Attendees: Airport Commissioners: Chair Clayton Raymond, Elizabeth Walsh, David Ginisi,
Mayor DiNatale
Others in attendance: Airport Manager Peter Kettle, Nick Ippolito, Matt Caron, and Jackie
Marks of Gale Associates, Solicitor Pusateri
• Meeting Protocol: Meeting called to order by Chair Raymond: 6:02pm
o Chair Raymond introduced the commission members in attendance.
1. Previous Months minutes-including special meeting minutes
o Meeting minutes June 23, 2021
o Motion to approve – Walsh

2. Action Items from previous minutes
o Chair Raymond – RFP Hangars: Awaiting to hear back from Mary Delaney
o Peter & Solicitor Pusateri - Drones: Awaiting document from Solicitor Pusateri
o Pusateri – Leominster Land Access: Completed and needs to be presented
o Peter – Tie Downs: Addressed in Old Business
o Peter – Budget Appropriations Hangars 2,3, & 10: Complete, slight issue with Hangar 10.
o Chair Raymond – Airport Master Plan: DocuSign is complete.
o Nick - Fuel Tank Project: Addressed below
o Chair Raymond – Ongoing; Awaiting to hear back from Mary Delaney
3. Correspondence to the commission
o Gale Package for distribution of airport master plan grant.
o Letter from MassDOT confirming CARP meetings will begin in August.
4. Project Review of Gale Associates
o REIL’s and PAPI’s
o Received drat change request from contractor for ground testing;
Awaiting FAA approval on cost; Last piece for the main job.
o Airport Master Plan
o Will photo document existing conditions to evaluate and examine future capital
improvement plans; Plans to have drafts of three chapters by the September
commission meeting.
o Blue Sky Geo Spatial: will capture an overview of the airport layout plan.
o Stand-by Generator
o Received MassDOT approval to apply for ASMP grant to build back-up
generator; will prepare an application on behalf of airport.
o Fuel Tank Project
o Application will be submitted on behalf of the airport
There are two (2) projects that Gale Associates, Inc. (Gale) is administering on behalf of the Fitchburg
Airport Commission. They are:
Runway 14-32 Final Design and Construction – AIP No. 3-25-0018-028-2019
Project Description: This project will include the 95% and Bid Set Documents necessary to allow
competitive bidding of the Runway 14-32 Reconstruction Project. This project will also include
Bidding and Construction Phase Services for the new Runway 14-32.
Estimated Project Cost:
FAA Share: $ 13,832,100.00 (90.0%)
State Share: $ 768,450.00 (5.0%)
Local Share: $ 768,450.00 (5.0%)
Total Cost: $ 15,369,000.00 (100%)
Airport Master Plan and Airport Layout Plan update – AIP No. 3-25-0018-029-2021 (TBD)
Project Description: This Project includes an update to the FIT Master Plan and Airport Layout
Plan which were last updated in 2008. It is anticipated that this project will review the adequacy
of the Airport’s landside and airside facilities, including hangars, aprons, taxiways, aeronautical
and non-aeronautical uses, fencing, improved approach procedures, etc.
Estimated Project Cost:
FAA Share: $ 332,400.00 (90%)
State Share: $ 000.00 (5.0%)
Local Share: $ 000.00 (5.0%)
Total Cost: $ 332,400.00 (100%)
5. Fitchburg Pilots Association
o Update + September Young Eagles
o September 25th request to hold Young Eagles event
o Motion to approve – Walsh
o 2nd – Raymond

6. New Business
o Crew Car
o Crew car was offered, awaiting commission approval
o Minimum Standards
o Will make amendments to make up the old minimum standards up
to date.

• RFP Solar Farm
o Awaiting the right time to entertain
• Land Access Rental – Leominster DPW
o Solicitor Pusateri received final plan and will incorporate plan into the
final document.
• Ipanema Productions
o Held a meeting with Fitchburg & Leominster PD, MEMA, to discuss
safety plans and procedures.
• Self-Serve Fuel Farm
o Covered in action items
• Tie Downs
o Meeting with the FPA in September to renegotiate the lease.

o Ongoing; Addressed in action items
• RFP – Hangar 2 & 3 Roofs
o Awaiting specifications from Russell; Once that is done, RFP will go out
to bid.

• TITAN – Badging
o Awaiting shirts for personnel
• Airport Fence & Trash
o Ongoing; letters with Nick Bosonetto; An investigation has begun into
the logistics; two areas of concern have been identified; Wrong signage
has been identified.

• 2.2% Increase & Subsequent Consequence.
o Amended lease will be available for every tenant for the airport;
tenants have been notified a month ago.
8. Financial Review
o Approval of commitments and abatements – Jay Thiel, $28.93
o Giving back $28.93 to Jay Thiel (abatement)
