Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Amendment #5 to the FFY2022-2027 TIP Prepared by: Peter Koeppel, MPO Officer Date: August 10, 2022 BACKGROUND  The Public Notice for Amendment #5 to the FFY2022-2027 TIP was published on the MPO’s website and in the Daily Times on August 10, 2022.  The amendment includes the amendment of two projects: o F100101 EAST PINON HILLS BLVD CONSTRUCTION PHASE 1 o F100102 EAST PINON HILLS BLVD CONSTRUCTION PHASE 2  The Technical Committee will consider recommending approval of proposed Amendment #5 and the Self-Certification for Amendment #5 to the Policy Committee on August 25. AMENDED TIP PROJECT(S)  PINON HILLS BLVD CONSTRUCTION PHASE 1 o Update estimated costs  EAST PINON HILLS BLVD CONSTRUCTION PHASE 2 o Update estimated costs ANTICIPATED WORK  Hold a public hearing on TIP Amendment #5 on August 10, 2022.  Consider recommending approval to the Policy Committee of TIP Amendment #5 and the Self-Certification.  Seek approval of the Amendment #5 and the Self-Certification at the August 25, 2022 Policy Committee meeting. ATTACHMENTS  The e-STIP description for projects in Amendment #5 to the FFY2022-2027 TIP will be presented at the Technical Committee meeting  The Self-Certification for Amendment #5 to the FFY2022-2027 TIP. ACTION ITEM  Staff recommends that the Technical Committee consider recommending approval to the Policy Committee of proposed Amendment #5 and the Self- Certification for Amendment #5 to the FFY2022-2027 TIP. 3  APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP.  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non- exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA.  (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. 4  FARMINGTON MPO SELF-CERTIFICATION STATEMENT FFY2022-2027 TIP Amendment #5 In accordance with 23 U.S.C. 450.334, the New Mexico Department of Transportation, and the Farmington Metropolitan Planning Organization for the Cities of Aztec, Bloomfield, Farmington, Town of Kirtland, and the urbanized area of San Juan County hereby certify that the transportation planning process meets the Performance-Based Planning and Programming (PBPP) requirements established in 23 CFR 450.326(d), 49 CFR 625, and 49 CFR 630. The projects identified in Amendment #5 to the FFY2022 – 2027 Transportation Improvement Program (TIP) are consistent with the priorities outlined in the NMDOT Asset Management Plan, the New Mexico Strategic Highway Safety Plan, and the New Mexico Freight Plan; and from the priorities outlined in the Red Apple Transit Asset Management Plan of the City of Farmington. The projects support the adopted Performance Targets of the FMPO for Performance Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance Measure 3 (System Performance), and Transit Asset Management. Amendment #5 to the TIP was reviewed by the FMPO in accordance with the FMPO Public Participation Plan and the FMPO Title VI Plan. The FMPO also certifies that the transportation planning process is addressing the major issues in the metropolitan planning area and is being conducted in accordance with all applicable requirements of: (1) The fiscal constraint required in 23 CFR 450; (2) 49 U.S.C. 5323(l), 23 U.S.C. 135, and 23 U.S.C. 450.220; (3) Title VI of the Civil Rights Act of 1967 and the Title VI assurance executed by each State under 23 U.S.C. 324 and 29 U.S.C. 794; (4) Section 1101(b) of the Transportation Equity Act for the 21st Century (Pub. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives.  Listed below are current entity projects some of which are part of the FFY2022- 2027 TIP.  The Policy Committee approved the new FFY2022-2027 TIP on May 27, 2021, which became effective on October 1, 2021. CALL TO ORDER Chair Porell called the meeting to order at 10:00 AM. 2. APPROVE THE MINUTES FROM THE MAY 11, 2022 TECHNICAL COMMITTEE MEETING Ms. Escobar moved to approve the minutes from the May 11, 2022 Technical Committee meeting. Chair Porell seconded the motion. The motion to approve the minutes passed unopposed. 3. QUARTERLY EDUCATION: URBANSDK Subject: Quarterly Education: UrbanSDK Prepared by: Kathryn Leys Date: June 8, 2022 INFORMATION ITEMS Farmington MPO has recently began working with UrbanSDK in order to better organize, share, and visualize their geospatial data. For this quarterly education, the committee members will get a brief overview of what UrbanSDK is and how it can be used by the MPO and our local governments. If you want to access the public portal for FMPO’s data use the following link: https://portal.urbansdk.com/public/a9c4ce6c-cbcb-4823-9b84-7593f1282c37 As part of the MPO’s licenses, staff also has the ability to grant access to any of our entity’s who may be interesting is using the MPO’s data. Let staff know if you are interested and they will help you set up a login. DISCUSSION: Ms. Leys informed the committee that the MPO has partnered with UrbanSDK for more advanced data accessibility and visualizations. She gave a brief overview of what types of data and data visualization is available and how to use the site. She showed the committee how to access the Data Insights and Data Hub, how to upload you own data, and what types of visualization are available through UrbanSDK. She also informed the committee that any members also have access to this software and offered to set up accounts for anyone interested. There was no further discussion. 6. DISCUSSION: Aztec – Steve Morse F10091 – East Aztec Arterial Phase III: The City of Aztec was planning to complete the relocation of the waterline in the next few days. The waterline relocation project is close to completion and should be completed by the end of the week. F100410 – McWilliams Road: The City of Aztec is waiting on the engineer to submit it design for review. That is expected in the next month. Bloomfield – Jason Thomas Mr. Thomas was not in attendance. Farmington – Virginia King F100099 – Foothills Drive Enhancement Phase II: Substantial completion was reached on May 27th, 2022. The contractor is still working on some of the punch list items identified by both DOT and the City of Farmington. Once this is complete, they city will start closing out the project. F100100, F100101, & F100102 – East Pinon Hills Blvd Extension Phase I: The City of Farmington submitted a STIP amendment for design work. The city also submitted the Agreement Request Form and got the contract. They are now running a resolution with the city council to accept the agreement for $920,000. F100132 – 20th Street Phase III: Construction started on May 2nd and construction is in progress. F100390 – Foothills Drive Phase III: The City of Farmington submitted a revised right-of-way map to the right-of-way bureau. The new map was signed off the week prior to the meeting and Tierra Right-of-Way is going to start reaching out to property owners and start an appraisal to acquire the remaining 2 Construction Maintenance Easements and 3 Temporary Construction Permits. Red Apple Transit: Mr. Montoya had no updates for the committee. Kirtland – Dan Flack F100420 & F100430 – CR 6405 & CR 6411: Mr. Flack is waiting on the Town of Kirtland to approve the bidding process and put out advertising. San Juan County – Nick Porell  F100021 – East Pinon Hills Blvd Extension Phase III: Chair Porell thanked Mr. Koeppel for making an Administrative Amendment to the TIP for this project. The County is working with DOT to get agreements in place. The funding from House Bill 2 and ARPA funds have been added to the project for construction. Once a cooperative agreement is in place, the County will start the design process. There is another source of funding from FHWA that the County is waiting on. The County was successful in getting a congressional earmark from Senator Heinrich’s office for more than $500,000 to fund the right-of-way work. That agreement is still getting processed in Washington DC. F100320 – Kirtland Schools Walk Path Extension: Ms. Hale-BlueEyes was at the project site during this meeting. She was completing inspections. There is about a month into construction for that project. It is a 3-month projects, so it is expected to be about a third done. Expected completion is August 2022, before school starts. F100360 & F100370 – CR 3000 & CR 3500 Bridge Replacement: The design contract has been awarded. The county is working to narrow down the scope of the project. F100380 – CR 6100 Pavement Rehab: Paving is expected to start Monday June 20th. This is a 2-week project. It is a TPF project and will be closed out at the end of construction. F100400 – Lower Animas Valley River Trail: There are no updates on this project. NMDOT – Javier Martinez F100170 – NM 173: Construction has begun. F100350 & F100351 – NM 173/Navajo 36: NMDOT is still waiting on their agreement with Navajo DOT. F100340, F100341, & F100342 – US550 Pavement Rehab: F100340 and F100341 is approaching 90% completion of design plans. DOT only has construction funding for F100340. Planning work for F100341 will continue until it reaches 100% completion of design work and then DOT will find funding after reaching that point. No work has been started on F100342, including any design work. 7. REPORTS FROM NMDOT Planning Bureau – John Neunuebel Mr. Neunuebel was not in attendance. District 5 – Javier Martinez  Mr. Martinez informed the committee the James Mexia of NMDOT signed and returned the PFF forms for the TPF applications. Mr. Martinez had no additional updates. The MPO is looking to know who was awarded funding later in the summer. Mr. Koeppel also informed the committee that the next meeting will be held July 13th in San Juan County. 9.
