ADJOURNMENT NEXT REGULAR COUNCIL MEETING TO BE HELD NOVEMBER 18, 2024 Page 3 of 28 MINUTES Regular Council Meeting 6:00 PM - Monday, October 21, 2024 Village Council Room The Regular Council of the Village of Farwell was called to order on Monday, October 21, 2024, at 6:00 PM in the Village Council Room, with the following members present: PRESENT: President Tracey Jackson, Trustee Amanda Pfruender, Trustee Gina Hamilton, Trustee Victoria Williams, and Trustee Shawn Burger EXCUSED: Trustee Jeff Linton I. APPROVAL OF THE AGENDA a. Trustee Amanda Pfruender made a motion to approve the agenda Trustee Victoria Williams seconded the motion. Carried II. III. ADOPTION OF MINUTES a. *Monday, October 7. 2024. Regular Council Meeting Minutes IV. PUBLIC COMMENT V. UNFINISHED BUSINESS VI. NEW BUSINESS a. MMDC Meetings Lisa addressed the Council and informed them she will be attending these meetings moving forward. The Council unanimously agreed. b. Site Plan Approval for E. Main Page Page41ofof28 3 For informational purposes, Planning Commission approved site plan at prior meeting. c. Free Library The council was presented information in regard to a free library station to be located in the park. This will be entirely managed by volunteers and will be of no cost to the Village. The council unanimously approved. d. DWSRF The Council was presented with a scaled down version of the water infrastructure improvement plan, and was provided with additional information from Brian Rowley and Andy Campbell. After careful consideration, the council unanimously agreed to move forward in pursuit of the grant opportunity and seeking additional funding. e. Hunting at Mill Pond The Council was informed that there have been complaints of people hunting on the Mill Pond. It was determined that this falls under the jurisdiction of the DNR. f. Bank Signatures Krystal presented the Council with a packet from Isabella Bank that required signatures from President Tracey Jackson and Trustee Gina Hamilton in order to add her and Tonya Roe to their respective accounts and grant them access. All documentation has been completed at this point. g. GFL Dumpster Jason Walters addressed the need for an additional permanent dumpster at the lagoon site. GFL can provide this service for $155/month. Trustee Gina Hamilton made a motion to approve an additional permanent dumpster at the lagoon site as presented, Trustee Victoria Williams seconded the motion. Roll Call. Motion Carried. VII. ADMINISTRATIVE REPORT VIII. TREASURER REPORT Krystal gave an update as to the progress over the last 2 weeks. She is attending multiple trainings, networking, and reviewing compliance related activities. IX. ZONING REPORT X. COMMITTEE REPORT a. Finance Page Page52ofof28 3 Nothing to report at this time. b. Parks & Rec Tonya presented the Council with updates as to how her first couple weeks as Coordinator have gone. She is gearing up for the Halloween festivities and would like to get more people involved in the trunk-or-treat. There is also a ribbon cutting for the new connection for the Pere Marquette Rail Trail at the Depot in Clare that she will be attending on behalf of the Village. c. DPW Jason followed up with concerns about there being potential damage to the fence at the school and found there to be no issues. The sidewalk project is now complete. Speeding concerns by the school were also discussed and Jason is looking into possible solutions. d. Personnel 30-day review for Krystal Haring set for October 30, 2024, 5:30 PM. XI. PRESIDENT DISCUSSION President Tracey Jackson informed the Council that the MSHDA grand has been executed. Updates to the dugouts at the Little League facility will be completed after the 2025 season. Other projects will include raised flower beds, updates to the monument, a new flagpole with light, park lighting, and an LED sign on Main St. XII. ADDITIONAL REMARKS XIII. Any content produced or maintained on an agency social media site, including communication posted by the agency and communication received from citizens, is a public record. The department maintaining a site shall preserve records pursuant to the relevant records retention schedule in a format that preserves the integrity of the original record and is easily producible. Furthermore, retention of social media records shall fulfill the following requirements: ■ Social media records are captured in a continuous, automated fashion throughout the day to minimize a potential loss of data due to deletion and/ or changes on the social networking site. ■ Social media records are maintained in an authentic format (i.e. ideally the native technical format provided by the social network, such as XML or JSON) along with complete metadata. ■ Social media records are archived in a system that preserves the context of communications, including conversation threads and rich media, to ensure completeness and availability of relevant information when records are accessed. ■ Social media records are indexed based on specific criteria such as date, content type, and keywords to ensure that records can be quickly located and produced in an appropriate format for distribution (e.g. PDF). ■ Each employee who administers one or more social networking sites on behalf of the Agency has self-service, read-only access to search and produce relevant social media records to fulfill public information and legal discovery requests as needed.
