RTP/CMAQ/TAP Call for Projects. Technical Committee members submitted the Project Feasibility Forms (PFF) for projects they want considered for funding under this Call for Projects to MPO staff by August 13th. MPO staff and the entities will meet with NMDOT to go over the forms and make any necessary changes. Finalized applications will be due to the MPO by September 30 to allow sufficient time to evaluate them for eligibility and completeness before submitting them to NMDOT by October 29. b. Metropolitan Statistical Areas Re-Designation. The Office of Management and Budget (OMB) has announced that they will be maintaining the Metropolitan Statistical Area (MSA) threshold of 50,000. New Mexico Transportation Project Fund (TPF). The FMPO and the Technical Committee submitted six projects for potential Transportation Project Fund (TPF) funding for fiscal year 2022 to NMDOT’s District 5 on June 14. The District recommended approval to the State Transportation Commission of all of the FMPO’s projects. The Transportation Commission meets the week of August 23 to review and consider approval of the projects submitted. CALL TO ORDER Chair Sharer called the meeting to order at 10:30 a.m. 2. APPROVE THE MINUTES FROM THE MAY 27, 2021 POLICY COMMITTEE MEETING Commissioner Fry moved to approve the minutes from the May 27, 2021 Policy Committee meeting. Paul Brasher seconded the motion. The motion passed with no opposition. 3. NEW MEXICO TRANSPORTATION PROJECT FUND (TPF) PROJECT REVIEW Subject: New Mexico Transportation Project Fund (TPF) Project Review Prepared by: Peter Koeppel, MPO Officer Date: June 24, 2021 BACKGROUND During the 2019 legislative session, the New Mexico legislature passed 7  HB 694, which created a new fund known as the “Local Government Transportation Project Fund” (LGTPF). The LGTPF serves as an expeditious mechanism to distribute appropriated funds to local governments using the NMDOT’s existing Metropolitan Planning Organization and Regional Transportation Planning Organization planning process. The Legislature changed the name of the fund during the 2020 Regular Session to the Transportation Project Fund. Due to the timelines specified in HB 694, the NMDOT passed an emergency rule in mid- 2019 to administer the initial $50 million appropriation. (During the 2020 Regular Session, no money was appropriated to the fund.) At the same time the State Transportation Commission authorized the adoption of an emergency rule, it authorized the adoption of a permanent rule. That rulemaking process is now complete. CURRENT WORK  The Project Oversight Division is soliciting applications for NMDOT’s Transportation Project Fund (TPF) for fiscal year 2022 formally known as Local Government Transportation Project Fund (LGTPF).  Local and tribal governments in New Mexico are eligible to apply for state funded grants.  FMPO entities submitted projects for potential TPF funding  On June 9, the FMPO Technical Committee reviewed the list of projects to be submitted using evaluation criteria provided by NMDOT.  MPO Staff prepared the final list of projects for submittal to NMDOT. INFORMATION ITEM  The Technical Committee and Staff recommend that the Policy Committee review the list of projects submitted to NMDOT for potential TPF funding. DISCUSSION: Mr. Koeppel reported that the FMPO received project applications from each of the local entities in response to the Transportation Project Fund (TPF) call for projects (see list of projects below). With the funding received by District 5, the outlook for all the FMPO projects to be funded is cautiously optimistic. The projects were ranked using NMDOT evaluation criteria (Planning, Project Readiness, Bridge Priority, and Phasing) before submitting the final list to NMDOT on June 14. District 5 will reviewing the lists from the MPOs and RTPOs and then recommending the final list of projects. Mr. Brasher commented that of the $20,000,000 District 5 had received to apportion, they project requests amounted to more than $77,000,000. District 5 did recommend approval of all the FMPO projects to their Department Secretary. REPORTS FROM NMDOT District 5 – Paul Brasher Mr. Brasher provided updates on current District 5 projects: - Resurfacing on the entire corridor of NM 537 (US 550 to almost Dulce; area borders the FMPO area) is nearing completion; - Rehabilitated Murray Drive through Farmington; - Rehabilitated US 550 between Aztec and Bloomfield; - Launched litter campaign the weekend of June 12-13 and picked up litter on US 550 from Bloomfield to Aztec; on NM 516 between Aztec and Farmington; on US 64 between Bloomfield and Farmington, and; on US 550 south from Bloomfield. Mr. Brasher also informed the Committee that District 5 executed an agreement with the City of Farmington that authorizes the City to remove obnoxious and illegally posted signs along the state right-of-way within the City limits. Planning Bureau – Joseph Moriarty Joe stated that Public is invited to comment on NM 2021-2022 STIP. The STIP is required under federal regulation. Comments can be added through E-STIP portal until July 5th. NMDOT personnel can take comments until July 20th Joe informed committee members that FHWA has upcoming webinar on local agencies implementing their ADA transition plans. 5. The next meeting is August 26, 2021 in Council Chambers at Farmington City Hall. DISCUSSION: Mr. Koeppel reminded the Committee that they have no Committee meeting in July. Mr. Koeppel reported that he planned to present information to the Technical Committee in July on a recent call for project applications for the Transportation Alternatives Program, Recreational Trails Program, and the Congestion, Mitigation & Air Quality Program. These programs fund primarily bicycle/pedestrian, signal timing, and emission reduction type projects. The call is open now and the application period closes in October. The Technical Committee members may be seeking guidance and/or input on potential projects from their Policy Committee representative. 7. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF There was no business from the Chairman, Members and Staff. 8.
