Recommendation: The Professional Planning Staff and Zoning Commission
recommend the City Council APPROVE the request as

Recommendation: Council authorizes the execution of a professional services
contract in the amount of $1,658,000 for the design of the
College Lake Dam Improvements to the consulting firm
Schnabel Engineering South, PC.

7.0A10 26-0411 Authorization to Execute a Professional Service Contract for the
FY27 Citywide Stormwater Asset Inventory and Condition
Assessment
Recommendation: Council authorizes the execution of a professional services
contract in the amount of $2,000,000 for survey data
collection of the City's Municipal Separate Storm Sewer
System (MS4), in support of the City's NPDES Permit
requirement to develop, update, and maintain an inventory of
MS4 components to the consulting firm Freese and Nichols.
7.0A11 26-0545 Adopt Ordinance for Blanton Road Speed Limit Reduction from 35
mph to 25 mph
Recommendation: Adopt the ordinance revision to reduce the speed limit of
Blanton Road, pursuant to City Council direction on August
03, 2026.
7.0A12 26-0535 Adopt a Resolution Supporting Skyeton, Inc., formerly identified as
Project Odesa and Authorizing an Application for a $500,000 North
Carolina Department of Commerce Building Reuse Grant
Recommendation: Staff recommends that City Council adopt the attached
resolution supporting Skyeton, Inc. and authorize the City
Manager to submit the $500,000 North Carolina Department
of Commerce Building Reuse Grant application and execute
all required application documents.
7.0A13 26-0538 Adopt Budget Ordinance Amendment to Make Technical Correction
and Align Fiscal Year (FY) 2026-27 Ordinances with Authorized
Funding and Update Project Budgets
Recommendation: Staff recommends that the Council adopt Budget Ordinance
Amendment 2027-1 and 2027-3.
7.0A14 26-0164 Adopt Special Revenue Fund Project Ordinance Amendment to
Appropriate Funding for Big Cross Creek Trail Projects
Recommendation: Staff recommends Council adopt Special Revenue Fund

Horizontal, 3-Way.

Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the construction award recommendation
for the Readvertisement Replace Clarifier #3 Mechanism at
the Rockfish Creek Water Reclamation Facility to T. A.
Loving Company, Goldsboro, NC the lowest responsive,
responsible bidder and in the best interest of PWC in the total
amount of $1,991,500.00, and authorize the CEO and
General Manager of the Fayetteville Public Works
Commission to execute for that purpose the contract for its
construction.
7.0A24 26-0514 PWC - Approve Bid Recommendation - Grading for the Point of
Delivery 5
Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the construction award recommendation
for Grading for the Point of Delivery 5 to BMCO Construction,
Inc., Lumberton, NC, the lowest responsive, responsible
bidder and in the best interest of PWC in the total amount of
$1,370,000.00 and authorize the CEO and General Manager
of the Fayetteville Public Works Commission to execute for
that purpose the contract for its construction.
7.0A25 26-0516 PWC - Approve Bid Recommendation - Two (2) 230KV SF6 Gas
Breakers for POD 5
Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the service award recommendation for
Two (2) 230KV SF6 Gas Breakers for POD 5 to Siemens
Energy, Inc., Orlando, FL, the lowest responsive, responsible
bidder and in the best interest of PWC in the total amount of
$477,800.00 and authorize the CEO and General Manager of
the Fayetteville Public Works Commission to execute for that
purpose the contract for its service.
7.0A26 26-0524 PWC - Approve Bid Recommendation - Lift Station 33 Cargill Lift
Station Structural Repair
Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the construction award for Lift Station 33
Cargill Lift Station Structural Repair to Charles R. Underwood,
Inc., Sanford, NC, the lowest responsive, responsible bidder
and in the best interests of PWC in the total amount of
$595,535.25 and authorize the CEO and General Manager of
the Fayetteville Public Works Commission to execute for that
purpose the contract for its construction.

Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the purchase award recommendation
for purchase of Relay Control Switchboards to Schweitzer
Engineering Laboratories, Inc., Pullman, Washington, the
lowest responsive, responsible bidder and in the best
interests of PWC in the total amount of $595,698.00 and
authorize the CEO and General Manager of the Fayetteville
Public Works Commission to execute for that purpose the
contract for its purchase.
7.0A28 26-0526 PWC - Approve Bid Recommendation - Ames Street 24-Inch Valve
Replacement
Recommendation: The Fayetteville Public Works Commission recommends that
City Council approve the construction award for Ames Street
24-Inch Valve Replacement to T. A. Loving Company,
Goldsboro, NC, the lowest responsive, responsible bidder
and in the best interests of PWC in the total amount of
$534,750.00 and authorize the CEO and General Manager of
the Fayetteville Public Works Commission to execute for that
purpose the contract for its construction.
