These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2024-2029 TIP on June 22,2023, which will become effective on October 1, 2023. CALL TO ORDER Nick Porell called the meeting to order at 10:01 am. 2. APPROVE THE MINUTES FROM THE JULY 12, 2023 TECHNICAL COMMITTEE MEETING MOTION – Nick Porell SECOND – Colby Gibson Nick Porell moved to approve the minutes from the July 12, 2023 Technical Committee meeting. Colby Gibson seconded the motion. The motion to approve the minutes passed unopposed. 3. MPO BOUNDARY AND URBAN AREA UPDATE Background on the MPO boundary and urban area smoothing/ update. Changes in boundary and urban areas changes the match percent, but there is only one change – San Juan County adds 1% (unincorporated potions increase) and Aztec will decrease 1%. Numbers shift a bit more if we add the entire metropolitan statistical area. Can changes boundaries anytime – maybe within a year, depends on how long it takes to speak to/ coordinate with tribal governments. Nick Porell/ Peter Koeppel: BLM? Skin in the game? NMDOT: says no. Why could they not be a part of the committee? Yes, could be a part of a non-voting member. Speak with Jeff Tafoya, Resource Manager perhaps (Nick Porell will send contact information to Peter Koeppel). Presented by Olivia Groeber and Peter Koeppel 4. COMMITTEE BYLAWS AND OPERATING PROCEDURES UPDATE: a. Review the proposed updated FMPO Committee Bylaws and Operating Procedures b. Hold a public hearing on the proposed updated Bylaws and Operating Procedures c. Consider recommending adoption of proposed updated Committee Bylaws and Operating Procedures Presented by Peter Koeppel Update Bylaws every 3 years, as they expire. Major changes: telephonic participation (to comply with Open Meetings Act), next FFY all meetings will be held in FMPO Office (which will be beginning October 2023). With potential expansion to the entire county, may need to update the Bylaws again. Will stay as is for now. A few typos from Nick Porell for MPO staff to edit. Public hearing: No comment from the public. A motion to recommend adoption of the updated Bylaws and Operating Procedures was provided by Colby Gibson which was seconded by Prudence Brady. There were none opposed, motion passes. 5. FMPO BICYCLE/ PEDESTIAN PLAN UPDATE: Presentation on FMPO Bicycle/ Pedestrian Plan Presented by Aaron Sussman Story Map online, which will be publicly accessible/ interactive. Looked at existing conditions - level of traffic stress assessment. Where would we like to see improvements. Have comprehensive review of improvement opportunities. Complete streets facility types and what improvements may look like. Done public outreach – what makes people more comfortable. Community survey key takeaways – review again (see slides). General plan priorities: want to be able to let entities implement this plan that can be made in the relative near-term. Modest improvements that will make a big difference. Regional level among communities and what the networks look like within the entities. Purpose is to make sure the facility created makes the user comfortable. Most are interested but concerned. Prioritization is 1. Safety 2. Increase Transportation Options 3. Access and Connectivity Regional connections – Between Bloomfield to Aztec, the Farmington to Aztec (NM 516) does not seem plausible likely do a parallel corridor (a rural bike route CR 3000), Kirtland to Farmington (side paths, wide shoulders, and rumble strips) Looked at rural bike routes, long distance network, signage short term and later increase say passing locations etc. Aztec – road diet downtown and pedestrian improvements, has a lot of low stress parallel streets already, enhance connection to Aztec, NM Kirtland- access management on US 64, further build side path network Bloomfield- expand the river trail, side path on Broadway Blvd., and maybe a path along US 550 (1st St. to Blanco Blvd. → near Bloomfield HS, good candidate for NMDOT’s manual/ guidance for road diets) Farmington – opportunity to build on what is already there (bike and trail system), take advantage of the grid network and excess capacity on road (good for road diets, eg. San Juan Blvd/ 30th St.), improved connections to key destinations (eg. Downtown to Animas River Trails, San Juan College) Build upon the River Trail Systems – extend, add connection on Miller Ave. to Downtown FMTN, recommendation: pave some portions of the river trail where redundant paths exist Example of Sullivan Ave. increase bikeways or add user comfort without moving the curb lines, just restriping – allow stress level change from 3 to 2, opens to interested/ concerned level of bicyclists rather than only confident Two road diet/ new bikeways: 30th St. mainly residential, San Juan Blvd. (Pinion St. to Main St.) – both relatively low traffic volume, could allow access to parks and the river path New bikeways – Main St. west of Downtown, Pinion Hills Blvd. (on the east bound direction) Network of Bike Boulevards. – List of streets: Cooper St Corridor, Ute St. Comanche St., La Plata St. Corridor, Schwartz St. Corridor, and Monterey Ave. -lines will be a que for vehicles to drive slower, markings on pavement Next steps: cost estimates for grant applications, finalize recommendations, review draft (in progress), TC review period early to mid-September Nick Porell: NM 516 not complementary to bicycle/ pedestrian use: power line easements (south side, not sure who owns right of way), grade challenging (but service road near too), widening possibly, needs access management, but keep the idea in the mix/ not discount in the future Walk through story map. Executive summary of plan (access to the public when complete), is an interactive tool. Andrew DiCamillo: Old Aztec Highway? Aaron Sussman: Rural bike routes rather than urban bike route. Jeff Blackburg: Connector from park to Ruins not on the map. Newly completed project. Nick Porell: Likes the framework, not controversial, projects to come/ decisions to be made later as implementation occurs. Colby Gibson: Likes flexibility and the story map for the public to engage with. Nick Porell: Q about FMTN’s road diets, breeze through City Council? Colby Gibson response: Yes, sort of talking to Mark Hathcock the previous traffic Engineer. Prudence Brady: Would like to see more diversity in terms of the clients trying to target. Example pictures specifically, who we are representing. 6. Environmental mitigation waiting on so does not hinder the start. F100410 McWilliams Rd. Still at 90% construction plan design. Process of utility improvements in front of the pump station (McWilliams and N. Oliver Dr.), 100 % by engineer by next week or so to move forward and go out to bid. Bloomfield F100300 East Blanco Bridge Engineer should have re-design next week. Have ROW completed and waiting on documentation. Farmington F100099 Foothills Drive Enhancement Phase Complete, at DOT for close out. REPORTS FROM NMDOT Planning Bureau – Shannon Glendenning Not present for update. District 5 – Javier Martinez Maintenance projects coming up – NM 170, mill and fill Mile Post 13 to the CO State line, no official start date (next two weeks) NM 516, Cutler, mobilizing east of Bloomfield 3-4 miles to do there then move to FMTN area (will update on dates as they come closer) – Country Club to Pinion Hills (a piece by 20th St. may not get to though) DISCUSSION: Nick Porell: Shared Navajo Dam invite with the Fire Chief at the County. Many calls for emergency access if full road closure is needed. Peter Koeppel: For those that do not know: Bureau of Reclamation – need to check the structural integrity of the dam and there maybe some road closures. Important for emergency vehicles. There was no further discussion form the committee. 8. INFORMATION ITEMS a. Updated 2023 Schedule (as attachment) -only change was update to meeting location(s) for remainder of the year once Bylaws are in effect (October 2023). October to the end of 2023 meetings will be conducted at the FMPO Office, 2nd floor, 100 W. Broadway, Farmington, NM 87401. 9. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Nick Porell: Title VI, ADA Updates are due to NMDOT, Sept. 18th, 2023 Must have to be in good standing for federal grants. Reminder for handbook training. Not required to attend eventually will need PM and those responsible to pass a test about that end of calendar year. There was no additional business from the Chairman, Members and Staff. 10. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 11.
