Call to Order Chair Tanis called the meeting to order at 4:01 p.m., Chair Tanis, Vice Chair Dykeman, and Commissioners McNally (telephonically) and McNeill (telephonically) in attendance. There being a quorum the following proceedings were duly had and taken. 2. Approval of the September 20, 2022 Minutes A motion was made by Commissioner McNeill and seconded by Commissioner McNally to approve the minutes of September 20, 2022, and upon voice vote, the motion carried unanimously 3-0 (Vice Chair Dykeman had not arrived yet.) 3. Animas Area/Healthcare District Plan Update – Warren Unsicker Mr. Unsicker reported the kick off meeting has been scheduled for November 9, 2022 at 10:00 am. This will be an in person meeting that is scheduled to run about two hours. The consultants, committee members and city staff will attend. 4. Main Street Christmas Lighting Update – Warren Unsicker Mr. Unsicker stated they would be wrapping all the trees downtown in Christmas lights. There will be 1-3 pole trees (pictured in the above slide) installed in each round a bout. It was decided this year to hold off on placing sculptors in the round a bouts and having hanging tear droplights from the light poles. There will also be a new 30-foot Christmas tree at the Civic Center, after the wind damaged last year’s tree. The Civic Center will have landscape lighting, lighted selfie angel wings and a large ornament feature. 5. Consideration of the USEPA 2022 Brownfields Grant Application This item has been postponed until September 2023. 6. Presentation and Possible Recommendation for MRA Incentives for Citizens Bank Commissioner McNeill declared a conflict of interest; and he abstained from any discussion or recommendation for this application. Mr. Unsicker presented the following Citizens Bank application for possible MRA Incentives. This is regarding a request for MRA Incentives for certain improvements to the property located at 500 W. Broadway. Citizens Bank is requesting $375,000 to assist with the demolition of the old building, which will take place after the new building is complete. Chair Tanis asked Mr. Bayhan if they would be able to open up their parking lot for overflow parking for some of the downtown events. Mr. Bayhan stated they would need their parking for employee and customer’s access. Chair Tanis also asked how the City’s incentive dollars would contribute, promote and improve Main St. Mr. Bayhan gave some insight why the Board wanted to keep the bank downtown. The board wanted to stay downtown; one reason is to benefit the downtown area itself, and to continue to service the west side of town. Chair Tanis and Commissioner McNally were concerned about being able to replenish incentive funds for small businesses who may need the incentives in the future. Mr. Unsicker stated the MRA Incentives are funded through Community Trade & Economic Development Grant (CTED) and there is a constant quarter percent tax, and the fund is replenished annually with generated GRT. Site Map With no further discussion, Chair Tanis called for a motion. Vice Chair Dykeman made a motion that the MRA Commission by consensus, endorses and supports the approval of incentive funds and recommends the City Council, provide $375K in funds to assist with the demolition of the old Citizen’s Bank building, after the new  bank building has been completed. Commissioner McNally seconded the motion. The motion carried unanimously 3-0. AYE: Chair Tanis, Vice Chair Dykeman, Commissioner McNally NAY: None Abstained: Commissioner McNeill Absent: None Motion Passed 3-0 Commissioner Discussion Chair Tanis and Commissioner McNeill asked Mr. Unsicker if they could have some criteria for evaluating the incentive fund applications. Mr. Unicker informed the Commission that some of the criteria is on the MRA webpage with the application. For example what this business will contribute to the MRA and the mission scope for the downtown district, and how they would be improving the downtown experience. Commissioner McNeill also asked if in the furture they could have an agenda item where the Commission could update the mission/vision statement to include helping more of the small businesses in the MRA district. 7. Approval of the 2022 MainStreet Annual Workplan Mr. Unsicker presented the 2022 MainStreet Annual Workplan to the Commission for approval.  Chair Tanis called for a motion to approve the 2022 MainStreet Annual Workplan. Vice Chair Dykeman made a motion to adopt the 2022, MainStreet Annual Workplan. Commissioner McNally seconded the motion. The motion carried unanimously 4-0. AYE: Chair Tanis, Vice Chair Dykeman, Commissioner McNally, Commissioner John McNeill NAY: None Abstained: None Absent: None Motion Passed 4-0 Commissioner McNeill made a motion to update the 2022 MainStreet Annual Workplan document with the suggested additions. Vice Chair Dykeman seconded the motion. The motion carried unanimously 4-0. AYE: Chair Tanis, Vice Chair Dykeman, Commissioner McNally, Commissioner John McNeill NAY: None Abstained: None Absent: None Motion Passed 4-0 8. Main Street Advisory Board Business – Karen Lupton Ms. Lupton informed the Commission that they were awarded the $40,000 grant for the Economic Development Plan. She added the Christmas Tree Lighting at the Civic Center would be December 1, 2022; the Chamber of Commerce Christmas party is the same night. Small Business Saturday will be held on November 26, 2022. 9. City Staff Updates – Warren Unsicker Mr. Unsicker let the Commission know the Wells Fargo building will be up for auction on November 10, 2022. The starting bid is $400,000. There has been continued interest in the downtown area. Shreds skate shop opened next to Bisti Bicycle. Boo Palooza was well attended, it gets bigger every year. 10. Business From Floor – There was no business from the floor. Chair – Chair Tanis asked the Commission if they would like to move the December 20, 2022 to December 13, 2022. Vice Chair Dykeman made a motion to move the December meeting to December 13, 2022. Commissioner McNeill seconded the motion. The motion carried unanimously 4-0.
