Legislative Affairs Committee Meeting Minutes for February 25, 2021
Legislative Affairs Committee members present: Andrew Couture, Andy Van Hazinga, and Anthony
Zarrella and Elizabeth Walsh
Also Present: Executive Director of Community Development and Planning Tom Skwierawski, Planning
Board Chair Paula Caron, Principal Planner Mike O’Hara, Director of Economic Development Mary Jo
Bohart, and Councilor Sam Squailia
The meeting began at 8:40pm.
Agenda:
005-2021 Phase Il Review of Zoning Ordinance (Ordinance 172-2020 (Petition 029-20) and Petition
2202020)

The Legislative Affairs Committee immediately followed the Economic Development Committee
meeting. Legislative Affairs concurred with Economic Development on all recommended changes except
for:
181.2, add Adaptive Industrial District to districts
181.4273, motion made by Councilor Zarrella, seconded by Councilor Couture to put a cap on
the height dimension at 100 feet; motion passed by unanimous consent.
Principal Use Table:
Motion by Councilor Zarrella, seconded by Councilor Van Hazinga to clarify the language
in the definitions section regarding what is/is not Adult Entertainment (not in the
Principal Use Table); motion passed by unanimous consent.
D. 20, Commercial Recreation, motion by Councilor Zarrella to restore the RR
designation as PB, not N, seconded by Councilor Van Hazinga, motion passed by
unanimous consent.
D.12, Motor Vehicle Repair or Body Shop, motion by Councilor Zarrella to revert the
DBD designation as N; motion seconded by Councilor Walsh, motion passed by
unanimous consent.
Councilor Zarrella recommended attaching “Car Wash” in line D. 13 to line 13A, instead,
because it is more likely that a car wash would be attached to a fuel dispensing station
than a motor vehicle service station.
F.2, Open air storage of junk, etc., motion by Councilor Zarrella to remove the language
beginning with the second “except” from line F.2 and inserting it in its own (new) row,
with the designation BA across the table, except that all residential columns will be
designated as N; motion seconded by Councilor Walsh and passed by unanimous
consent.
Motion by Councilor Zarrella to approve all the changes made earlier in the evening by
the Economic Development Committee, except for the above-mentioned items, motion
seconded by Councilor Couture, motion passed by unanimous consent.
Overlay Districts
Motion to approve the deletion of certain overlay districts (181.83, 181.85, 181.88,
181.99, and 191.89A), Councilor Zarrella made a motion to approve, seconded by
Councilor Van Hazinga, motion passed by unanimous consent.
Map
Motion by Councilor Zarrella, at South Street and St. Paul, shorten NBD by one (1) block
and leave it as RA (as drawn); expand Cauley’s Greenhouses designation (across South
Street), to NBD (as drawn); motion seconded by Councilor Van Hazinga, motion passed
by unanimous consent.
Motion by Councilor Zarrella, seconded by Councilor Van Hazinga to approve the
recommended changes to the Zoning Map, passed by unanimous consent.
