Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed. 2 FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Status of Entity Projects Prepared by: MPO Staff & Technical Committee Members Date: July 10, 2024 BACKGROUND ▪ The STIP Protocols, finalized in early 2014, require that each MPO shall develop a process to monitor the progress and status of each project in the first two years of the TIP. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2024-2029 TIP on June 22,2023, which will become effective on October 1, 2023. ATTACHMENT ▪ The Status Report Table of project updates received from Technical Committee members. Subsequent project updates will be presented by members during the committee meeting. MPO Quarterly b. Please see attached information regarding the NMDOT Multimodal Planning and Programs Bureau support for transportation planning services for entities in NM. Please direct any questions to Samuel Jensen at Samuel.Jensen@dot.nm.gov. c. Updated Agreement Request Form The NMDOT Project Oversight Division has updated the Agreement Request Form (ARF). The ARF is utilized by all Local Entities that are requesting an Agreement be drafted for the project they are working on. This Form was designed to help streamline the process and avoid all the back-and-forth exchanges that tie up projects and delay the start date. The ARF has been updated on the NMDOT T/LPA Documents and Information page d. Safety Summit – August 27-28, 2024 in Albuquerque 5 New Mexico Department of Transportation Transportation Planning Services Tribal/Local Public Agencies or Other Agencies Overview In June 2024, the New Mexico Department of Transportation (NMDOT) Multimodal Planning & Programs Bureau (MPPB) hired consultant services to provide various transportation planning services in New Mexico, on an on-call basis, to interested Tribal/Local Public Agencies (T/LPAs) or other public entities. NMDOT is using federal funds and state match to pay for these services, so there is no cost to the recipient of the transportation planning services. Eligible entities: • Tribes • Local Public Agencies • Metropolitan or Regional Transportation Planning Organizations (MPOs/RTPOs) • Other agencies Eligible transportation planning services: • General multimodal transportation plan • Multimodal transportation safety plan o Including Comprehensive Safety Action Plans consistent with the content and planning requirements of the federal Safe Streets and Roads for All infrastructure grants for safety projects (see USDOT’s Comprehensive Safety Action Plans webpage for additional information) • Pedestrian plan • Bicycle plan • Other transportation planning services as agreed upon by entity/agency and MPPB Transportation plans may be for entire jurisdictions or specific regions, neighborhoods, intersections or corridors as determined by the entity/agency and MPPB. Planning services will be provided by Bohannan Huston and their subconsultants. MPPB will provide a project manager to help coordinate the effort, and the specific details will be provided in a Scope of Work approved by both MPPB and the recipient agency or entity. The recipient agency must actively participate in the planning process, including appointing a primary point of contact, identifying stakeholders, attending meetings, and coordinating with the governing body for their consideration of adoption. Step 2: Procurement Vehicle Select which procurement vehicle is being requested. * Please note: if agreement has expired, a new agreement will need to be selected and drafted. Please ensure that all funding has been programmed in E-STIP and that it matches(to include Capital Outlay, LGRF, Local bond funds, and any other funding allocated during a legislative session. Please Note: in the comments section all local or state funding sources will need to be listed. Supporting agreements, allocations, and governing body resolutions will need to be submitted. If funding is not programmed correctly the ARF will be rejected until corrections can be made. Earthwork nearing completion, adding conduit for fiber optics, contractor is on schedule Bloomfield F100300 East Blanco Bridge Bid opening, came over budget, grant expired in April (bought materials for the project), will try to bring project within cost Farmington F100440 Sunset Ave. Sidewalk & ADA Public meeting end of May (the 29th), design Improvements continuing, start ROW F100450 E. REPORTS FROM NMDOT Planning Bureau – Shannon Glendenning NMDOT started requiring for TLP training for federally funded projects 17th/18th in Albuquerque Recently hired target 0 and beautification coordinator – plan in strategic highway safety plan – find ways to reach 0, 2050 is the year (safety summit hosted soon) Active Transportation Planner – looking at hiring soon – Angelica Trujillo is the contact right now (position in Santa Fe) Safe Routes to School – summit recently (informal), want any planning, monthly call around the state – rewarding meetings – events around the state – if anyone wants to develop a plan in relation to this the Planning Bureau can help with the contract to provide planning support If you need assistance please contact S. Glendenning City interested in Safe Routes to School? Title VI Update Out of compliance on 2020 plan, we sent in the 2023 plan with some minor changes b. Quarterly meeting is hosted next week –Peter Koeppel can share invite with Nick Porell c. FMPO has established contact again with Navajo DOT – will see how to work with them in the future – bring the FMPO boundary issue up again By Peter Koeppel 7.
