Call to Order Chair Tanis called the meeting to order at 4:00 p.m., Chair Tanis, Vice Chair Dykeman, and Commissioners McNally and McNeill (telephonically) in attendance. There being a quorum the following proceedings were duly had and taken. 2. Approval of the July 19, 2022 Minutes A motion was made by Commissioner McNeill and seconded by Commissioner McNally to approve the minutes of July 19, 2022, and upon voice vote, the motion carried unanimously 4-0. 3. Animas Area/Healthcare District Plan RFP Status Update Planning Manager Escobar informed the Commission that City Council approved the bid submittal from Sites Southwest at their August 9 meeting. A purchase order has been entered into the system. Ms. Escobar requested input from the Board regarding which members would like to participate in this project. After some discussion, the Board agreed Chair Tanis and Commissioner McNally would be the representatives. All members of the MRA Board may attend the public meetings that will be scheduled for this project and staff will post a notice of quorum. 4. Presentation on the Annual Juried Sculpture Show – Bev and Tom Taylor, of the Arts Committee, made the following presentation to the board: 1 2 3  Sixteen locations along Main Street have been identified for potential public art displays. Requests for submittals will be called for through CaFe, a digital platform. The submittals will be selected through a jury procedure. Artists will be required to carry insurance on their art pieces. Installation details are still being worked out. Solar up lighting is proposed to highlight each installation. Placement of public art in the downtown roundabouts will be considered in the future. The Arts Committee will send a letter to the Downtown Business owners group to advise them of the process and possible locations. After some discussion, the Board endorsed the project that will move forward to City Council for discussion. 5. Discussion regarding the impact of downtown parades Commissioner McNally requested information about the parade events that travel through downtown Main Street, specifically the City resources that are dedicated to the event and why some businesses choose to close. Warren Unsicker, Director of Economic Development explained that is common for downtown business to close during parades. Shana Reeves, Parks, Recreation and Cultural Affairs Director, provided an update to the Board regarding parades on Main Street. The parade events are sponsored by public entities. The City provides support for each event. Parades are not always appreciated by the business owners. Connie Mack and the County Fair parades are pretty large. Most people congregate at Orchard Park. People need access to public restrooms, which are limited in number downtown. The City has been refining this process. A map has been created for staff to show porta-let disbursement. PRCA will now schedule three porta-lets to be placed south of Main on Orchard and three south of Main on Behrend Street and one at staging area at KFC for a total of seven. Street sweeping will be scheduled as necessary. The parade operators are not responsible for clean up after the parade. Commissioner McNally asked if there has been any negative impact to the new infrastructure. Ms. Reeves responded that there has been no damage caused by parade activity, other than to some new landscaping that has been replaced. Commissioner McNally asked if the revisions would encourage businesses to stay open. Ms. Reeves stated she did not believe this would change any of the current practices. Assistant City Manager Baird explained that every event in the City means something to someone and parades are important events for the community. Parades traditionally go downtown. There would be passionate people opposing any relocation of the parades from the community. The City’s role is to help support and promote these events. Commissioner McNally asked if during the Animas Area/Health Care Hub Plan it could be considered to develop alternate routes for parades. Commissioner McNeil asked for staff consider the addition of more public restrooms downtown. The Board thanked staff for the information provided. 6. Discussion follow up on the missing MRA website link Mr. Unsicker shared with the board that the MRA webpage on the City’s website has been restored and is available at: Metropolitian Redevelopment Area 7. Main Street Advisory Board Business – Karen Lupton Ms. Lupton advised the dumpster on north Locke has been relocated. 4 8. City Staff Updates – Warren Unsicker No additional information to share with the board. 9. Business From Floor – There was no business from the Floor. Chair – Chair Tanis shared she met someone at an event this morning at the Civic Center who stated Farmington was a great place, a ‘hidden gem’. Members – Commissioner McNally asked to postpone the discussion on the Three Rivers Estates project until she was able to attend in person. Staff – None. 10. Adjournment A motion was made by Vice Chair Dykeman and seconded by Commissioner McNally to adjourn. The motion passed unanimously 4-0.
