The Regular Council of the Village of Farwell was called to order on Monday, July 21, 2025, at
6:00 PM in the Village Council Room, with the following members present:

V. STAFF REPORTS
a. Clerk/Treasurer
Clerk/Treasurer Ross Wilson reported that GFL is working with Clare County
and will continue picking up trash at the Corning Street Apartments as the
situation is worked out; auditors will be on site this Friday, the following
Monday and Wednesday; Deputy Clerk/Treasurer Lisa Graham will be at
training the 27th of August for MAMC.
b. Zoning Officer
The Zoning Report was presented.
VI. UNFINISHED BUSINESS
a. No unfinished business at this time.
VII. NEW BUSINESS
a. Electronic Bank Statements and Positive Pay
Trustee Amanda Pfruender made a motion to switch to electronic bank
statements for all Village bank accounts at Isabella Bank. Trustee Victoria
Williams seconded the motion. A roll call vote was taken. All yeas being heard.
Motion Carried.
Trustee Gina Hamilton made a motion to discontinue the use of Positive Pay at
Isabella Bank. Trustee Jeff Linton seconded the motion. A roll call vote was
taken. All yeas being heard. Motion Carried.
b. Huntington CDs
Trustee Jeff Linton made a motion to allow the Clerk/Treasurer to move funds
from Huntington Bank CDs to MiClass if financially beneficial to the Village.
Trustee Marvin Frayer seconded the motion. A roll call vote was taken. All yeas
being heard. Motion Carried.
c. Mill Pond Change Order No. 4
Trustee Gina Hamilton made a motion to approve Change Order No. 4 with the

understanding to remove the trash cans from the order if possible. Trustee
Amanda Pfruender seconded the motion. A roll call vote was taken. All yeas
being heard. Motion Carried.
d. Mill Pond Amendment No. 1
Trustee Gina Hamilton made a motion to approve Amendment No. 01 in the
amount of $39,625. Trustee Marvin Frayer seconded the motion. A roll call vote
was taken. All yeas being heard. Motion Carried.
e. Sewer Grant Pay Applications
Trustee Amanda Pfruender made a motion to approve Pay Application No. 12
to RCL Construction Co. in the amount of $11,771.94. Trustee Gina Hamilton
seconded the motion. A roll call vote was taken. All yeas being heard. Motion
Carried.
Trustee Gina Hamilton made a motion to approve Pay Application No. 13 to
RCL Construction Co. in the amount of $17,171.82. Trustee Amanda Pfruender
seconded the motion. A roll call vote was taken. All yeas being heard. Motion
Carried.
f. Certification of Substantial Completion
Trustee Gina Hamilton made a motion to approve the Certification of
Substantial Completion as recommended by the engineer. Trustee Amanda
Pfruender seconded the motion. A roll call vote was taken. All yeas being
heard. Motion Carried.
g. Additional Construction Services
Trustee Amanda Pfruender made a motion to approve the Additional
Construction Services from Fleis & Vandenbrink in the amount of $29,500.
Trustee Gina Hamilton seconded the motion. A roll call vote was taken. All
yeas being heard. Motion Carried.
h. Aspirators
Trustee Amanda Pfruender made a motion to purchase 3 5HP Aspirators with
Pontoons from Newterra in the amount of $25,504. Trustee Marvin Frayer
seconded the motion. A roll call vote was taken. All yeas being heard. Motion
Carried.
VIII. PRESIDENT AND COUNCIL DISCUSSION
a.
President Tracey Jackson discussed that no word has been received from the
DNR for the Mill Pond electric work; Mill Pond pier to arrive soon; will contact
County Sheriff's Department about notifying Village Staff of any threats to
public safety; issue with vendor at Lumberjack.

VILLAGE OF FARWELL
INVESTMENT POLICY
Purpose
It is the policy of Village of Farwell to invest its funds in a manner which will ensure the
preservation of principal and provide the highest investment return with the maximum security
while meeting the daily cash flow needs of the Village and complying with all state statutes
governing the investment of public funds.
Scope
This investment policy applies to all financial assets of the Village. These assets are accounted
for in various funds of the Village and include the general fund, special revenue funds, enterprise
funds and any new funds established by the Village.
Objectives
The primary objectives of the Village’s investment activities in priority order shall be:
Safety – Safety of principal is the foremost objective of the investment program.
Investments shall be undertaken in a manner that seeks to ensure the preservation of
capital in the overall portfolio.
Diversification – The investments will be diversified by security type and institution in
order to reduce overall portfolio risk while obtaining market average rates of return.
Liquidity – The investment portfolio shall remain sufficiently liquid to meet all operating
requirements that may be reasonably anticipated.
Return of Investment – The investment portfolio shall be designed with the objective of
obtaining a reasonable rate of return throughout the budgetary and economic cycles,
while taking into account the investment risk constraints and the cash flow characteristics
of the portfolio.
Delegation of Authority
Management responsibility for the investment program is hereby delegated to the Village
Treasurer pursuant to MCL 64.9 who shall establish written procedures and internal control
policies for the operation of the investment program consistent with this investment policy. No
person may engage in an investment transaction except as provided under the terms of this policy
and the procedures established by the Treasurer. The Treasurer shall be responsible for all
transactions undertaken and shall establish a system of controls to regulate the activities of
subordinate officials.

Authorized Investments
The Village is limited to investments authorized by Act 20 of 1943 MCL 129.91 as amended
from time to time, and by way of illustration may invest in the following:
(a) Bonds, securities, and other obligations of the United States or an agency or
instrumentality of the United States.
(b) Certificates of deposit, savings accounts, deposit accounts, or depository receipts of a
financial institution, but only if the financial institution is eligible to be a depository
of funds belonging to the state under a law or rule of this state or the United States.
(c) Commercial paper rated at the time of purchase within the two highest classification
established by not less than two standard rating services and that matures not more
than 270 days after the date of purchase.
(d) Repurchase agreements consisting of instruments listed in subdivision (a) above.
Repurchase agreements shall be negotiated only with dealers or financial institutions
with whom Dorr Village has negotiated a Master Repurchase Agreement .*
Repurchase agreements must be signed with the bank or dealer and must contain
provisions comparable to those outlined in the Public security Association’s model
Master Repurchase Agreement.
(e) Banker’s acceptance of United States banks.
(f) Obligations of this state or any of its political subdivisions that at the time of
purchase are rated as investment grade by not less than one standard rating service.
(g) Mutual funds registered under the investment company act 1940, title 1 of chapter
686, 54 Stat. 789, 15 U.S.C. 80a-1 to 80a-3 and 80a-4 to 80a-64, with authority to
purchase only investment vehicles that are legal for direct investment solely by
reason of either of the following:
(i) The purchase of securities on a when-issued or delayed delivery basis.
(ii) The ability to lend portfolio securities as long as the mutual fund receives
collateral at all times equal to at least 100% of the value of the securities loaned.
(iii) The limited ability to borrow and pledge a like portion of the portfolio’s assets
for temporary or emergency purposes.
(iv) Investments in mutual funds shall be limited to securities whose intention is to
maintain a net asset value of $1.00 per share.*
(h) Obligations described in subdivisions (a) through (g) if purchased through an
interlocal agreement under the urban corporations act of 1967, 1967 (Ex Sess) PA 7,
MCL 124.501 to 124.512.

(i) Investment pools organized under the surplus funds investment pool act, 1982 PA
367, MCL 129.111 to 129.118.
(j) The investment pools organized under the local government investment pool act,
1985 PA 121, MCL 129.141 to 129.150.
Safekeeping and Custody
All security transactions, including collateral for repurchase agreements and financial institution
deposits, entered into by the Treasurer shall be on a cash or delivery vs. payment basis. Securities
may be held by a third party custodian designated by the Treasurer and evidenced by safekeeping
receipts as determined by the Treasurer.
Prudence
Investments shall be made with judgment and care, under circumstances then prevailing which
persons of prudence, discretion and intelligence exercise in the management of their own affairs.
These decisions are not for speculation, but for investment, considering the probable safety of
their capital as well as the probable income to be derived.
Reporting
The Treasurer shall provide quarterly (or more often) written investment reports to the Village
Board which provide a clear picture of the status of the current investment portfolio. In addition,
the Treasurer shall, as required by law, present an annual written report to the Board.
Conflict of Interest and Ethics
Officials and employees involved in the investment process shall refrain from personal business
activity that could conflict with the proper execution of the investment program, or which could
impair their ability to make impartial investment decisions. Employees and Board Members shall
disclose to the Treasurer, and the Treasurer shall disclose to the Board, any material financial
interest in financial institutions that conduct business with the Village. And further, the Board,
Employees, and the Treasurer shall disclose any material financial investment position related to
the performance of the Village’s portfolio.
Authorized Financial Institutions and Dealers
A list will be maintained of financial institutions authorized to provide investment
services to the Village of Farwell. In addition, a list will also be maintained of approved
security broker/dealers selected by credit worthiness who are authorized to provide
investment services to the Village of Farwell.

All financial institutions and broker/dealers who desire to become qualified bidders for
investment transactions must first be provided with a copy of the Village’s Investment
Policy and return to the Village a signed copy of the agreement to comply (appendix #1).
Adoption and Review
The Village’s investment policy shall be adopted by the Village Council. The policy
shall be reviewed annually by the Treasurer and any modifications must be approved by
the Village Board.

RESOLUTION NO. 2025‐14
RESOLUTION TO APPROVE THE ADDITION OF MICHIGAN COOPERATIVE
LIQUID ASSETS SECURITIES SYSTEM
AS AN APPROVED INVESTMENT OPTION
WHEREAS, the Michigan Cooperative Liquid Assets Securities System (Michigan CLASS) is compliant with
Public Act 20, and;
WHEREAS, the Michigan CLASS Board of Trustees oversees the pool and directs the pool administrator,
Public Trust Advisors, to emphasize safety, liquidity, and convenience while providing diversification of
investments and the advantage of a competitive return, and;
WHEREAS, Michigan CLASS investments are fully compliant with all appropriate Michigan investment
laws, and;
WHEREAS, Michigan CLASS has over 900 funded participants ranging from the very large to the very
small, with nearly $5.5 billion in shares outstanding, and;
WHEREAS, this investment has no restrictions regarding withdrawals or contributions, affording the
Village the ability to use Michigan CLASS as it best suits our individual needs.
NOW THEREFORE BE IT HEREBY RESOLVED the Village of Farwell approves the Michigan Class
Investment Pool as an authorized Investment institution, authorizes the Treasurer to complete the
necessary paperwork to enroll in the pool.
The Resolution was introduced by Trustee NAME and supported by Trustee NAME. The Resolution
