Office of the Board of Health City Hall 166 Boulder Drive – Suite 108 Fitchburg, Massachusetts 01420 978-829-1870 An organizational meeting was held on January 5, 2017 at 5:00 pm. Present were: Ian Murray, Chairman; John Bogdasarian, M.D. Member; Sandra Knipe, R.N.B.S.N. Member; Stephen Curry, Director; Stephanie Holinko, Food & Milk Inspector. ABS Gas & Go – Darrin Plante: Cancelled. This matter will be tabled to a future meeting upon request of Mr. Plante. Food & Milk Inspector: Mr. Curry introduced Stephanie Holinko as the new Food & Milk Inspector for the City of Fitchburg Board of Health. Ms. Holinko has worked previously in Framingham and other communities as a Food Inspector. The Board of Health welcomes Ms. Holinko. Sandra Knipe made a motion to appoint Stephanie Holinko as the Food & Milk Inspector. Motion was seconded by Dr. Bogdasarian. All were in favor. Motion carries. Meeting of the Meeting: Sandra Knipe made a motion to accept the December 8, 2016 meeting minutes. Motion was seconded by Ian Murray. All were in favor. Motion carries. Tobacco Compliance Check December 10, 2016: Mr. Curry stated Tobacco compliance checks were done December 10, 2016 conducted by Tobacco Control Agent Joan Hamlett. Four establishments did sell to minors, two of the establishments were multiple offenses. The two establishments were sent a letter stating there would be a three day suspension of selling tobacco products. Fitchburg / Westminster – Minor Modification Request: Mr. Curry stated due to other landfills closing in the area there has been an increase in tonnage. Operation is authorized at a maximum daily waste acceptance rate of 1,725 tons/day with an annual average of 1,250 tons/day. RCI, Inc. is proposing to eliminate the annual average limit under the ATO such that RCI can operate at a maximum waste acceptance rate of 1,725 tons/day on all facility operating days during the calendar year. The applicant is requesting that the Westminster Board of Health issue a minor modification of the site assignment to approve this change before it is approved by MassDEP. The proposed change will not alter the current hours of operation for the facility or conflict with any conditions under the current Site Assignment. The Westminster Board of Health needs to amend their site assignment to allow the change. There will be a public hearing on January 11, 2017 at 11 South St, Westminster MA at 7:00 pm. Mr. Curry suggested writing a letter of support to the Westminster BOH. The board members were in agreement and Mr. Curry will write the letter of support. Conflict of Interest Law Requirements: Mr. Curry stated all Board Members and staff must submit their Conflict of Interest acknowledgment. Staff Reports: Nurse’s report for November & December 2016. Ian Murray made a motion to accept the reports. Motion was seconded by Dr. Bogdasarian. All in favor. Motion carries. Sanitary Inspector reports for October 2016. Ian Murray made a motion to accept the reports. Motion was seconded by Sandra Knipe. All in favor. Motion carries. Food & Milk Inspectors report for November 2016. Ian Murray made a motion to accept the report. Motion was seconded by Sandra Knipe. All in favor. Motion carries. Next meeting is scheduled for February 2, 2017. Sandra Knipe made a motion to adjourn. Motion was seconded by Ian Murray. Meeting adjourned at 6:30 pm.
