The Regular Council of the Village of Farwell was called to order on Monday, December 7, 2020, at 6:00 PM in The
Village Farmer’s Market/Virtual, with the following members present:
PRESENT: Trustee Tracey Jackson, Trustee Allen Brewer, Trustee Linda Williams, Trustee Amanda Pfruender, Trustee
Shawn Burger, and President Gina Hamilton.
ABSENT: 1 Vacant Seat
I. Billie A. Keith administered the Oath of Office for Village President to President Tracey Jackson.
II. Billie A. Keith administered the Oath of Office for Village Trustee to Trustee Amanda Pfruender, Trustee Linda
Williams, and Trustee Shawn Burger.
III. A. Krawczynski conducted a roll call. The following were present:
PRESENT: Trustee Allen Brewer, Trustee Linda Williams, Trustee Amanda Pfruender, Trustee Shawn Burger, and
President Tracey Jackson.
ABSENT: 2 Vacant Seats
IV. President Tracey Jackson nominated Gina Hamilton to fill the vacant Council seat. Trustee Amanda Pfruender
made a motion to adopt Resolution 2020-14 appointing Gina Hamilton to fill the vacant seat. Trustee Allen
Brewer seconded the motion. Roll Call; 4 Yeas, 0 Nays, 2 Vacant. Motion Carried.
V. President Tracey Jackson nominated Jeff Linton to fill the vacant Council seat. Trustee Allen Brewer made a
motion to adopt Resolution 2020-15 appointing Jeff Linton to fill the vacant seat. Trustee Shawn Burger
seconded the motion. Roll Call; 5 Yeas. 0 Nays, 2 Vacant. Motion Carried.
VI. Billie A. Keith administered the Oath of Office for Village Trustee to Trustee Gina Hamilton and Trustee Jeff
Linton.
VII. A. Krawczynski conducted a roll call. The following were present:

VIII. Trustee Gina Hamilton made a motion to adopt the Council Rules of Procedure. Trustee Amanda Pfruender
seconded the motion. 7 Yeas, 0 Nays. Motion Carried.
IX. Trustee Gina Hamilton made a motion to approve the agenda with additions and amendments; remove item
c.1 under Committee Report-DPW, add item c.2 “Trailer Purchase” under Committee Report-DPW. Amanda
Pfruender seconded the motion. 7 Yeas, 0 Nays. Motion Carried.

a. The Council reviewed the revised Marihuana Ordinance and discussed to call a public hearing the around the
first week of January, 2021 to discuss this matter.
b. Trustee Allen Brewer made a motion to adopt to Covid-19 Policy with changes. Trustee Jeff Linton Seconded
the motion. 7 Yeas, 0 Nays. Motion Carried.
XV. NEW BUSINESS
a. Trustee Allen Brewer made a motion to adopt to the 2021 Council and Committee meeting schedule.
Trustee Gina Hamilton seconded the motion. 7 Yeas, 0 Nays. Motion Carried.
b. Trustee Allen Brewer made a motion to approve the 2021 Days Off schedule. Trustee Amanda Pfruender
seconded the motion. 7 Yeas, 0 Nays. Motion Carried.
c. Current garbage rates for The Village were discussed.
d. A. Krawczynski provided a copy of the Open Meetings Act for review.
e. A draft Key Policy was presented. Changes were discussed and an updated version will be presented at a
later date prior to adoption.
f. The spending policy was discussed and concerns were raised about following the policy.
XVI. ADMINISTRATIVE REPORT
a. A. Krawczynski presented the Council with a copy of the 2019-2020 Audit and discussed the Citizen’s Guide.
b. A. Krawczynski discussed that the new card processing system will be ready to go before the end of the year.

c.1. Cutting torch purchase was tabled for the next DPW Meeting.
c. 2. DPW Committee Chair Allen Brewer presented to the Council the need for a trailer for the DPW,
and asked for approval to purchase one from USA Trailers in Edmore, in an amount not to exceed
$2,500.00. Trustee Amanda Pfruender made a motion to approve the purchase a trailer, not to exceed
$2,500.00, from USA Trailers in Edmore. Trustee Linda Williams seconded the motion. 7 Yeas, 0 Nays.
Motion Carried.
d. PERSONNEL
c. 1. Personnel Committee will meet with three employees on December 28, 2020 starting at 5:30 PM.

DPW Committee Meeting Minutes
December 9, 2020
8:00 am
The Regular DPW Committee meeting was called to order at 8:00 virtually.
Pledge of Allegiance
Adrian Krawczynski conducted a roll call. The following were present: Linda Williams, Allen Brewer, Jeff
Linton, DPW Supervisor Jason Walters, and Clerk/Treasurer Adrian Krawczynski.
I. Old Business:
a. The budget was discussed for the upcoming year. Jason will get an updated list on items/equipment
wanted for the next budget year to Adrian.
b. Bid specs for equipment will be tabled until the next meeting.
c. Committee chair Allen Brewer would like to purchase a trailer that was requested earlier this year so that
the DPW can haul needed equipment. He found a trailer for sale at USA Trailer in Edmore. The
committee decided to bring this to council to approve. If the council agrees to purchase the trailer, Jason
and Trustee Jeff Linton will go ahead and pick it up.
d. Local purchasing was discussed, and how it is important that the DPW and Village purchases supplies
from local businesses in the Village limits as much as possible.
e. The spending policy was discussed and that it is important to follow it.
II. New Business:
a. The DPW Committee approved the purchase of a new hand torch for approximately $240.00 from NAPA
here in Farwell.
b. 2021 meeting dates were discussed and the possibility of rescheduling the meetings so that they happen
before the regular council meeting dates.
c. Lights in the DPW Building were discussed, and how they are currently not on a switch.
III. DPW Updates:
a. The DPW Supervisor discussed the recent meeting with Fleis and Vandenbrink. They went around with
Jason to the lagoons, lift stations, etc. to get a better understanding for what is needed. Fleis and
Vandenbrink are working on a proposal for the scope of the project.

b. DEQ/EGLE came out and notified the Village that calibration needs to take place for the flow meters on
a monthly basis. RS Technical calibrated the meters recently.
c. The test results from the water and sewer exams have still not been sent to the Village yet, but
hopefully they will be soon.
d. A DPW employee is trying to get scheduled for his CDL test in Mt. Pleasant after they were unable to
contact the company in Cadillac.
