Attendees: Airport Commissioners: Chair Clayton Raymond, David Ginisi, Richard Liberatore,
Mayor DiNatale
Others in attendance: Airport Manager Peter Kettle, Deborah Silvar; of Gale Associates: Nick
Ippolito, Matt Caron, Jackie Marks; Solicitor Pusateri, Fitchburg Airport Hangar Tenants: Rick
Bullock, and Rich Corley; and Eric Sheffels representing the Principle Group

o Chair Raymond introduced the commission members in attendance.

o Minimum Standards – Peter – Will hopefully have minimum standards available

o Updates on FPA Lease Negotiation – Peter – Finalized and has been agreed to
the 2.2% increase in rent
o Self-serve fuel farm – Peter – Has been agreed upon, ladder was too heavy to use,
awaiting company to replace it with a lighter ladder.

4. Project Review of Gale Associates
o REIL’s and PAPI’s
o Working with contractor to get order approved
o Airport Master Plan
o Inventory was completed last August
o Arial survey was conducted in July; Awaiting final results in October
from survey
o Chapters 1-3 of inventory is now complete; Requests Commission to
review chapters before proceeding for view public comment.
o Presentation given by Jackie Marks of Gale Associates on Chapters 1-3
of inventory and brief history of airport.
There are two (2) projects that Gale Associates, Inc. (Gale) is administering on behalf of the
Fitchburg Airport Commission. They are:
Runway 14-32 Final Design and Construction – AIP No. 3-25-0018-028-2019
Project Description: This project will include the 95% and Bid Set Documents necessary
to allow competitive bidding of the Runway 14-32 Reconstruction Project. This project
will also include Bidding and Construction Phase Services for the new Runway 14-32.
Estimated Project Cost:
FAA Share: $ 13,832,100.00 (90.0%)
State Share: $ 768,450.00 (5.0%)
Local Share: $ 768,450.00 (5.0%)
Total Cost: $ 15,369,000.00 (100%)
Airport Master Plan and Airport Layout Plan update – AIP No. 3-25-0018-029-2021 (TBD)
Project Description: This Project includes an update to the FIT Master Plan and Airport
Layout Plan which were last updated in 2008. It is anticipated that this project will review
the adequacy of the Airport’s landside and airside facilities, including hangars, aprons,
taxiways/taxilanes, aeronautical and non-aeronautical uses, fencing, improved approach
procedures, etc.
Estimated Project Cost:
FAA Share: $ 332,400.00 (90%)
State Share: $ 000.00 (5.0%)
Local Share: $ 000.00 (5.0%)
Total Cost: $ 332,400.00 (100%)
5. Fitchburg Pilots Association
o Update + September Young Eagles
o Board of Health contacted regarding facemask safety; masks are
strongly encouraged for event
6. New Business
o Lease assignment – Rick Bullock (reassignment)
o Mr. Bullock is requesting to reassign lease for Bullock Hangar over
to Mr. Rich Corley.
o Peter requests to speak to FAA with reservations about a potential
monopoly on the three biggest hangars.
o An update will be given to Mr. Bullock and Mr. Corley for October
1st.
o Chamber of Commerce Presentation
o Peter Kettle gave a 35-minute presentation to the business
community about the airport’s economic impact and contributions
to the City of Fitchburg.
o The presentation was well-received.
7. Old Business
• Drone Presentation
o Emails have been sent to Leominster & Lunenburg for Mass
Aeronautics signs- Lunenburg signs have been installed; Leominster’s
will be installed.
o Drone ordinance is finalized and set to go before the city council. On
September 23rd

o Met with FPA Co-op; tenants are looking for more details on the
increase in charges.
• RFP – 7 to 9 Hangars
o Mr. Eric Sheffels representing the Principle Group speaks before the
airport commission on the RFP for the hangars project.
o Airport Commission agrees to put the RFP on hold until we have a full
commission present; Potential call to hold a special meeting barring
Chief Procurement Officer’s timeline.
• Hangar 10 New Door
o Bid came in for $45,617 fixed price; Requesting commission approval
to greenlight bid.

o FAA Approved
• Brazil Summer Festival
o FAA Approved
• Doors for Hangar 2 & 3
o Gale is applying for an ASMP Grant; FoldTite will be the business.
• Roof for Hangar 12 and 13
o Awaiting quotation to get those repaired.
• Minimum Standards Target by year end
o No updates.
• Crew Car
o Crew Car approved by city insurer barring a few provisions Peter Kettle
is addressing.
8. Financial Review
o Approval of commitments and abatements
o Abate Paul Michaud for September - $182.71
