MINUTES LABOR-MANAGEMENT RELATIONS BOARD February 4, 2014 3:00 p.m. The Labor Management-Relations Board met in regular session on Tuesday, February 4, 2014 at 3:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, NM. Members Present: Curtis Gurley, Chairman Darrel Jiles Emet Rudolfo City Personnel Present: Jay Burnham, City Attorney Mike Sims, Electric Utility Director Terry Page, Fire Chief Rodney Romero, System Operations Manager Kim Parrish, Administrative Assistant Guests Present: Ed Misquez, IBEW Robert Sample, IBEW Matt Dodson CALL TO ORDER The meeting was called to order at 3:05 p.m. by Chairman Gurley, who recognized all above- named City Personnel, and there being a quorum of members present, the following proceedings were duly had and taken. APPROVAL OF MINUTES Darrel Jiles moved to accept the minutes of November 5, 2013 as presented. Curtis Gurley seconded the motion. Motion carried. AGREEMENT FOR REPRESENTATION ELECTION (IBEW – SYSTEM OPERATORS) The IBEW representatives presented the draft agreement to the LMRB members. After looking over the agreement, Chairman Gurley had some minor corrections. Jay Burnham stated that the City’s ordinance does not have a specific provision on how to handle accretion representation issues, and therefore, we agreed with IBEW to use the provision for a representation election and follow the same format for an accretion election. Emet Rudolfo suggested that we have a policy in place for future elections if by chance both parties don’t agree. Mr. Gurley replied that under the LMRB rules, if there is no agreement, the Board will issue an order and they can fashion that order as they see fit. Darrel Jiles moved to ratify the agreement. Emet Rudolfo seconded. Motion carried. BUSINESS FROM City Attorney—none Management— Rob Mayes stated that it has been a privilege working with Mr. Sample and Mr. Misquez from IBEW. Labor (IBEW and IAFF)—Robert Sample stated that it has also gone smoothly and has been a pleasure working with the City. Human Resources—none Members—none Chairman—none ADJOURNMENT Darrel Jiles moved to adjourn the meeting. Emet Rudolfo seconded.
