In attendance: Tamar Russell Brown, Audrey Pendleton-Chow, A.J. Tourigny, Eileen
Berger, Shara Osgood, Joe Bowen (ex-officio)
Call to Order: Tamar called the meeting to order at 4:37

Treasurer’s Report: Liz not present
Grant Coordinator’s Report:
● Grant FY22-LCC-4261 , from FY2022 - The Rollstone Church received $1200 for
3 organ recitals. The first was Dec.9, July 7th, and the third was planned for
December 4th. Unfortunately, the choir could not make it. They asked for a
postponement to January 8th, 2023.
○ Shara made a motion to extend the grant to the end of FY23, seconded by
A.J.
○ Speaking to the motion: Joe this is a 2022 grant that needs to be spent by
Dec. 30, 2022? Eileen, yes.

FATV :
● Tamar, thanks FATV for their support. We voted to continue our membership fee
into 2023.
○ Audrey: Mayor’s office requested FATV not charge us, since we are
municipal. Audrey suggests we donate $75.00 to FATV.
○ Audrey made a motion to donate $75.00 to FATV, seconded by A.J.
○ Speaking to the motion: Joe we have administrative funds that can cover
this cost.
○ In favor: 5

Grant Reviews
● Application 28857: Fall 2023 Multi Cultural Family Festival
○ Letter of commitment received.
○ Motion to move 28857 forward for funding made by AJ, seconded by
Audrey.
○ Speaking to the motion: Shara, this letter is about calming kits, but the
application is about a multicultural event. Audrey, we still do not have the
venue commitment letter.
○ In favor: 0
○ Opposed: 5
● Application: 37411: Fitchburg Military Band's Holiday Concert
○ We previously voted in favor of the application, pending a letter of
commitment.
○ The applicant forwarded an email to the Chair - and read the email to the
council.
○ Motion to move 37411 forward for funding made by A.J., second by Shara.
○ Speaking to the motion: Due diligence was done to get a letter of
commitment.
○ In favor: 5
○ Opposed: 0
● Application: 40945: Henry Hikes To Fitchburg Workshop Media
○ Needed a letter of commitment, FATV provided a letter of commitment
○ Motion to move application 4095 forward for funding made by Shara,
seconded by Eileen.
○ Speaking to the motion:
○ In favor: 5
○ Opposed: 0
● Application: 33330: Spring at the Symphony
○ Needed a letter of commitment, Monty Tech provided a letter of
commitment
○ Motion to move application 33330 forward for funding made by Shara,
seconded by Eileen
○ Speaking to the motion: Joe: in the application, the host is St. Bernards,
but the commitment letter is from Monty Tech. Dates are also different. I
would not recommend supporting this.

● Application 40745: Jekyll and Hyde

○ Needed a letter of commitment from Monty Tech, but a letter of support
was from _____________________
○ Motion to application 40745 forward for funding made by Eileen, seconded
by Audrey.
○ Speaking to the motion: Joe: Recommendation to not move the
application forward. A.J. did the applicant get confused about which
application they needed a letter of commitment from? Tamar: the email
communication did not have an application number. Shara: if the applicant
can get a letter of support for the correct application and venue, we should
consider it. Eileen: I’m happy to contact the applicant and straighten this
out.
○ Eileen withdrew the motion, and Tamar will reach out to the applicant
○ Eileen made a motion to approve the application, with the condition of a
correct letter of commitment.

● Audrey made a motion to accept all applications that missed the deadline to
provide venue commitment letters, seconded by Shara.

○ Seconded by Shara
○ Speaking to the motion: Joe - this is a vote to consider applicants who
have not submitted their venue’s commitment letters by the deadline.
○ In favor: 1, Eileen
○ Opposed: 4
● Minutes: Motion made by Audrey to approve the votes on the minutes from
12/5/22, seconded by Shara
○ In favor: 5
○ Opposed:0
● Minutes from 12/12/22 need to be reviewed by A.J. and Audrey, and will be
brought for approval to the next council meeting.
