Initial public outreach occurred in 2014, and chapters have been presented beginning in early 2015 centered mostly on policy and operational factors of the transportation system. In summer 2015, the MPO developed the financial portion of the plan; this followed completion of the FFY 2016-2021 Transportation Improvement Program. CURRENT WORK  The draft of the 2040 MTP will be posted to the MPO website, farmingtonmpo.org.  The 30-day public comment period will begin on August 12 and run through September 10, the same day the 2040 MTP will be presented to the Technical Committee for recommendation. Public open houses will be held the week of August 24th.  The most recent chapter of the MTP, Chapter 13 – Financial Plan, was sent by email and posted to the MPO website on August 4. Staff has presented on this topic during previous meetings. The process convened departments of local and state government agencies and stakeholders. ConSysTec, an ITS Architecture program developer and consulting firm, led the process.  The ITS Architecture organizes the lists of stakeholders, descriptions of services, equipment and operations, depicts the relationships of various ITS elements. These may be current or future ITS elements for improved transportation safety and efficiency. CURRENT WORK  ConSysTec and NMDOT supplied a final version of the Farmington Regional ITS Architecture Update in July. The document is posted to the Farmington MPO website, farmingtonmpo.org, under MPO Documents. An excerpt is included in this agenda for reference (the entire document is 125 pages).  Staff will present on the final version of the document. Introduction The Farmington Regional Intelligent Transportation Systems (ITS) Architecture Update is a roadmap for transportation systems integration in the Farmington Metropolitan Planning Organization area over the next 20 years. The architecture has been developed through a cooperative effort by the regional transportation agencies, covering all modes and all roads. The architecture represents a shared vision of how each agency’s systems will work together in the future, sharing information and resources to provide a safer, more efficient, and more effective transportation system for travelers in the region. The architecture is an important tool that will be used by: • Operating Agencies to recognize and plan for transportation integration opportunities in the MPO region; • Planning Agencies to better reflect integration opportunities and operational needs into the transportation planning process; and • Other organizations and individuals that use the transportation system in the Farmington MPO region. The architecture provides an overarching framework that spans all of these organizations and individual transportation projects. Using the architecture, each transportation project can be viewed as an element of the overall transportation system, providing visibility into the relationship between individual transportation projects and ways to cost-effectively build an integrated transportation system over time. The architecture also is coordinated with the New Mexico Statewide ITS Architecture (updated in 2012) to ensure consistency at those jurisdictional and operational points where regionally-based operations coincide and/or integrate with statewide planning and operations. 1.1. Purpose The Farmington Regional ITS Architecture Update represents a consensus blueprint for ITS investments in the Farmington MPO region. This Farmington Regional ITS Architecture Update is an update of the previous version of the Farmington Regional ITS Architecture that was last revised in 2012. The development of this update began by reviewing the existing 2012 architecture and the updated transportation planning documents that were available. With the participation of ITS agencies (stakeholders) in the region, one-on-one interviews were held and then one stakeholder workshop, where the architecture was interactively updated. The architecture goes on to define possible integration opportunities between agencies within the region and adjoining regions and identifies how cooperation between the agencies in the deployment of ITS systems can be used to satisfy transportation needs. This architecture can be used to efficiently structure implementations of ITS technologies. By creating a long range plan for the implementation of these systems and technologies, agencies can: See full document on farmingtonmpo.org under MPO Documents 8  Farmington Regional ITS Architecture Update • Prepare for future expansion • Develop coordinated deployments of ITS • Leverage funding • Identify standard interfaces In addition to structuring implementations of ITS technologies, the Farmington Regional ITS Architecture allows the region to comply with the FHWA Rule/FTA Policy on Architecture and Standards. The FHWA Final Rule 23 CFR 940, (and corresponding FTA policy) to implement Section 5206(e) of the TEA-21 requires that ITS projects funded through the Highway Trust Fund conform to the National ITS Architecture and applicable standards. The Rule/Policy requires that the National ITS Architecture be used to develop a local implementation of the National ITS Architecture, which is defined as a regional ITS architecture. This update of the Farmington Regional ITS Architecture will bring the regional architecture into full compliance with this Rule/Policy, which will facilitate the approval of federal funds to support ITS projects in the region. 1.2. Document Overview This document is organized into thirteen main sections and four Appendices. Section 1 provides introductory information on the project, this document, and discusses the scope of the architecture. Section 2 describes the process used to develop the Farmington Regional ITS Architecture Update. Section 3 gives a brief introduction and overview of the National ITS Architecture, and how it relates to this regional ITS architecture. The stakeholders are identified in Section 4, while their systems are inventoried in Section 5. The needs addressed by ITS and the services used to address those needs are covered in Section 6. The interfaces and information exchanges are described in Section 7. The definition of functional requirements for the elements of the architecture is described in Section 8. A discussion of ITS standards applicable to the region is provided in Section 9. A listing of planned ITS projects in the region, along with sequencing of these projects, are described in Section 10. A discussion of agreements is provided in Section 11. Finally, Section 12 provides guidance on using the regional ITS architecture and Section 13 presents the architecture maintenance plan. The Appendices include a list of Acronyms (Appendix A), a detailed listing of the functions assigned to each element (Appendix B), and the Maintenance Change Request Form (Appendix C). 1.3. Scope of the Architecture The geographic scope of the architecture is the entire Farmington MPO boundary, which is shown graphically in Figure 1. There is one other ITS architecture that overlaps with the Farmington Regional ITS Architecture: the New Mexico Statewide ITS Architecture.The New Mexico Statewide ITS Architecture provides a general expression of systems in the state, while the Farmington regional ITS See full document on farmingtonmpo.org under MPO Documents 9  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #5 Subject: Status of TIP Projects Prepared by: Fran Fillerup, MPO Associate Planner Date: August 6, 2015 BACKGROUND  The STIP Protocols, finalized in early 2014, indicate that each MPO shall develop a process to monitor the progress and status of each project in the first two years of the TIP.  MPO Staff has been conducting a monthly review of all FMPO TIP projects with the Technical Committee. These reviews have helped correct inconsistencies in the TIP, STIP, the MPO’s MTP and Agreement Request Forms (ARFs). CURRENT WORK  Staff will continue the monthly status review for projects in the TIP. This includes updates on NMDOT and local lead projects. Staff will begin to use a spreadsheet to track the information received and will provide copies of the 2014-2019 and 2016-2021 TIPs at the meeting. CALL TO ORDER Mr. Sypher called the meeting to order at 10:00 a.m. 2. APPROVE THE MINUTES FROM THE JUNE 30, 2015 JOINT TECHNICAL COMMITTEE & NMDOT MEETING Ms. Lopez moved to approve the minutes from the June 30, 2015 Joint Technical Committee and NMDOT meeting. Mr. Keck seconded the motion. The motion was passed unanimously. 3. CONSIDER RECOMMENDING APPROVAL OF THE FTA MEMORANDUM OF AGREEMENT Subject: FTA Memorandum of Agreement Prepared by: Duane Wakan, MPO Planner Date: July 7, 2015 12  TC Draft Minutes July 16, 2015 BACKGROUND or PREVIOUS WORK  The Memorandum of Agreement (MOA) serves as the planning contract between the MPO and the Federal Transit Administration’s 5303 program.  The document identifies the responsibilities for carrying out the metropolitan transportation planning process between the MPO, NMDOT, and the fiscal agent serving the metropolitan planning area.  With the MOA, NMDOT and the MPO also enter into a contractual agreement to establish the terms and conditions for performance and payment.  The lead agency’s legal department has reviewed and signed the document.  This is the first MOA that has come from NMDOT Transit and Rail Division.  This MOA was originally presented for consideration at the June 30 Technical Committee meeting but was tabled due to changes necessitated by NMDOT. CURRENT WORK  FTA has presented the MPO with a MOA that covers a three-year period from July 1, 2015 to September 30, 2018.  The Unified Planning Work Program (UPWP) will need to identify specific 5303 planning task, scopes and funding estimates.  A 20% local funding match will continue to apply to all 5303 planning activities.  An annual audit of the 5303 Program will be required pursuant to 2 CFR 200 uniform administrative requirements, cost principles and audit requirements for Federal awards. ACTION ITEM  Staff recommends approving the Memorandum of Agreement between NMDOT’s Transit & Rail Division and the FMPO to the Policy Committee. DISCUSSION: Mr. Wakan reported that this item had been tabled at the June 30, 2015 meeting due to last minute revisions by NMDOT. This Memorandum of Agreement (MOA) is the planning contract between the MPO and the Federal Transit Administration’s 5303 program administered by NMDOT’s Transit and Rail Division. The Agreement outlines the contractual responsibilities for invoicing, preparing the UPWP and identifying specific 5303 planning tasks, and participating in an annual audit pursuant to 2 CFR 200 requirements. A 20% local funding match will continue to apply on transit activities under the 5303 program. ACTION: Ms. Lopez made a motion to approve the Memorandum of Agreement between the NMDOT Transit & Rail Division and FMPO to the Policy Committee. Ms. Brevik seconded the motion. The motion was passed unanimously. 13  TC Draft Minutes July 16, 2015 4. REVIEW DRAFT CHAPTER OF THE 2040 MTP UPDATE Subject: 2040 Metropolitan Transportation Plan Prepared by: Fran Fillerup, MPO Associate Planner Date: July 9, 2015 BACKGROUND OR PREVIOUS WORK  Staff is drafting updates to the chapters of the Metropolitan Transportation Plan (MTP), and adding new plan elements as needed. CURRENT WORK  Chapter 13 – Financial Plan –The MTP includes a description of expected funding during the 2040 planning horizon. This chapter contains projections for funding based in the near term (5 years) on the TIP and local, state, and federal budgets. Beyond 5 years, best estimates have been made about future project costs, and the funding levels which may be available.  Federal legislation is also guiding funding by federal and state sources to maintenance of the transportation system. Performance measures, reviewed previously, will track the condition of the system and prioritize maintenance before funding for capacity expansion. CHAPTER 13 FOR INFORMATION  Input will be sought on a draft of Chapter 13 of the 2040 MTP. DISCUSSION: Mr. Fillerup presented another draft of Chapter 13–Financial Plan of the Metropolitan Transportation Plan (MTP). He explained that modeling had been done to identify the anticipated growth for the region. Additionally, the FFY2016-2021 Transportation Improvement Program (TIP) was used to clarify anticipated future spending and priorities, with many larger projects being moved to lower tiers. Mr. Fillerup explained the chart shown on the next page: 14  TC Draft Minutes July 16, 2015 From the previous presentation of Chapter 13, Mr. Fillerup noted that an increase of $5,000,000 was added to anticipated funding levels for the years 2020 and 2021 which was a best estimate provided by NMDOT. The bottom band shows projected funding in five-year increments (MOVE LABELS ABOVE). From the years 2016-2020, there is approximately $56,000,000 in estimated available project funding and then approximately $33,000,000 in each five-year period. Mr. Fillerup updated the costs for several of the bike/ped projects since the original project descriptions included estimate for materials only. He doubled these amounts to reflect some labor costs. For the years in Tiers 2 and 3, Mr. Fillerup applied a 25% growth on the cost of the project in Tier 2 and 60% growth in Tier 3. Mr. Fillerup explained the grayed inset box in the chart above that shows how project costs were added up: Tier 1 & 2 roadway projects over the next 15 years totaled $142,760,954; Tier 1 & 2 bike/ped projects totaled $17,285,650; for a total of $160,046,604 for Tier 1 & 2 costs. Mr. Fillerup stated that projects that were not identified as high priority projects were shifted to Tier 3 at an approximate cost of $49,000,000. Mr. Fillerup reviewed lists of projected funds for new and rebuilt projects and for operations and maintenance for 2015-2040. Also presented were the list of MPO roadway and bike/ped projects in Tiers 1, 2, and 3. Mr. Fillerup noted that the Tier 3 list of roadway projects was large including the construction of the Northern Route and widening projects on NM 516 and US 550. The Tier 1 list of bike/ped projects is large and Mr. Fillerup said those projects not on the five-year horizon could be moved out. Mr. Fillerup asked the Technical Committee members to review the information presented and provide Staff with comments and recommendations. 15  TC Draft Minutes July 16, 2015 Mr. Wakan said Staff had requested the Aztec, Bloomfield, Central Consolidated and Farmington school districts to provide the MPO with a list of needed projects. The schools can go through TAP to request funding for many of these projects. The information provided will be included in the Safe Routes to School chapter of the MTP. Mr. Sypher asked if the school districts should use their Technical Committee representative when considering projects and requesting funding. Mr. Wakan replied that this was certainly acceptable if the members were having these discussions with their school districts, but added that the school districts were entities unto themselves and could identify projects and request TAP funding on their own. Ms. Swadesh asked if the City conducted scenario planning. Although this is not specifically identified in the 2040 MTP, Mr. Wakan stated that Staff does have the new software to allow land use and transportation scenario planning. He anticipates Staff will begin doing more scenario planning in FFY2016. Mr. Fillerup explained that while the plan is for 25 years into the future, the plan is regularly updated with input from each of the entities. ACTION: The report was received. 5. RECEIVE A REPORT ON PROPOSED RED APPLE TRANSIT ROUTE CHANGES Subject: Red Apple Transit- Proposed Route Changes Prepared by: Duane Wakan, MPO Planner Date: July 8, 2015 BACKGROUND or PREVIOUS WORK  The City of Farmington held public meetings to gather input on proposed route change options December 11, 2014.  The City of Farmington changed the transit service provider on March 1, 2015 (Ride Right LLC). The contract, which holds an initial one-year term with seven one-year renewal options, is valued at approximately $677,000 per year.  The City also hired a new Transit Manager, Andrew Montoya in the spring of 2015 who established a “Tiger Team” of experts assigned to investigate and solve technical problems relating to route changes.  The City of Farmington advertised route changes that went into effect on April 6, 2015. Route changes involved moving the Civic Center stop to the corner of Orchard and W. Animas Street. This change prompted minor start and stop times impacting the Purple, Green, Blue and Kirtland Routes. CURRENT WORK  Route changes are being proposed as a way to: (1) remove non-revenue miles; (2) add service to concentrated areas; (3) get workers into the COF by 8 am; (4) get students to San Juan College by 8 am; and, (5) provide a link with Navajo Transit. 16  TC Draft Minutes July 16, 2015  Yellow Route: Remove 30th Street, N. Dustin stops and add 20th Street stop locations, as well as install bus signs.  Red Route: Adds Yarrow bus route and stop.  Blue Route: Adds Hastings Strip Mall, adds one stop on Main/Wall St., adds stop on Broadway/Commercial Ave., adds stop in front of Berg Park (Broadway)  Green Route: Removes Yarrow stop, adds SJC School of Energy stop.  Purple Route: Adds pre-existing stop Ute/Dustin, and Dustin/Brookside.  Kirtland Route: Adds transfer point in Kirtland, removes elementary stop and High school stop.  Aztec Route- No Change  Bloomfield Route: Install bus shelter at Library stop. INFORMATION ITEM  This is an information report requesting feedback from TC members. Staff will also present the proposed route changes impacting the City of Farmington at the meeting. DISCUSSION: Mr. Wakan said that several public meetings were held last December with NMDOT Transit & Rail Division, Mr. Bob Campbell and First Transit to gather input on proposed Red Apple route changes. On March 1, 2015, the City changed over to Right Ride as the transit provider. Also, a new Transit Manager, Andrew Montoya, was hired and created a “tiger team” or panel of experts to review and solve technical problems related to route changes. This team is made up community constituents with knowledge or stakeholder interest in transit. Some of the changes already implemented include moving the Civic Center stop to Animas Street. This change affected other route times as those routes adjusted to the new location. Mr. Wakan said that this agenda item was to present some additional proposed changes. The goal of these changes is to remove non-revenue miles from the transit line and establish stops in more concentrated population and employment areas. Another goal was to get riders from Kirtland and the Navajo Nation into Farmington by 8:00 a.m. and get students to classes at San Juan College by 8:00 a.m. Mr. Wakan and Mr. Montoya reviewed the PowerPoint presentation and explained the deleted and added stops to the various routes and the benefit to each modification: Yellow Route Modification Benefit - Remove 30th Street - Non-revenue miles - Remove N. Bloomfield Route Modification Benefit - Install shelter at library stop - Provide shelter for passengers with books Mr. Montoya said that San Juan College administrators are so excited about the changes to these routes that will get their students to school before 8:00 a.m. that they have agreed to handle all the marketing for these route changes. Mr. Montoya noted some additional changes: bus shelters will be built at various stops, route maps will be installed under Plexiglas in the shelters, and color-coded signs will be put up at each stop to indicate the route. Public notices will be made to notify the community of the pending route changes that are planned to begin in August. Ms. 18  TC Draft Minutes July 16, 2015 Swadesh commented that notifying the ridership of the changes before they were implemented was very important. Mr. Wakan added that the Red Apple Transit is considering the purchase of services from Google that would provide a route planning app to be available on line in August when the route changes have been implemented. REPORTS FROM NMDOT Brian Degani – Planning Division Update Bicycle Pedestrian Equestrian Rosa Kozub continues working with the printer on the New Mexico Roadway Bicycle Guideline Map. Statewide Functional Classification Review/Updating the NHS We are still accepting and reviewing proposed updates to the Functional Classification System and National Highway Amendments from the MPOs due August 31 to our NMDOT SPB Bureau Chief. MPO staff would have to provide the justification for any additions/deletions as well as meeting all applicable state and federal criteria. Our SPB Bureau Chief would review proposed changes with each MPO individually, and with NMDOT’s HPMS team, prior to submitting the final packet/NMDOT recommendations to FHWA-NM for review and their final approval. Highway Safety Improvement Program (HSIP)/Strategic Highway Safety Plan (SHSP) We are following up on scheduled RSAs and an application is being developed for projects identified in the Road Safety Assessments RSA reports. We will send you any RSA reports listed for your area. If you know of T/LPA entities with HSIP projects programmed in FFY16 and later years, please take note of the project development process and that you are able to meet all deadlines. Planning is working with the consultants on the draft SHSP; however, the HSIP annual report due to FHWA August 2015 is the priority at this time. I will keep you posted on status of the SHSP and notify everyone when a draft is ready for public review. NMDOT Transportation Plan formerly SLRP The New Mexico Transportation Plan (NMTP) is available for public review and a press release has been available on-line at www.newmexicotransportationplan.com. The public comment period on the draft closed June 26, 2015. 19  TC Draft Minutes July 16, 2015 Recreational Trails Program and TAP/SRTS We are working with NMDOT Project Oversight Division (formerly PINF) on using draft TIP/STIP pages for Agreement Request Form and will provide that information as soon as we have final confirmation/approval. Northwest Regional Transportation Plan (NWRTP)/NWRTPO NWRTPO Regional Transportation Plan presented and discussed their NWRTP schedule and the elements of the RTP Plan, committee guidance and addressing their 30 day public review comments from July 8 thru August 12. The NWRTP draft was released for public comment on July 8 (Gallup), presentation of the public comments will occur on August 12 (Laguna) and a presentation on the Final NWRTP approval is anticipated to occur on September 9 (Pueblo of Acoma). South West Collaborative Long Range Transportation Plan (SW CLRTP) NMDOT Asset Management and Planning Division/Transportation Information Management Systems (TIMS) are coordinating with the FHWA Central Federal Lands Highway Division (FHWA-CFLHD) on the SW CLRTP and the All Roads Network of Linear Referenced Data (ARNOLD). A meeting/conference call is again scheduled for the end of this month between, FHWA CFLHD, BLM, NPS, US-FWS and NMDOT NMTP Plan coordination. STIP-TIP TRAINING COORDINATION A D5 TIP/STIP Training with NMDOT District 5 and Planning, Santa Fe MPO staff and the Farmington MPO staff will be held July 23 at the NMDOT Research Bureau Conference Room in Albuquerque from 10am to 12noon. Regarding TIP pages for ARFs – This is important because the Project Oversight Division (POD) confirmed that once the TIP has been submitted to NMDOT for STC approval, T/LPAs in MPO areas can submit the TIP page with their ARF to start the agreement process. The intersection project at NM 371and N 36 may get upgraded to a full signalized intersection sooner than later. Mr. Keck reported that David Quintana had asked him for a list of roads for radar protection. Mr. Wakan said he would follow up with Mr. Quintana to see if the issue had been resolved. 7. The Technical Committee was reminded of the 2 CFR 200 training scheduled for August 18, 2015 at the Gateway Museum and Convention Center. This training relates to the financial reporting requirements necessary for project reimbursement from FHWA. c. Mr. Fillerup also reminded the Technical Committee of the upcoming Joint Conference of Engineering and Planning on September 23-15, 2015 in Las Cruces. d. Mr. Fillerup mentioned the Federal Lands Access Program, which is intended to provide access to develop economic generating projects on Federal land. e. Mr. Fillerup reminded the Technical Committee members that they are encouraged to submit their Agreement Request Forms (ARF) for the FFY2016 TAP projects. This can be done now because the FFY2016-2021 TIP has been submitted by the MPO. f. Mr. Wakan stated that all projects had met the PS&E deadline of July 15, 2015 deadline except the Southside River Road trail project. This project was given a submittal extension to July 24, 2015. The City of Bloomfield’s TAP project has been moved to FY2016. 8.
