March 18, 2021 MEETING MINUTES OF THE
PARKS, RECREATION, & CULTURAL AFFAIRS COMMISSION
The Parks, Recreation, and Cultural Affairs Commission (PRCA) of the City of Farmington met in a regular
session on Thursday, March 18, at 6:25 p.m. Virtually though the ZOOM platform, Farmington, NM
Members Present Deborah Cutler; George Golombowski, Co -Chair; Evan Noel; Richard Griffiths ;
Carla Stimac; and Patricia Baca, Larry Hilliard
Members Absent: Leslie Thompson: Chair; Thomas Hawkins; Ken LaCasse; Tyson Snyder;
Also present were: Shaña Reeves; PRCA Director; Natalie Spruell; Assistant PRCA Director; Gwen
Johnson; PRCA Administrative Aide; Debbie Homer, Administrative Aide; Janis
Jakino Council Member; Dale Davis, Parks Naming committee
OPENING OF MEETING:
Rick Griffiths called the meeting to order at 6:30pm filling in for Chair George Golombowski, Co-Chair.
The roll was taken.
APPROVAL OF MINUTES
George arrived to the meeting and asked the commission members if there was any discussion regarding
the minutes. With no discussion George asked for a motion to approve. Deb moved to approve the
minutes as submitted. Evan seconded the motion. The vote was taken and approved unanimously.
UNFINISHED BUSINESS-
George recognized Deb Cutler to introduce and provide information for the Naming Committee. Deb
stated the naming committee met on March 15, 2021 and came up with some recommended names. She
then acknowledged Dale Davis who came up with some names. Dale Davis then presented possible
naming formula which is; First part of Name will be plants and Second part of name will be area type.
The following names were presented: Juniper Basin; Juniper Vista; Montana View; Montana Ventana: and
Jack Rabbit Junction. Shaña thanked Deb and the naming committee for all of their work. The
recommendation will be made to the City Council for consideration at a future session.
DEPARTMENT UPDATE-
Shaña Reeves, PRCA Director, Gave a warm greeting to the Commission and presented the PRCA
Department Report.
Among The Waters
· The trail is progressing and should be completed soon
Golf Courses
· Irrigation and cart path redesign will be present to City Council
· The AC units for Grill on the Hill have been upgraded
Parks Operations
· Staffing shortage issues continue. Looking into changing the way we advertise for
Positions
· Volunteer groups are asking to help with Lake Farmington clean ups.
Rec Center/Sycamore Park Community Center
· The Boys & Girls offsite after school contract will be coming to an end with the students
Returning to in person learning.
Senior Center
· The center is preparing for reopening the facility. At this time there will not be any indoor
aggregate meals served.
Bisti Bay
·The facility will open to 75% capacity in May
The Beach
·The Beach will open in May without guards due to staffing shortages for another season.
River Reach Foundation
· The Memorial Day Riverfest had been cancelled for 2021, however after discussions with
the City River Reach Foundation agreed host a 2 day event with music and food vendors.
The event will be called Animas River Jam.
COMMISSIONER ITEMS
With no further items for discussion or comment from the Commissioners; George Golombowski, Co -
Chair; made the motion to adjourn the meeting and seconded by Patricia Baca. The vote was
unanimous. Meeting was adjourned at 6:50pm.
