These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2024-2029 TIP on June 22,2023, which will become effective on October 1, 2023. ATTACHMENT ▪ The Status Report Table of project updates received from Technical Committee members. Subsequent project updates will be presented by members during the committee meeting. CALL TO ORDER Nick Porell called the meeting to order at 10:00 am. 2. APPROVE THE MINUTES FROM THE DECEMBER 13, 2023 TECHNICAL COMMITTEE MEETING MOTION – Colby Gibson SECOND – Prudence Brady Colby Gibson moved to approve the minutes from the December 13, 2023 Technical Committee meeting. Prudence Brady seconded the motion. The motion to approve the minutes passed unopposed. 3. ANNUAL ELECTIONS OF OFFICERS Nominations for Chair: Nick Porell (seconded by Colby Gibson) Appointment of Chair: none opposed, Nick Porell was appointed Chair Nominations of Vice Chair: Dan Flack, Colby Gibson Appointment of Vice Chair: none opposed for Colby Gibson as the newly appointed vice Chair 8 4. SAFETY PERFORMANCE TARGETS (PM 1): Presented by Peter Koeppel Review proposed PC Resolution 2024-1 and NMDOT’s Safety Performance (PM1) Target Report for 2024 (adopt state targets or set own, but generally staff recommends adopting state 2024 safety targets as provided by NMDOT) Nick Porell: Do these targets trickle down to law enforcement? Shannon Glendenning: An exercise, need to make sure targets need to decrease, otherwise more reporting was required. Peter Koeppel: Some states have targets of 0. Difficult to get to/ doesn’t make sense. Nothing gained from creating our own targets. Nick Porell: Vulnerable Road Users Program where move the needle on safety. Hold a public hearing on proposed PC Resolution 2024-1 regarding the adoption of NMDOT’s 2023 Safety Performance Measure (PM 1) Targets (open and closed, no public comment) Consider recommending approval of PM1 to the Policy Committee Resolution 2024-1 9 Motion to recommend approval: Dan Flack Second: Colby Gibson All said ay, none opposed, motion passes. 5. UPWP AMENDMENT Presented by Peter Koeppel 2 year UPWP. This amendment is necessary to roll over unexpended funds from FFY2023 to FFY2024. $74,791.60 rolled over ($64,901.73 in federal funds plus the required local match of $10,889.87) On Jan. 7, 2024 the 15-day public comment period was advertised and posted on the MPO’s website. Nick Porell: Long term staffing plans for MPO? Peter Koeppel: We have one position open, but that is a longer conversation. REPORTS FROM NMDOT Planning Bureau – Shannon Glendenning Planning Liaison again, Neala Krueger has moved on Vulnerable Road User Safety Assessment – map on NMDOT website, bicycles and pedestrians into Safety Highway Plan, can look at priority corridors PM 1 – new measure announced day before Thanksgiving – GHG, due Feb. 1, 2024 (fuel sales, carbon intensity, National Highway system miles / all miles), will see what targets look like, MPO can adopt own or the state targets (will come across the desks in 180 days) (Peter Koeppel) MPO still do math if adopt date targets? (Shannon Glendenning) See the same worksheets perhaps using the state data (issues with data availability) NOFO for bridge projects (under $100 million or less) regionally significant projects, Bridge Investment Program - https://www.transportation.gov/rural/grant-toolkit/bridge- investment-program District 5 – Javier Martinez Call for LGRS projects (Amanda Nino) TPF funding – legislative session starting soon – at least same amount of money as last year, looking for more to be divided among entities (hope to be passed) Nick Porell- email Tim Barnett not district engineer- James Mexia (maintenance engineer, point person) james.mexia@dot.nm.gov DISCUSSION: There was no further discussion form the committee. 8. INFORMATION ITEMS a. Final FMPO Bicycle/ Pedestrian Plan – will be posted and distributed shortly (received a few hours ago) b. Calls for Projects: RTP (recreational trails program open) – receive by end of Feb. for submittal to NMDOT c. Discuss Climate Pollution Reduction Grant (CPRG) opportunities regarding community mobility as was shared at the January 4th or 5th meeting – state is applying for – kitchen sink all GHG reduction, struggle with transportation portion – types of projects but also need cost estimates and GHG reduction – how to give and rank – not sure what they do in practice Transit people? Due beginning of April. FYI and will monitor. 12 9. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Nick Porell / Colby Gibson / Peter Koeppel – draft plan for Animas Action Plan https://www.animasactionplan.org/ This will be presented at the City of Farmington Planning and Zoning Commission tomorrow and later City Counsel Mixed use destinations – used to be used for gas/ oil – not for redevelopment, revitalized, multimodal aspects, biking, walking, connect to downtown – big planning effort Property being held and was hoping to make money – but housing first ideas There was no additional business from the Chairman, Members and Staff. 10. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 11.
