Councillor Thibault-Munoz, to add to Ch. 169, Article V., Parking Meters, section 169-54, parking permits, to allow owners of businesses and their employees with their place of business located on Main St. between Wallace St. and Academy St. to acquire a parking permit to park on Grove St. and Elm St. 046-13. Councillor Jody Joseph and Councillor Nicholas Carbone, and the Elm Street Neighborhood Association, to institute a Property Registration Ordinance. 102-13. Councillor Dean A.
