MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on April 5, 2021 over the Zoom
meeting platform, and called to order by Commissioner Sarefield at 6:01 PM. Commissioners Boscardin
and Zarrella were also present. FPD Liaison Lieutenant Howe was present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
The minutes of March 15, 2021 were approved by unanimous consent 3/0.
II. APPLICATIONS
PUBLIC HEARING
Transfer of Annual Off-Premises Wine & Malt Beverages Package Store License
Global Montello Group Corp. dba Alltown Fitchburg, from Verc Enterprises, Inc. 129 Whalon Street
Attorney John Aieta, representative for the Global Montello Group Corporation and Mr. Eli Houle,
Manager for the establishment, were present at the meeting. Attorney Aieta noted that Mr. Houle had
many years of managerial experience and the business would be in good hands. No one spoke in favor
or opposition to the application.
Hearing closed and application approved by roll call vote 3/0.
III. CORRESPONDENCE
Noise Complaint – Kingston Island Cuisine, 480 & 488 Main Street
A brief discussion regarding approved hours and requirements ensued. It was noted that the apartment
from the complaint might not be an approved a residence. The Commissioners agreed to reach out to
the business on a site walk to discuss ensuring all current regulations were being followed.
Commissioner Sarefield noted that Commission Rules 10.4 and 10.6 needed to be observed.
10.4 All entertainment shall be conducted so that no unreasonable noise shall be audible, under any
circumstances, upon the sidewalk adjoining the licensed premises or upon any abutting premises. The
Board will determine unreasonable noise.
10.6 Any form of entertainment such as a DJ with an amplified sound system, acoustic guitar with no
amplifier, band with an amplified sound system or other form of entertainment that creates any
amplified sound must be turned off and left off 30 Minutes prior to closing. (Amended April 23, 2014)
The Commissioners agreed to follow-up regarding findings at the next meeting of April 21, 2021.
