The Regular Council of the Village of Farwell was called to order on Monday, May 6, 2024, at
6:00 PM in the Village Council Room, with the following members present:
PRESENT: President Tracey Jackson, Trustee Amanda Pfruender, Trustee Gina
Hamilton, Trustee Jeff Linton, Trustee Victoria Williams, Trustee Shawn
Burger, and Trustee Tonya Roe

I. APPROVAL OF THE AGENDA
a. Trustee Amanda Pfruender made a motion to approve the agenda with the
following addition: under New Business, item b. "MSHDA Grant / Little League
Dugouts" Trustee Gina Hamilton seconded the motion. Motion Carried.
II. PUBLIC HEARING - DWSRF PROJECT
a. Brian Rowley from Fleis and Vandenbrink presented and discussed the
Drinking Water State Revolving Fund (DWSRF) Project Plan and to answer
any questions or concerns with the Council or public.
Trustee Amanda Pfruender made a motion to open the public hearing at
6:03pm Trustee Victoria Williams seconded the motion. Motion Carried.
Trustee Amanda Pfruender made a motion to close the public hearing at
6:28pm Trustee Tonya Roe seconded the motion. Motion Carried.
Trustee Amanda Pfruender made a motion to adopt Resolution 2024-10 "A
Resolution Adopting a Final Project Planning Document for Water System
Improvements and Designating an Authorized Project Representative" Trustee
Tonya Roe seconded the motion. Roll Call. Yeas: Trustee Amanda Pfruender,
Trustee Tonya Roe, Trustee Jeff Linton, Trustee Shawn Burger, Trustee

payroll for April 2024 in the amount of $254,870.01 Trustee Amanda Pfruender

VI. PUBLIC COMMENT
a.
None received.
VII. UNFINISHED BUSINESS
a. Council pay was discussed. Adrian will draft up the ordinance revisions and
present them to Council at the next meeting.
b. Building improvements were discussed. A quote from Intelligent Design LLC
was reviewed for the assistance with the project. Adrian is going to reach out to
more architect companies to obtain more quotes.
c. Blight removal was discussed. Council approved for Julie to reach out to the
courts and request a hearing and Adrian will assist with contacting our attorney
to be present.
d. Park restrooms were discussed. So far there has not been anything major like
vandalism that has happened. They will remain open as they are now.
e. Updates on the Mill Pond project were discussed.
VIII. NEW BUSINESS
a.
The Small Group Renewal Package for the Village of Farwell from Blue Cross
Blue Shield was reviewed.
Trustee Gina Hamilton made a motion to keep the current plan and renew the
small group health insurance through Blue Cross Blue Shield of Michigan, as
presented in the renewal package, with an effective date of July 2024 Trustee
Jeff Linton seconded the motion. Roll Call. Yeas: Trustee Gina Hamilton,
Trustee Jeff Linton, Trustee Shawn Burger, Trustee Tonya Roe, Trustee

b.
The remaining dugouts at the baseball and softball fields are in need of
replacement. The Farwell Area Little League has raised $20,000.00 in funds to
replace half of them, but they do not have the remaining funds to replace all of
them. The little league inquired whether the Village would be willing to cost
match so that there would be a total of $40,000.00 for full replacement. Adrian
informed the Council that she can include the $20,000.00 for these
replacements in the MSHDA grant she is working on, she would just replace
the monument repair with this line item within the grant.
IX. ADMINISTRATIVE REPORT
a.
Adrian provided some updates to the Council. The process of Summer taxes
has started. KCI will print and mail the bills for .68 cents per bill. Adrian
informed Council that auditors are here this week.
X. ZONING REPORT
a.
Zoning Administrator Julie was present to discuss some zoning/ordinance
updates and issues.
XI. COMMITTEE REPORT
a. Finance - Trustees Williams and Hamilton provided updates.
b. Parks & Rec - Committee Chair Hamilton discussed the recent Parks and
Recreation meeting and other updates.
c. DPW - Upcoming meeting on May 16th.

AN ORDINANCE TO REVISE ORDINANCE NO. 2019-01 FOR THE VILLAGE OF
FARWELL.
Short Title: VILLAGE OF FARWELL – COMPENSATION OF VILLAGE COUNCIL
The Village of FARWELL ordains:
Section 1 – Compensation of President and Trustees
Compensation of President and Trustees shall be set by Resolution of Council
annually or at other intervals selected by Council.
Section 2 - Meeting attendance of Trustee required for compensation.
In no case shall a Trustee of the Village Council receive compensation for any
meeting not actually attended.
Section 3 - Additional compensation.
The President and Trustees of the Village Council shall receive no other
compensation for services performed for and on behalf of the Village
Section 4 - Compensation of officers prescribed by Council.
All other Village officers, except where other provisions are regulated by
statute, shall receive such compensation as the Village Council shall
prescribe.
Section 5 - Effective date of changes in compensation.
Compensation for Village officers shall take effect as prescribed by the Village
Charter. Ordinance amendments providing for changes in compensation shall
be applicable prospectively from the amending ordinance's effective date only.

RE: MSHDA MI Neighborhood Grant – Letter of Support
To whom it may concern:
The Village of Farwell Council is pleased to extend their formal support for their MSHDA MI Neighborhood
Grant application. There are five key focus area of the application and these diverse array of proposed projects
will assist in enhancing the quality of life for our community, both as standalone projects as well as individually.
Please see below how each key area will improve our community.
i. Veteran’s Memorial Refurbishment. This project holds special significance for our community as it
honors the sacrifices made by our veterans and serves as a place of reflection and remembrance for
both residents and visitors.
ii. Dugout Replacement. These structures are essential for supporting our youth and adult sports leagues,
and revitalizing them will not only improve safety but will also enhance the overall experience for
athletes and spectators.
iii. Raised Community and Flower Beds. The installation of these beds and gardens will provide an exciting
opportunity to promote sustainability and community engagement. These green spaces will not only
beautify our landscape but also provide residents with the opportunity to cultivate their own produce
and flowers, fostering a sense of pride and connection to our community.
iv. LED Signage. This modern sign will serve as a dynamic communication tool, promoting local businesses,
events, and attractions while enhancing the aesthetic appeal of the downtown area and community as a
whole.
v. Park Lighting. This will greatly enhance the usability and safety of our recreational spaces, creating a
welcoming environment for residents and visitors to gather, exercise, and enjoy other leisure activities.
In combination, these projects exemplify our commitment to creating inclusive and sustainable public amenities
that will enrich our community for generations to come. The Village of Farwell proudly stands behind this grant
application and are confident of the positive impacts this grant, if awarded, would provide for the community as
a whole.

Thank you for allowing JETT Pump & Valve, L.L.C.to provide you with the following proposal for your consideration. We value you as

Summamof Services & Diagnosis:
Per your request, JETTPump & Valve is proposing the replacement of the pumps in stations 2 & 4 with Keen chopper pumps.
Chopper pumps allow for debris that would typically clog a regular impeller to be chopped up into smaller pieces to allow it to pass
through the pump with no issues. The Keen pumps also have a higher ?ow rate than the existing Gorman Rupp allowing for shorter
runs times on the pump cycles.

Clarifications:
The following are clari?cations that we use for all repairs and service work as well as clarifications relating to the specific
requirements of this proposed project:
Ifthis project has been identi?ed as a ’confined space' and there are hazards that cannot be mitigated resulting in a 'permit
required confined space', we will need to stop work and return at a later date once the hazards have been addressed and
removed by others or with additional crew and equipment to perform the work safety. If we are required to return to site,
additional charges will be incurred. These hazards include but are not limited to; valves that will not isolate, residual sludge

materials, and not controllable electrical disconnects.
Unless expressly indicated by the customer, all existing materials being replaced will be scrapped after their replacement.

JETTPump will not warranty repairs if a customer opts out of a portion of the proposed repairs.
- JETT Pump & Valve, L.L.C.,upon approval of the proposal, may install the control panel or VFD, the conduit to the wet well,
and make proper connections to the level controls IF required by this proposal, however, all electrical permits and other
servicing must be done by others. JE7T Pump & Valve, L.L.C.can collaborate closely with the electrician on—siteto ensure
proper installation.
- Delivery will be determined at the time of order for the longest lead time item. The project timeline or any deadlines must
be advised ARO. Expedite fees and premium service rates are not included in this proposal.
- Terms are NET30 days from date of invoice.
- JETT Pump & Valve, L.L.C.withholds the right to add additional charges if our terms of payment, as stated above, are not
met. Charges will be made at a rate of 1.5% ofthe unpaid balance from the date of invoice.
- Currently Jett Pump does accept all forms of credit cards for payment. A 3% fee will be assessed against the total amount
charged. It would be in addition to any amount quoted unless otherwise stated in the proposal and our contracts.

Allwork will be done in a timely and professional manner. If any problems or concerns arise an advising call, fax, or email
will be sent. .

This proposal will be good for 30 days from the date of bid. This proposal is subject to the Terms & Conditions set forth by-
JETT Pump &Valve LLC.

”As specified” is based on our interpretation of plans. We ask for field measurements and other veri?cation (quantities,
descriptions, etc.) which are to be con?rmed by others.
- Any additional time, or return trips, to finish the installation and commissioning will be charged at our current hourly rate,
this will include driving time.

Submittals will take approximately one week to complete.
- A signed and dated copy of this proposal and/ or purchase order as well as an indication of your decision regarding the
options above will be used to begin a project with us.

We have assumed that the wet wells and valve vaults will be clean, debris free, dewatered, and ready for complete
installation. If not, additional labor will be charged at our standard hourly rate until the chambers are prepped for
installation.

Summag of Services & Diagnosis:
On 4/11JETT Pump & Valve technicians were on site at Village of Farwell responding to an emergency service. While on site a
conversation between myself and the members of the DPW occurred regarding SCADA and remote monitoring. The existing
monitoring system for the village has been inoperable for some time which means the only way to check on the station status
is by physicallyclimbing in the station to check everything. JETT Pump offers a cellular remote monitoring systemthat would
allow for all the stations to be monitored at the same time from anywhere using the app, texts, email, or call. JETT Pump
would like to propose the installation of 5 Sensaphone units one for each station to allow for the DPW workers to monitor and
receive alarms from anywhere allowing for a better response time to any station issues.
Scope of Supply:
For the option of remote station monitoring, JE‘lT Pump and Valve is proposing the following:

The following are clarifications that we use for all repairs and service work as well as clarificationsrelating to the specific
requirements of this proposed project:
Sensaphone subscriptions are invoiced annually from the date of installation. Subscription rates are subject to
change.
Sensaphone can monitor pump runs, pump fails, and high—wateralarm in a typical control panel. If additional
monitoring points are desired, it may require additional installation of other components that have not been included
in this proposal and a requote may be required.
The owner shall provide a list of contacts that they would like to receive Sensaphone alarms. These users will be able
to access the conditions of the station remotely on the Sensaphone website and may also get phone calls,text
messages, or emailed alarm messages.
JETI' Pump & Valve will not automatically respond to or acknowledge Sensaphone alarms on behalf of the customer
unless an agreement is established.
Service charges where JETT Pump's services are commissioned for any alarms from the Sensaphone are not included
in this proposal or in the subscription.
Installation of a Sensaphone remote monitoring unit does not warranty or guarantee that the lift station will operate
without issue; it is a means of being alerted to issues at a lift station like pump run time discrepancies, pump failures,
and high-water alarms.
If this project has been identified as a ‘confined space’ and there are hazards that cannot be mitigated resulting in a
'permit required con?ned space’, we will need to stop work and return later once the hazards have been addressed
and removed by others or with additional crew and equipment to perform the work safety. if we are required to
return to site, additional charges will be incurred. These hazards include but are not limited to valves that will not
isolate residual sludge materials, not controllable electrical disconnects.

If equipment is being removed/replaced a determination of what is to happen with existing equipment before work
can be completed.
- JETT Pump & Valve, L.L.C.withholds the right to add additional charges if our terms of payment, as stated above, are
not met. Charges will be made at a rate of 1.5% of the unpaid balance from the date of invoice.
- Currently Jett Pump does accept all forms of credit cards for payment. A 3% fee will be assessed against the total
amount charged. it would be in addition to any amount quoted unless otherwise stated in the proposal and or
contracts.

Allwork will be done in a timely and professional manner. If any problems or concerns arise an advising call, fax, or
email will be sent.

Freight and Taxes are included in our pricing unless expressly indicated.
- Freight is an estimate and is subject to change.
-This proposal will be good for 45 days from date of bid. This proposal is subject to the Terms & Conditions set forth
by JETT Pump & Valve LLC.

”As specified” is based on our interpretation of plans. We ask for field measurements and other verification
(quantities, descriptions, etc.) which are to be confirmed by others.

Any additional time, or return trips, to finish the installation and commissioning will be charged at our current hourly
rate, this will include driving time.
- Submittals will take approximately one week to complete.

A signed and dated copy of this proposal and/ or purchase order as well as an indication of your decision regarding
the options above will be used to begin a project with us.
- We have assumed that the wet wells and valve vaults will be clean, debris free, dewatered, and ready for complete
installation. If not, additional labor will be charged at our standard hourly rate until the chambers are prepped for
installation.

DPW Committee Meeting Minutes
May 16, 2024
5:30pm – Village Hall Council Meeting Room
Call meeting to Order: The meeting was called to order at 5:34 pm.
Pledge of Allegiance.
A roll call was conducted. Present: Trustee Shawn Burger and Trustee Jeff Linton. Absent: Trustee Amanda Pfruender.
Also present: DPW Supervisor Jason Walters and Deputy Clerk/Treasurer Lisa Graham
I. Old Business
a. Sidewalks were discussed. Trustee Linton will talk with Bruce Owens.
b. Bertha/Siegle Streets were discussed. Trustees agreed that Reith Riley quote was the better option and would bring
to the council on Monday May 20th, 2024.
II. New Business
a. Jason let the committee know that he is still waiting for the MADS quote for the barge.
b. The committee reviewed a quote for lift stations 2 & 4, in the amount of $74,712.12. The money could be used from
the RRI Funds according to Troy from USDA.
c. The committee reviewed a quote for sensaphones for all 5 lift stations, in the amount of $36, 392.80 with an annual
subscription of $2,303.10. The money could be used from the RRI Funds according to Troy from USDA.
d. Summer help asked to start a little early, committee is ok. His testing is set for May 17th, 2024.
III. Additional Remarks: Mr. Lewis came is and address the committee about wanting to add Pickleball courts to the Village.
