Finance Committee
A meeting of the Finance Committee was held over the Zoom platform and live streamed at
FATV Studios on Tuesday, October 13, 2020. The meeting was called to order by Chairman
DiNatale at 6:02 PM.
Committee Members present: Councilors Paul Beauchemin, Marcus DiNatale, Michael
Kushmerek, and Elizabeth Walsh. Councilor Anthony Zarrella arrived late.
Committee Members absent: None.
The chairman opened the meeting for public comment. No one had registered to speak.
207-20 ORDER: that the City of Fitchburg hereby approves the expenditure of
funds from the Department of Justice, Office of Justice Programs grant in the
approximate amount of $23,050.00 (TWENTY-THREE THOUSAND, FIFTY AND
00/100 DOLLARS) for the purpose of said grant, which is to replace antiquated
audio/video investigative equipment.
Discussion: Police Chief Ernest Martineau was present. He explained that this grant is a basic
Department of Justice grant with no city match required. The funds will be used to replace
seven year old equipment in the interview room.
Action: Motion to approve made by Councilor Beauchemin and second by Councilor
Kushmerek.
Approved: Roll call vote—Beauchemin (Yes), DiNatale (Yes), Kushmerek (Yes), and Walsh.
Councilor Anthony Zarrella arrived at the meeting.
208-20 ORDER: that the City of Fitchburg hereby approves the expenditure of
funds from the FEMA 2019 Assistance to Firefighter grant in the approximate
amount of $387,710.00 (THREE HUNDRED EIGHTY-SEVEN THOUSAND, SEVEN
HUNDRED TEN AND 00/100 DOLLARS) for the purpose of said grant, which is to
replace the obsolete Self Contained Breathing Apparatus (SCBA) for Hazmat
Rescue Operations.
209-20 ORDER: that there be and hereby is transferred from within the sum of
THIRTY-EIGHT THOUSAND, SEVEN HUNDRED SEVENTY-ONE AND 00/100
DOLLARS ($38,771.00) same to be charged against RESERVE FOR OTHER
MUNICIPAL PURPOSES, CAPITAL EXPENSES and credited to FIRE, EQUIPMENT &
REPAIR, FIREFIGHTERS EQUIPMENT for the local share for a grant to replace the
obsolete Self Contained Breathing Apparatus (SCBA) for Hazmat Rescue
Operations.
Discussion: Fire Chief Anthony Marrama was present. The chairman read a letter from Chief
Marrama dated September 30, 2020. The chairman announced he was taking up both items
#208-20 and #209-20. The chief thanked Deputy Chief Normandin who wrote the narrative for
the grant. He stated that the bottles will be obsolete at the end of the year and would have to
be replaced. This grant allows for replacing all the SCBA equipment and will be good for the
next fifteen years.
Action: Motion to approve items # 208-20 and #209-20 made by Councilor Beauchemin and
second by Councilor Kushmerek.
Approved: Roll call vote—Beauchemin (Yes), DiNatale (Yes), Kushmerek (Yes), Walsh (Yes), and
Zarrella (Yes).
Motion to adjourn made by Councilor Beauchemin, second by Councilor Walsh. Approved by
unanimous consent.
