Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Report on the 2045 Metropolitan Transportation Plan (MTP) Update Date: November 6, 2019 MONTHLY REPORT Mr. Aaron Sussman, Planner with Bohannan Huston (BHI) will call-in monthly with a report on the Metropolitan Transportation Plan (MTP) Update. 1  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #4 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: MPO Staff Date: November 6, 2019 BACKGROUND  23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program (see attached).  The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target.  The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non- Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries.  The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP).  MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate).  Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year. CURRENT ISSUES & RECOMMENDATIONS  This item is being presented to both committees in November for their information. It will be brought back to both the Technical and Policy Committees in January for their recommendation/approval.  Staff recommends that the state standards be adopted for 2020.  FMPO Policy Committee action is due no later than February 27, 2020. APPLICABLE CITATIONS Requirement for MPOs to establish performance targets for Federal-aid highway measures and public transportation established by USDOT.  23 USC 134(h)(2)  49 USC 5303(h)(2)  49 USC 5304(d)(2) 2 Requirements to include discussion in the metropolitan and statewide improvement program as to how the planned program will achieve State/MPO targets:  23 USC 134(j)(2)(D)  23 USC 135(g)(4)  49 USC 5303(j)(2)(D)  49 USC 5304(g)(4) 3  Performance Measure (PM) Target Report – PM 1 2020 Safety Targets This document outlines the 2020 Targets for Safety (PM 1) for New Mexico, as required by the 23 CFR 490, Final Rule on the Highway Safety Improvement Program (HSIP) published March 15, 2016 (effective April 14, 2017). The New Mexico Department of Transportation (NMDOT) Statewide Planning Bureau (SPB) is responsible for coordinating the setting of PM 1 targets. Overview of PM 1 Measures The state is required to set annual targets for five performance measures: 1. Number of Total Fatalities 2. Number of Serious Injuries 3. Fatalities per 100 million vehicle miles travelled (VMT) or fatality rate 4. Serious Injuries per 100 million VMT or serious injury rate 5. Number of Non-motorized Fatalities and Serious Injuries The first three are common measures and must be identical to the targets established for the Highway Safety Plan (HSP). Coordination with Metropolitan Planning Organizations (MPOs) The NMDOT undertook a coordinated effort with the Metropolitan Planning Organizations (MPOs), the HSP team and other stakeholders to set the targets. 1. Numerous internal meetings took place in winter of 2019 between the NMDOT S t a t e w i d e Planning Bureau (SPB) and Traffic Safety Division, which is responsible for the HSP, to review and analyze crash data and trends. NMDOT contracts with the University of New Mexico (UNM) to maintain the state’s crash database. 2. On May 2 1 , 2019, the NMDOT Safety Division held a meeting to discuss and adopt the targets required in the HSP. 3. On June 7, 2019, SPB staff emailed a draft of this report, outlining the adopted state PM1 targets, to the MPOs for review and comments. Santa Fe, El Paso and Mid Region MPOs responded that they supported the targets. The other MPOs did not submit a response. 4. On July 19, 2019, the NMDOT Safety Committee reviewed and approved the 2020 Safety Targets as outlined in this report. These targets will be reported in the 2019 HSIP Annual Report. 5. The MPOs have until February 27, 2020 to adopt the NMDOT PM 1 targets or set their own quantifiable targets. Data Methodologies and Assumptions In setting the FFY2019 safety performance targets, NMDOT and stakeholders did not rely solely on the data projections, but used the data in combination with their discussions regarding other relevant factors and their assessment of the potential safety impacts of various strategies and projects. NMDOT worked with UNM to determine methodologies and assumptions required to set the targets. These are as follows: • NMDOT uses Excel to plot a linear best fit line based on 5-years of actual data to project for future years. 4  • Annual Vehicle Miles Travelled (VMT) - The Annual VMT for 2017 is from the FHWA Highway Statistics Series (https://www.fhwa.dot.gov/policyinformation/statistics/2017/pdf/vm2.pdf). The preliminary Annual VMT for 2018 was provided by the NMDOT Asset Management and Planning Division, Data Management Bureau. Please note that the Annual VMT includes interstate ramps. o 2017 – 29,680,000,000 o 2018 – 27,676,089,664.35 • Crash Data - 2017 is finalized, 2018 is preliminary. Fatalities involving SUVs, pickup trucks and pedestrians are increasing and in 2018, accounted for 51.4 percent of all crash fatalities. The five-year average projection of 204.0 is the 2020 target. 7  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #5 Subject: Amendment #1 to the FFY2020-2025 TIP Prepared by: Mary L. Holton, AICP, MPO Officer Date: November 6, 2019 BACKGROUND  The Calls for Projects for the FFY2020-2025 TIP Amendment #1 was sent out on September 23, 2019, September 20, and October 3.  The Public Notice for Amendment #1 to the FFY2020-2025 TIP has been published on the MPO’s website and in the Daily Times on November 3.  The amendment currently includes two District 5 projects, one Aztec project, and one project from San Juan County.  The Technical Committee will consider recommending approval of proposed Amendment #1 to Policy Committee at their meeting on November 6. AMENDED TIP PROJECTS  The two District 5 projects include an amendment for NM 173 Safety Improvements to clarify its proposed project scope.  The City of Aztec’s project is for cost increases in the East Aztec Arterial- Phase II project.  San Juan County’s project is for cost increases in the CR 5500 bridge replacemtn. ANTICIPATED WORK  Hold a public hearing on TIP Amendment #1 on November 6, 2019.  Seek approval of the amendment at the November 21, 2019 Policy Committee meeting. ATTACHMENTS  The approved TIP Amendment Schedule and e-STIP descriptions for Amendment #1 to the FFY2020-2025 TIP.  The Self Certification for Amendment #1 to the FFY2020-2025 TIP. ACTION ITEM  Staff recommends that the Technical Committee consider recommending approval to the Policy Committee of proposed Amendment #1 to the FFY2020- 2025 TIP.  The Policy Committee will consider approval of proposed Amendment #1 to the FFY2020-2025 TIP at their November 21, 2019 meeting. 8  APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP.  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non- exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA.  (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. 9  FARMINGTON MPO SELF‐CERTIFICATION STATEMENT FFY2020‐2025 TIP Amendment #1 In accordance with 23 U.S.C. 450.334, the New Mexico Department of Transportation, and the Farmington Metropolitan Planning Organization for the Cities of Aztec, Bloomfield, Farmington, Town of Kirtland, and the urbanized area of San Juan County hereby certify that the transportation planning process meets the Performance‐Based Planning and Programming (PBPP) requirements established in 23 CFR 450.326(d), 49 CFR 625, and 49 CFR 630. The projects identified in Amendment #1 to the FFY2020 – 2025 Transportation Improvement Program (TIP) are consistent with the priorities outlined in the NMDOT Asset Management Plan, the New Mexico Strategic Highway Safety Plan, and the New Mexico Freight Plan; and from the priorities outlined in the Red Apple Transit Asset Management Plan of the City of Farmington. The projects support the adopted Performance Targets of the FMPO for Performance Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance Measure 3 (System Performance), and Transit Asset Management. Amendment #1 to the TIP was reviewed by the FMPO in accordance with the FMPO Public Participation Plan and the FMPO Title VI Plan. The FMPO also certifies that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of: (1) The fiscal constraint required in 23 CFR 450; (2) 49 U.S.C. 5323(l), 23 U.S.C. 135, and 23 U.S.C. 450.220; (3) Title VI of the Civil Rights Act of 1967 and the Title VI assurance executed by each State under 23 U.S.C. 324 and 29 U.S.C. 794; 10 (4) Section 1101(b) of the Transportation Equity Act for the 21st Century (Pub. L. 105‐ 178) regarding the involvement of Disadvantaged Business Enterprises in FHWA and FTA funded planning projects (Sec. 105(f), Pub. L. 97‐424, 96 Stat. 2100; 49 CFR, Subtitle A, Part 26); (5) The provisions of the Americans with Disabilities Act of 1990 (pub. L. 101‐336, 104 Stat. 327, as amended) and U. S. DOT implementing regulation; (6) The provision of 49 U.S.C. Is This Really Possible? …the idea of a future with literally zero roadway deaths seems like a pipe dream. Roadway deaths—deaths due to traffic crashes—have been increasing, not decreasing, over the past two years. In 2016, more than 37,000 Americans died on the roads-5,000 more people than died in 2011. The United States has made good progress in road safety over the long run, despite this recent backsliding, but incremental progress is no longer acceptable given the increasingly rapid advances in technology and the wealth of knowledge about how to prevent crashes. Inspired by the goals and progress in other countries, the broader traffic safety community is now working together to achieve a common vision—that by 2050, nobody would be killed in a traffic crash on U.S. roads. Why zero? That raises the question, "What level of death on the roads should we as a society accept?" How many of our own family members, classmates, neighbors, or people in our community losing their lives to crashes would be considered an appropriate number? These deaths are preventable—the safety community deliberately calls them crashes, not accidents, for this very reason. Accident implies unforeseeable circumstances or a twist of fate, but crashes can be prevented. The number of roadway deaths has long been accepted as a "price" of mobility, but 37,000 deaths is more than 100 Americans killed per day. Imagine the outcry if plane crashes or natural disasters killed 100 Americans every day. As to whether this is possible, the country has seen enormous improvements in safety in other areas. As of 2017, no commercial U.S. airline passenger flight has had a fatal crash since 2009, thanks in large part to a collaborative government/industry safety management system. The number of people who smoke has fallen by more than half in 50 years, thanks to education campaigns and laws limiting where people can smoke. In addition, the experiences of other high-income countries show that more-significant change is feasible. In 2013, the U.S. roadway death rate was more than twice the average of other high-income countries, and almost all of those countries have seen greater improvement than the United States over the past two decades. Sweden, where the idea of Vision Zero began, has seen declines in its crash death rates of 50 percent or more, 23 using the Safe System approach. A number of U.S. cities and states have also embraced this Vision Zero strategy. REPORT ON THE 2045 METROPOLITAN TRANSPORTATION PLAN (MTP) UPDATE Subject: Report on the 2045 Metropolitan Transportation Plan (MTP) Update Date: October 9, 2019 29  MONTHLY REPORT Mr. Aaron Sussman, Planner with Bohannan Huston (BHI) will call-in monthly with a report on the Metropolitan Transportation Plan (MTP) Update. DISCUSSION: Aaron Sussman with Bohannan Huston and Michael Wright with Sites Southwest participated in the meeting by telephone. Mr. Sussman announced that the MTP website up and running. A link to the site was sent out and several public events will be hosted next week in the area. The MTP project website includes background information, meeting announcements, and a participation page that provides the opportunity for public engagement through a survey as well as an online interactive map. Both of these public engagement options will be available until December 31 although the website will be available until completion of the 2045 MTP. Mr. Sussman encouraged the Technical Committee members to share the website and the opportunities to participate with local community members. An announcement for the upcoming public events is being advertised in the Daily Times as well as the San Juan Sun. Flyers for these public events have been distributed to the entities and the MPO’s list of public outreach contacts. Mr. Sussman would also like to visit individually with each of the Technical Committee members next week. Chair Porell added that since each member would be in attendance at one of the public outreach events and there would likely be downtime during each of them, Mr. Sussman could possibly speak with the Technical Committee member at that particular event. 4. FFY2020-2025 TIP AMENDMENT #1 Subject: FFY2020-2025 TIP Amendment #1 Prepared by: MPO Staff Date: October 9, 2019 BACKGROUND  The Calls for Projects for the FFY2020-2025 TIP Amendment #1 was sent out on September 23, 2019, September 20, and October 3.  The Public Notice for Amendment #1 to the FFY2020-2025 TIP will be published on November 6 with the Daily Times and on the MPO’s website.  The amendment involves (currently) two District 5 projects.  The Technical Committee will consider recommending approval of the amendment to Policy Committee at their next meeting on November 6. AMENDED TIP PROJECTS  The two District 5 projects include an amendment for NM 173 Safety Improvements to clarify its proposed project scope. INFORMATION ITEM  Staff recommends that the Technical Committee review and consider the projects in proposed Amendment #1 to the FFY2020-2025 TIP.  The Technical Committee will consider recommending approval of proposed Amendment #1 to the FFY2020-2025 TIP at their November 6, 2019 meeting. APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP.  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance 31  areas for transportation-related pollutants, if a TIP amendment involves non- exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA.  (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. DISCUSSION: Ms. Holton reported that copies of the two projects for proposed Amendment #1 and that were received prior to the Agenda being sent out (NM 173 HSIP project from milepost 2 to 3.5; and a pavement rehab on US 550 from Aztec to 5 miles south of the Colorado state line (informational year of 2025). Another project change request just received was Phase II of the East Aztec Arterial. The funding listing instructions were received and it will be entered into the TIP/STIP database. An additional $2,000,000 was awarded to the project by the state and there is now $11,800,000 available for this project. The MPO also received two projects for improvements at the intersection of NM 371 and N36 scheduled for 2020. This location is just out of the MPO planning area but they impact the planning area. Because they are less than $2,000,000, they will be handled as administrative modifications. One of the projects is for the project design and the other is for the construction portion of the project and has many sources of funding (New Mexico Department of Finance Administration - capital outlay grant of $1,300,000; Navajo Nation Gaming Enterprise - $100,000; NAPI - $200,000, and; Navajo Transitional Energy - $100,000). Ms. Holton asked if the entities had received any information on the funding from NMDOT’s call for projects. Chair Porell said that San Juan County had received a digital confirmation that their agreement was in the mail. It thought those whose projects were approved for funding had all received the same email. Once that information is provided by NMDOT, please let Staff know so that proposed Amendment #1 can be updated. Consideration of proposed Amendment #1 to the FFY2020-2025 TIP will be given in November. 5. Mr. Thomas thanked Mr. Archuleta for his efforts on behalf of this project. City of Farmington – Virginia King Foothills Drive Enhancement - The right-of-way acquisitions are complete. Ms. King will be setting an audit date soon. East Pinon Hills Blvd Extension – Phases I and II - There has been discussion about starting work on this project again. Nica Westerling will be in charge of this project. 34  20th Street – Phase III - Some acquisition has begun. The City of Farmington is also seeking authorization to ask for property donations. Utility meetings were held yesterday. San Juan County – Nick Porell East Pinon Hills Blvd. Extension – Phase III Approval process by NMDOT on the right- of-way maps is ongoing. Glade Run Trails - Environmental certifications are required from both BLM and NMDOT. This has been a back and forth process. CR 5500 Bridge - The design is 95% complete. Comments from the bridge engineer were received last week. San Juan County is having to reissue the right-of-way maps following discussion with the right-of-way consultant and appraiser. Kirtland Schools Walk Path Extension - San Juan County is awaiting the agreement from NMDOT. Glade Run Trails Extension - San Juan County is awaiting the agreement from NMDOT. NMDOT-District 5 – Stephen Lopez NM 173 – Construction on this project is set to begin in 2020 and will be funded with HSIP funding. Intersection of NM 371 and N 36 – The project design is at 60%. The Nation was given a capital outlay grant to assist with this project. Some easement on the western leg of the intersection (N 36 side) for a left turn lane will be sought from the Navajo Nation. No delays are anticipated with the process and construction should begin in 2020. This will be a full stop signalized intersection. David Quintana had mentioned at a recent meeting the possibility of NMDOT funding a study for the entire length of NM 173 (to the intersection of NM 575). Ms. Holton asked if Mr. Lopez had any additional information on this. Mr. Lopez said this study is not in play yet. Ms. Holton said the MPO Committees would like to see that happen and asked for the MPO to be kept updated on this potential study. Mr. Lopez reported that he was retiring on October 11, 2019. Manuel Maestas will be the District 5 contact until a replacement is hired. 6. REPORTS FROM NMDOT Planning Bureau – Joseph Moriarty Mr. Moriarty reported on the following: - FHWA PL funding, which is administered through NMDOT and which assists in funding the UPWP projects, will be revised based on actual apportionments from FHWA. - Annual Performance & Expenditure Report (APER) are required annually of each MPO. The APER documents program work and a final accounting of the 35  expenditures through the previous federal fiscal year. The draft APER is due to NMDOT by November 15. - The Annual Listing of Obligated Projects is another annual list that must be published and posted on the MPO website by December 28. - Research work by the consultants working on NMDOT’s long-range transportation plan is ongoing. Internal steering committees will meet in December and MPOs will be invited to stakeholder meetings in early spring. The completion date for the plan if the fall of 2020. District 5 – Stephen Lopez Mr. Lopez said that District 5 was also very interested in assisting in moving forward the Pinon Hills Boulevard Extension project. They are, however, still awaiting requested information on how the project will be fiscally constrained. Ms. Holton noted that the project is currently listed in the informational years of the FFY2020- 2025 TIP and once funding is constrained, there will likely be a TIP amendment. Ms. King stated that Ms. Westerling is currently working on a bonding ordinance that may be prepared by next week. Mr. Lopez thought this was very position information. Mr. Saavedra thanked District 5 for repairing a large pothole on Main Street in Aztec. Mr. Lopez said that District 5 is interested in improving US 550 through downtown Aztec. Chair Porell asked if there was a striping plan to go east from Bloomfield to Blanco. Mr. Lopez said their traffic engineer has on-call for striping. He recommended sending an email to Paul Brasher to make a request. Mr. Lopez added that there is a project being planned for US 550 from Aztec to the Colorado state line. The project will be completed in phases with the priority being the stretch from NM 173 to the Animas River. Mr. Raoul Archuleta, a new Tribal/Local Government agent the Right-of-Way Bureau of NMDOT introduced himself. He is interested in learning more about local projects to be able to better answer questions. He provided his contact information to the Technical Committee members. 7. DISCUSSION: Ms. Holton advised that a draft 2020 Technical Committee meeting schedule was provided in the Agenda for the members to review. Adoption of the FY2020 schedule will be considered in December. The Policy Committee will be considering moving their meetings next year to the mornings rather than afternoons.
