject
the offer from NV5 as non-responsive for not meeting the requirements
pursuant to Section 13-1-131 NMSA 1978. Proposals opened February 18,
