Approvals:  Request to approve revised conceptual plans for the Fitchburg Arts Community regarding parking and the proposed easement.  Request to approve proposed Construction License Agreement with NewVue Communities for use of areas within Lowe Playground.  Introduction of Nicolas Bosonetto, P.E., Commission of Public Works Department Reports:  Parks Maintenance Report  Friends of Coggshall Park Report  Community Development Report  Riverfront Parks and Trails Fund Report  Recreation Director's Report Old Business:  Discussion on amending the Park Rules (tabled)  Request by Veteran Commissioner for the Board of Park Commissioners to exploring installing lighting at all flag poles in the parks flying the American flag per US Flag Code. (tabled) New Business  Request by the Friends of Coggshall Park for a special permit for the sale and consumption of alcohol at Coggshall Park on Thursday, September 19, 2019 for the 125 Anniversary Dinner.  Request by Jackie Cullen of River Styx Brewing for a special permit for the sale of alcohol in Coolidge Park on October 27, 2019 as part of the Friends of Fitchburg Dogs Howl-O-Ween Party. *Please note: Massachusetts Open Meeting Law requires that all topics that the Chair reasonably anticipates must be listed and that the list of topics must be sufficiently specific to reasonably inform the public of the issues to be discussed at the meeting. CITY OF FITCHBURG NOTICE OF P UBLIC MEETING Request by a concerned citizen that the Board of Park Commissioners consider allowing the donation of a United Nations Flag to fly in the “Flags of Nations” display at Heritage Park.  Park Use request by Achla Madan for the use of Riverfront Park on Saturday, September 28, 2019 for the annual Blacksmith Arts and Renaissance Festival. Ms. Madan is also requesting the Commissioners consider waiving the park use fee.  Discussion on current agenda format.
