AMENDED TIP PROJECT(S) o North Animas Trail Extension (F100480): Construction of approximately 1.7 miles if new trail along the Animas River. o Broadway Infrastructure Rehabilitation (F100490): Upgrade underground infrastructure at four intersections along Broadway to install actuated detection preemption and pedestrian phasing; installation of pedestrian refuge island and transit stop. ANTICIPATED WORK ▪ Hold a public hearing on TIP Amendment #8 on May 25, 2023. ▪ Seek approval of the Amendment #8 and the Self-Certification at the May 25, 2023 Policy Committee meeting. ACTION ITEM ▪ Staff and the Technical Committee recommend that the Policy Committee approve proposed Amendment #8 and the Self-Certification for Amendment #8 to the FFY2022-2027 TIP. APPLICABLE CITATIONS ▪ § 450.328 TIP revisions and relationship to the STIP. 4 ▪ (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non-exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. The projects identified in Amendment #8 to the FFY2022 – 2027 Transportation Improvement Program (TIP) are consistent with the priorities outlined in the NMDOT Asset Management Plan, the New Mexico Strategic Highway Safety Plan, and the New Mexico Freight Plan; and from the priorities outlined in the Red Apple Transit Asset Management Plan of the City of Farmington. The projects support the adopted Performance Targets of the FMPO for Performance Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance Measure 3 (System Performance), and Transit Asset Management. Amendment #8 to the TIP was reviewed by the FMPO in accordance with the FMPO Public Participation Plan and the FMPO Title VI Plan. The FMPO also certifies that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of: (1) The fiscal constraint required in 23 CFR 450; (2) 49 U.S.C. 5323(l), 23 U.S.C. 135, and 23 U.S.C. 450.220; (3) Title VI of the Civil Rights Act of 1967 and the Title VI assurance executed by each State under 23 U.S.C. 324 and 29 U.S.C. 794; (4) Section 1101(b) of the Transportation Equity Act for the 21st Century (Pub. L. 105-178) regarding the involvement of Disadvantaged Business Enterprises in FHWA and FTA funded planning projects (Sec. 105(f), Pub. L. 97-424, 96 Stat. 2100; 49 CFR, Subtitle A, Part 26); 8 (5) The provisions of the Americans with Disabilities Act of 1990 (pub. L. 101-336, 104 Stat. 327, as amended) and U. S. DOT implementing regulation; (6) The provision of 49 U.S.C. Part 20 regarding restrictions on influencing certain activities; and, (7) Sections 174 and 176(c) and (d) of the Clean Air Act as amended (42 U.S.C. 7504, 7506(c) and (d). Policy Committee Chair Date _________________________________ _______________________ 9  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #4 Subject: FFY2024-2029 Transportation Improvement Program (TIP) Development Prepared by: Peter Koeppel, MPO Officer Date: May 25, 2023 BACKGROUND ▪ The TIP is a short-term program of projects expected to be completed in the next four (4) years. ▪ Projects included in the TIP must be regionally significant and fiscally constrained. ▪ The TIP adoption process includes updating project information, adding new projects, and developing a TIP priority list. CURRENT WORK ▪ Staff continues to discuss updates to current projects and/or new projects with the entities, Red Apple Transit, and NMDOT. ▪ The STIP is scheduled to be updated in August 2023 ▪ The new TIP needs to be submitted to NMDOT by August 30, 2023. ▪ A 30-day public comment period on the new TIP will open on May 10. Public hearings will be held during the June 14 Technical Committee meeting and the Policy Committee meeting on June 22. FUNDING AND FISCAL CONSTRAINT ▪ The TIP is required to be fiscally constrained. The projects listed have identified detailed funding sources as required. ANTICIPATED WORK ▪ Provide any necessary assistance to entities in developing projects ▪ Finalize any project revisions with the entities. ▪ Work with NMDOT on submitting/implementing the new TIP. ▪ Seek adoption of the FFY2024-2029 TIP. Jeanine Bingham-Kelly seconded the motion. The motion passed with no opposition. 3. COMMITTEE BYLAWS AND OPERATING PROCEDURE UPDATE Presented by Peter Koeppel Every 3-years change bylaws. Not much had changed and we will ask to revise as necessary (legal department is ok with it). Another question is allowing virtual meeting as long as it sets with the NM Opens Meeting Act (1995). Sean Sharer: Thoughts on not moving the meeting around to each location. Difficult to travel to many locations. Should we change the location to a static place for example in the MPO office. 25 No change in location? In all communities already, idea to make location one spot. In person is best (and is to be encouraged), but the option to attend virtually is very helpful as life happens especially to have a quorum. Glojean Todacheene: Likes a singular location to hold meetings. Mark Duncan: Likes singular location and the ability to attend virtually as well. Peter Koeppel: Question for PC, how should TC make decision on all one location or move around? Julie: Helpful for TC in person Paul Brasher: NMDOT try to make trip, but times cannot make it as long online capability it would be ideal. Is in Santa Fe so taking a 200 mi trip is more challenging. PC: Central location continued option for virtual participation. TC: Allow them to make their own decision. May wait until next year to change locations, but this document updated by Sept. 2023. Not expire and revisit as needed? Perhaps a review of the Bylaws or bring every 3 years (expire)? Keep expiration for 2026 of the Bylaws. 4. MPO BOUNDARY AND URBAN AREA UPDATE Presented by Peter Koeppel Every 10 years after the decennial census we review the urban areas and the MPO boundaries. We need to smooth them as most is automated. Now housing unit density was population density. Rules, must be contiguous, only expand no holes, etc. Need to differentiate between urban and rural because different funding sources. Not want to lose any area so combine 2010 and 2020. Update the MPA, area in Bloomfield outside of the MPA and we need to adjust the boundaries out there. TC thought to add all to the north and east to include 173 and 550 etc as we have projects in those areas already (in the TIP). Include growth in future and commuting patterns. Could include all SJC but would need to consider Navajo Nations inclusion. Sean Sharer: Makes sense to square it up. Glojean Todacheene: Navajo Nation may be interested in adding to MPO Boundary. Funding from National Government and thoughts on them often losing out. Peter: Put in touch to possibly add Navajo Nations possibly. Paul Brasher: Also need to consider Ute Mountain Reservation north-west of Kirtland. Significant holding in SJC so consider them. Sean Sharer: Consider. Peter Koeppel: Contributions will change based on population proportions so those will change, likely not by a lot. 5. FMPO BICYCLE AND PEDESTRIAN PLAN UPDATE Presented by Peter Koeppel We have been working on update. The consulting team in town for stakeholder’s meeting and a public open house. 2019 plan to update, between communities connections and local networks (macro and micro), ID priority projects. Survey put out and results are encouraging. Safety is a large factor keeping people from biking and walking more. Recreation is a large proportion of the people who do that. People want to be separated from traffic as much as possible. Stress tolerance: want to plan for all users make comfortable for all. Traffic and stress there is correlated with separation from traffic. Complete streets facilities types (eg Main St.) the idea is that who generally is the intended user and comfort level. 26 Improve conditions – what do we have/ what is there? Opportunities for further enhancements with minimal improvement (low cost easy to implement project, eg change during re- striping). Pedestrian priority areas: looking at urban cores, look at crashes, places of interest, ADA compliance, not walk a mile to find a crossing, etc. On-going project, scheduled to be completed in the summer. Sean Sharer: Public meeting well attended? Yes, well attended, some skeptical of biking and walking as a mode of transportation but overall good. 6. REPORTS FROM NMDOT Planning Bureau – Glendenning Updates Multimodal Planning Bureau: looking to hire a liaison Training FHWA in ABQ May 23-25, planning session and designing session, intro to concepts in bike/ pedestrian plan Funding from USDOT: discretionary, Wildlife Crossing Piolet Program of interest to PC, PROTECT discretionary program (roads at risk for natural disasters), NOFO for Safe Streets for All for vulnerable road users District 5 – Paul Brasher In action – return from winter, 2 mi of Hwy 173, will be finished by end of July or so Lots of interest in reconstruction of NM173 near Navajo Lake (80 million), not have funding but will resurface and make improvements to the paved surface (would like done by July 4th) US 550 contractor to work April10th (160-165 mile posts) will hope to be completed summer 2024, reconstructing US64 near Flowing Water Casino, paving and lighting, Starting August 64 (63-66 mi posts) resurfacing Resurfacing near hogback (31-38) Resurfacing 516 couple of miles in FMTN (west side), not have funding but will once funding comes in (high daily traffic on that section) Potholes really bad this year, need to reconstruct roads cannot be financed right now. Addressing pot holes as can. Rep. Duncan made Brasher aware of need to be working on design of fixed four – puddle on 64 near Marathon gas station, did a survey and design on how to drain will come eventually. Looking to fix, mainly in the ROW due to a low spot being present. Legal issues to address. DISCUSSION: Rob Duncan: Thoughts on landscaping, do big bowls like Bloomfield has in Kirtland? Paul Brasher: Thoughts are good, need to consider safety eg guard rails for pedestrians and keeping vehicles from hopping curb. First deal with puddle issue. 7.
