MINUTES Tuesday, August 18, 2015 4:00pm at the Fannington Public Library Staff Conference Room FARMINGTON PUBLIC LIBRARY ADVISORY BOARD Members present: Paula Nickerson, Mary Keller, Pat Noah, Dr. Carletta Thompson, Dick Gerding, Dan Sheesley, Dale Anderson, Karen Morrison Staff present: Jenny Lee Ryan, Karen McPheeters I. Call to Order- 4:08 a. Dick Gerding - Chair II. Amendments to and/or approval of the minutes of the previous meeting a. Motion to approve made by Paula i. Seconded by Mary ii. Approved unanimously by all advisory board members present III. Old Business a. Review of statistics and monthly report to the City Manager b. Invitation to City Council Meeting, regarding tax increase 1. City Council approved a 2/8 increase to GRT- will take effect January 2016 11. Measure had support from majority of meeting attendees 111. Thank you to board members who were able to attend and speak on behalf of the library IV. New Business a. Policy review 1. Program Space Policy 11. Discussion to be continued in next meeting 111. Jenny Lee will send board members a list of Program Space use since 2011 b. Director's Report 1. Budget reduction from previous years is affecting current library use A. Reductions were done through attrition B. Summer reading was 1000 registrations below last year's participation a. Some competition/confusion from Governor's summer reading program, and state library b. School participation was greatly reduced from certain schools 11. Library submitted flat budget for FY2016 A. County will not be increasing contribution to Library budget a. Library will be treated as "non-profit" and must apply for funding from County b. Proposal for Advisory board to coordinate with Foundation Board to request library funding from county c. Dick Gerding will contact Tom Mullins (Foundation Board Vice-Chair) to discuss possibility B. Does not take into account increase in fees for databases, and other materials C. Looking at replacing some vacant positions a. 2 full time positions have been re-written and submitted to City Manager 1. Facilities Manager- supervise security/custodial/maintenance 1. Position would accommodate previous change in ability for PERA retirees to work at library 2. Possibility of using outside resource to employ security guards for the library 3. Need for security who can make good decisions to keep library safe 11. Replacement for Interlibrary Loan technician who has retired b. Administrative regulation that prohibits part time staff from working over 30 hours per week- due to affordable health care act 1. Before regulation: 28% turnover 11. After regulation: 78% turnover 111. 20 employees were "grandfathered" in and can work over 30 hours per week 111. Book Sale will be September 12-16 (unpacking on the 11th) A. Foundation is requesting volunteers from the advisory board to assist with cashiering on Saturday, September 12th and unpacking on September 11th B. New volunteer coordinator, Maria Scinto, will be contacting advisory board members and requesting assistance C. There will be more books this year from last year IV. Four Comers Storytelling Festival- October 9-10 v. Adult Programs A. Anne Hillerman a. Husband, Don Strehl, will be providing "Hillerman Country" photos for library cards B. Daniel Ramirez C. Reel Readers D. Frybread competition- Travis Holt Hamilton "double feature" VI. American Library Association A. Library Card sign up month in September B. Mascot is "Joe Cool" (Snoopy) V.
