Swears MINUTES OF MEETING The regular meeting of the Board of License Commissioners was held on April 22, 2015 in the Fitchburg Municipal Offices conference room, 166 Boulder Drive, Fitchburg, and called to order by Commissioner Daniel Sarefield at 6:00PM. Commissioner Swears was present. Commissioner Pusateri was absent. FPD Sergeant Matthew Lemay was present. The agenda consisted of the following: I. REVIEW AND ACCEPTANCE OF MINUTES FROM THE PREVIOUS MEETING. The minutes of the meeting held on April 6, 2015 were reviewed, approved and signed. II. NEW APPLICATIONS Compass Group NA dba Chartwells Dining Services for Special One Day wine and malt beverages license for a Reception/Dinner from 4P – 10P on June 4, 2015 for 300 people on the main quad at Fitchburg State University. Mr. Phil Bowers was present. Approved 2/0 William Darcangelo for Special One Day all alcoholic beverages license for a wedding reception from 3P – 9P on May 30, 2015 for 300 people in the pavilion at Saima Park, 61 Scott Rd. Mr. Darcangelo was present. He stated that this is a wedding reception but that the bar will be a fundraiser for the CARE organization. Commissioners emphasized that bartenders should be TIPS certified and that two crowd control managers will be required. Approved 2/0 Beers for Good for Special One Day wine and malt beverages license for a Brewers Festival from 1P – 6P on June 27, 2015 for 1100 people at Riverfront Park. (Applicant requests waiver of fee because this is a City of Fitchburg Civic Days event) Trevor Bonilla was present. Commissioners emphasized that all persons serving alcohol should be TIPS certified and that crowd manager requirements apply. Mr. Bonilla was instructed to speak with the Mayor and request a waiver of the fee. Approved 2/0 Communication from MA State Lottery Commission: Intent to install a KENO monitor to an existing KENO To Go agent at Fitchburg Mobil, 129 Whalon Street. Tabled 2/0 PJP Variety Store, Inc. dba M&M Variety, 330 Water Street, Antoine George, Manager for Transfer of annual, wine and malt regular package store license to GMG Variety, LLC dba M&M Variety, 330 Water Street, George M. Saba, Manager. Application accepted and referred to public hearing to be held on May 11, 2015 III. MISCELLANEOUS 1. Continued discussion : New license format from State pertaining to Public Entertainment on Sunday. Discussion regarding License Commission involvement for establishments that hold an annual or special one-day license to sell/serve alcohol. Tabled 2/0 2. Publication of new taxi company regulation: There shall be posted in every taxi and livery vehicle in a manner which is conspicuous at all times to all passengers a notice that states, “If you object to picking up another passenger while being transported to your destination, please inform the driver. The driver is obligated to respect your wishes and will not pick up another passenger upon your request.” Regulation adopted 2/0 (Note: Complete copy of updated taxi regulations mailed to established taxi companies and posted on License Commission web page) 3. Tabled 2/0 New: 1. Anthony Ferrari Approved 2/0 2. Jessica Chilumuna After review of driving history, the Board voted 2/0 to invite the applicant in to the next meeting for discussion. Renewal: 1. Paul Mossey Approved 2/0 5. Correspondence: 1. Copy of zoning determination letter regarding 310 Main Street – existing licensee at another address intends to submit change of location application.
