Presentation of the Agenda There were no changes to the agenda. Approval of the Minutes A motion was made by Commissioner Freeman and seconded by Commissioner Waldroup to approve the minutes of the September 24, 2015 P&Z Meeting. This motion was approved unanimously by a 7-0 vote. Swearing in of Witnesses All parties that wished to speak on behalf of any agenda item were sworn in by Karen Walker. COMMUNITY DEVELOPMENT PETITION REPORT Petition SUP 15-06 – For Storage of Hazardous Materials in an Above- ground Tank at 171 S. Browning Parkway Planning & Zoning Commission Discussion of Petition SUP 15-06 on October 15, 2015 Associate Planner Steven Saavedra presented the staff report for SUP 15-06, a request from United Rentals, represented by Robert Echols of Cheney-Walters-Echols for a Special Use Permit for the storage of hazardous materials and to allow two (2) 500 gallon diesel and unleaded above-ground tanks in the IND Industrial District located at 171 S. Browning Parkway. Each tank the petitioner is requesting holds up to 500 gallons of fuel. The proposed fuel tanks are steel and encased in six-inch reinforced concrete. The existing fueling station and tank will be removed. The petitioner intends to install a slab-on-grade fueling island, adjacent to the shop and service area. The current fuel tank is in the middle of the circulation area, which creates issues with parking and traffic circulation. The Unified Development Code requires that the tank be screened at a minimum with a pre- woven chain link fence. A building permit is required, prior to the installation of the fuel tanks. Fire Code states the tanks need to be 50 feet away from any structure unless the tanks are reinforced. The tanks will be reinforced so they are required to be only 5 feet away from any structure. The Fire Department and the Building Department will inspect the installation of the tanks to assure compliance with the Fire Code and Building Code. The Community Development Department recommends approval of Petition SUP 15-06. George Walters of Cheney-Walters-Echols Engineers and Surveyors, 909 W. Apache, stated that he had no other comments to add to the discussion. Planning & Zoning Commission Action of Petition SUP 15-06 on October 15, 2015 A motion was made by Commissioner Thompson and seconded by Commissioner Freeman to approve Petition SUP 15-06, a request from United Rentals, represented by Robert Echols of Cheney-Walters-Echols, for a Special Use Permit for the storage of hazardous materials and a waiver to the Farmington City Code, Section 13-3-2, amendments to the International Fire Code 2003 (IFC) and the UDC Section 2.4.53, to allow two 500 gallon above-ground fuel tanks on 4.34 acres, located at 171 S. Browning Parkway with the condition that a pre-woven chain-link fence screens the fuel tanks from the street. AYE: Chair Cardon, Commissioners Davis, Freeman, Jaquez, Ragsdale, Thompson, and Waldroup. NAY: None Abstained: None Absent: Commissioners Langenfeld and Washburn. Motion passed 7-0 Business from the Floor: There was no business from the Floor. Business from the Chair: There was no business from the Chair. Business from Staff: Ms. Lopez reported that Petition SUP 15-04, a request from Vera Matthews for a Special Use Permit to allow one horse on 0.67 acres in the RE-1 Residential Estate Zoning District for property located at 5991 Hood Mesa Trail was postponed until the October 27, 2015 City Council Meeting at the petitioners request. Petition SUP 15-05, a request from Donna Granko and Deborah DeWees, for a Special Use Permit to allow a nonconforming residential use to be rebuilt to the same size and location of the existing nonconforming use but not be expanded if destroyed by more than 50% in the General Commercial District for property locate at 2902 Southside River Road passed on consent at the October 13, 2015 City Council Meeting.
