CURRENT WORK ▪ Staff is presenting this proposed meeting schedule for review by the Technical Committee. ▪ Staff will seek considered adoption of the 2023 meeting schedule and Technical Committee Resolution 2022-1 at the December 14 meeting. ACTION ITEM ▪ Staff recommends that the Technical Committee review the proposed 2023 meeting schedule and Technical Committee Resolution 2022-1.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION TECHNICAL COMMITTEE RESOLUTION NO. 2022-1 A RESOLUTION ESTABLISHING THE PROCEDURES TO BE FOLLOWED AND NOTICE TO BE GIVEN PURSUANT TO THE PROVISIONS OF THE NEW MEXICO OPEN MEETINGS ACT, PROVIDING FOR THE ANNUAL DETERMINATION OF REASONABLE NOTICE OF MEETINGS, AND ESTABLISHING THE MEETING TIMES, DAYS AND LOCATIONS FOR THE FARMINGTON METROPOLITAN PLANNING ORGANIZATION TECHNICAL COMMITTEE DURING THE CALENDAR YEAR 2023. WHEREAS, the Technical Committee of the Farmington Metropolitan Planning Organization (FMPO) met in regular session in Commission Chambers at San Juan County’s Administrative Building, 100 South Oliver, Aztec, New Mexico on December 14, 2022 at 10:00 o’clock a.m., in accordance with the law; and WHEREAS, Sections 10-15-1 (B) of the Open Meetings Act (NMSA 1978, Section 10- 14-1 to 10-15-4) states that, except as may be otherwise provided in the Constitution or the provisions of the Open Meetings Act, all meetings of a quorum of members of any board, council, commission, administrative adjudicatory body or other policymaking body of any state or local public agency held for the purpose of formulating public policy, discussing public business or for the purpose of taking any action within the authority of or the delegated authority of such body, are declared to be public meetings open to the public at all times; and WHEREAS, any meetings subject to the Open Meetings Act at which discussion or adoption of any proposed resolution, rule, regulation or formal action occurs shall be held only after reasonable notice to the public; and WHEREAS, Section 10-15-1(D) of the Open Meetings Act requires the Technical Committee of the FMPO to determine annually what constitutes reasonable notice of its public meetings; NOW, THEREFORE, BE IT RESOLVED BY THE Farmington Metropolitan Planning Organization Technical Committee that: 1. For calendar year 2023, the regular meeting of the FMPO’s Technical Committee will be held at the times, dates, and places as shown on the attached Exhibit “A” hereto. 2. An agenda for such meetings will be available at least seventy-two (72) hours prior to the meeting from the office of the Farmington Metropolitan Planning Organization, Downtown Center Building, 100 W Broadway, Farmington, New Mexico. 3. Notice of regular meetings will be given by publishing a list of regular meetings to be held in each calendar year in the Farmington Daily Times or another newspaper of general circulation in San Juan County in January of each year. The notice shall indicate when and where a copy of the agenda for each meeting may be obtained. A copy of this notice and the list of regular meetings will also be posted in the foyer of  the Farmington City Hall, 800 Municipal Drive, Farmington, New Mexico and in similar public places in the city/town hall buildings for the entities of Aztec, Bloomfield, Kirtland, and San Juan County, New Mexico as well as other locations noted in the MPO’s Public Participation Plan. This notice shall be posted in January of each year and shall remain posted throughout the calendar year. Copies shall also be sent via regular mail or fax to any local television stations and radio broadcast stations at their request. 4. Special meetings may be called by the Committee Chair or by a majority of Committee members upon three (3) days’ notice. If time exists for a notice of such meeting to be published in the legal notices of the Farmington Daily Times or another newspaper of general circulation in San Juan County prior to the meeting, such notice shall be published. If not, notice shall be given by e-mail, fax or some other instantaneous method to a newspaper of general circulation, any local television station and at least one local radio broadcasting station. The notice shall include an agenda for the meeting or information on how members of the public may obtain a copy of the agenda. The agenda shall be available to the public at least twenty-four hours before any special meeting. 5. Emergency meetings will be called only under unforeseen circumstances that demand immediate action to protect the health, safety and property of citizens or to protect the FMPO or its participating governmental agencies from substantial financial loss. The Committee will avoid emergency meetings whenever possible. Emergency meetings may be called by the Committee Chair or a majority of the members of the Committee upon twenty-four (24) hours’ notice, unless threat of personal injury or property damage requires less notice. The notice for all emergency meetings shall be given, except as to the amount of time required, in the manner provided above for special meetings. 6. In addition to other information as specified above, all notices and agendas shall include the following language: “If you are an individual with a disability who is in need of a reader, amplifier, qualified sign language interpreter, or any other form of auxiliary aid or service to attend or participate in the hearing or meeting, please contact the MPO Officer at the Downtown Center, 100 W Broadway, Farmington, New Mexico or at 505-599-1466 at least one week prior to the meeting or as soon as possible. The Technical Committee of the FMPO may close a meeting to the public only if the subject matter of such discussion or action is accepted from the open meeting requirement under Section 10-15-1(H) of the Open Meetings Act. (a) If any meeting is closed during an open meeting, such closure shall be approved by a majority vote of a quorum of the Committee taken during the open meeting. The authority for the closed meeting and the subjects to be discussed shall be stated with reasonable specificity in the motion to close and the vote of each individual member on the motion to close shall be recorded in the minutes. Only those subjects specified in the motion may be discussed in the closed meeting. (b) If the decision to hold a closed meeting is made when the committee is not in an open meeting, the closed meeting shall not be held until public notice, appropriate under the circumstances, stating the specified provision of law authorizing the closed meeting and the subject to be discussed with reasonable specificity, is given to the members and to the general public. (c) Following completion of any closed meeting, the minutes of the open meeting that was closed, or the minutes of the next open meeting if the closed meeting was separately scheduled, shall state whether the matters discussed in the closed meeting were limited only to those specified in the motion or notice for closure. (d) Except as provided in Section 10-15-1(H) of the Open Meetings Act, any action taken as a result of discussion in a closed meeting shall be made by vote of the Committee in an open public meeting. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2022-2027 TIP on May 27, 2021, which became effective on October 1, 2021. Maurice Williams: Look For Me Safety Program Re-visited later in meeting after PM1 discussion. UNM for Injury Prevention – partnership with NMDOT Traffic Safety Look For Me Campaign Details: conducted many places in NM, they conduct law enforcement training for collision update offices for ped/bike laws, local events at schools, bike rodeos, partner with community groups for harm reduction (cold weather items/ care packages/ transit passes), pedestrian fatality review team – want same outcome, agree on – there can be excuses from the municipalities as to why not better Also provide driver/ instructor supplementation – for understanding pedestrian usage – see what identify or see in terms of pedestrian safety and 2-3 things that drivers show to people teaching how to make pedestrian experience better, safer Meet with municipalities and other groups – give info through them to NMDOT for educational effort/ training/ bicycle event, etc. – consider for potential events/ outcomes Cannot fund capital projects. 2 main approaches for Look for Me campaign 1) increase capacity for safe walking and biking 2) how to increase individual awareness when each is out and about Contact Information: Maurice Williams, Jr. MSW Project Manager UNM/ NMDOT Traffic Safety Partnership (Look For Me) 505-272-5867 mauwilliams@salud.unm.edu Discussion S. Saavedra Q: how can an entity go about working with you? M. Williams A: Williams is in area and can coordinate with an entity from there. P. Koeppel: Will provide contact via email after the meeting. Saavedra Q: At the County Commission meeting there was discussion about the ROW in Aztec Co Rd 3000 to Rio Grand the speed changes drastically it is 25 MPH but many go 35 MPH. Speed bumps are a suggested solution. ROW is wide and school near by – could work be done with M. Williams on that issue? M. Williams A: Yes, but there are a few issues. Provided story from ABQ area near Bernalillo/ Sandia Pueblo area. Need to bring stakeholders together to find a favorable solution. They are there to bring resources and find a solution. May bring in a consultant – do a facilities training perhaps. Looking at opportunities to help the most people safely. There is a limit to how much they can help. 5. Peter Koeppel: Review PM 1 Safety Performance Measures for FY2023: The PM 1 Safety Performance Measures for FY2023 will be presented for discussion and review P. Koeppel speaks to the background (slides to follow) There are the options of either supporting the state’s targets or setting our own targets. Want to reduce injury on all public roads. Requirements in 23 USC 134, 135, 148, 150 Target setting – do annually – the numbers for fatalities increased because of the numbers from last year. Use rolling 5-year averages. Staff suggestion is to support state targets. Discussion B. Escobar Q: benefit of adopting our own? P. Koeppel A: No benefit as we are a small MPO no funding provided to us to work with. S. Saavedra Q: Fatalities increase especially with covid, but serious number of injuries decreasing, are there theories on why there is this disparity? P. Koeppel A: Better vehicle safety S. Glendenning A: Agrees with Peter, but there is less volume on road so more severe crashes (better technology so higher survival during crashes) due to higher speeds – provides a lot of thoughts on safety. One theory at least. S. Saavedra Q: Concern for higher distracted driving occurances. P. Koeppel A: Yes, more are behavioral issues that exist rather than failure of technology/ engineering issues. Bring back PM1 Targets in January for approval. 6. Peter Koeppel: Major Thoroughfare Plan: Discuss the FMPO’s Major Thoroughfare Plan and Metropolitan Transportation Plan B. Escobar is doing a zone change she requested to do a major thoroughfare review. P. Koeppel Q: Is this still an important map/ plan to make. We already have a map in the MTP. B. Escobar: Major Thoroughfare Plan is from 2012. Was brought back up because there is a new road connection for Lakewood to another road (the connection was shown on the Major Thoroughfare Plan). There is some back lash with that. This plan’s map is more granular. P. Koeppel: This is a 10-year-old plan that we don’t know the origins of. We make the MTP with financial constraint while the Major Thoroughfare plan does not appear to have that. Also, we do not actually appear to have the roads suggested in 2012 as major roads or even on any other plan. The question is, does the city have their own plans made like this. B. Escobar: Would MPO help in the process of amending if it is not an MPO plan (which it means it is a COF plan) P. Koeppel: Confirmed MPO would partner with COF, but could not give insight into how the document was produced. 7. Peter Koeppel: Updated NM-173 Safety Resolution We updated the resolution from 2019 and will bring to the PC meeting next week. Discussion S. Saavedra: Confirmed he would forward the endorsed resolution. B. Escobar: Comment on #2: redesign? – language? Understand there will be rebuilding. Bring to city counsel of Farmington? P. Koeppel: Not sure as that is a city question. B. Escobar: Commented on bringing it forward from the political side. 8. First was stakeholder meeting. Consultants are using those comments/ thoughts for the plan. The public meeting was well attended and participated in. Lots of things for consultants to think about. DISCUSSION: 9. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF There was no additional business from the Chairman, Members and Staff. 10. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 11.
