BOARD OF LICENSE COMMISSIONERS City Hall, 718 Main Street Fitchburg MA 01420 FITCHBURG CITY CLERK (978) 829-1820 Nov 16 2021 1:40 pm Daniel Sarefield, Chairman Richard Boscardin John Zarrella MINUTES OF MEETING A regular meeting of the Board of License Commissioners was held on November 3, 2021 over the Zoom meeting platform, and called to order by Commissioner Sarefield at 6:01 PM. Commissioners Boscardin and Zarrella were also present at the meeting. FPD Liaison Lieutenant Howe and Provisional City Clerk Amanda Alford were present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) The minutes of October 18, 2021 were approved by unanimous consent 3/0. II. APPLICATIONS: Taxi Driver Application - NEW David Bruce Fortier – City Cab, Co. As the applicant was not present, Motion to continue application to the next meeting on November 15th was approved by unanimous consent. 3/0 III. PUBLIC HEARING Application for a new Retail Restaurant, Wine and Malt Beverage License Doughboys Pizzeria, 150 Main Street Mr. Brad Druckenbroad was present at the meeting. Commissioner Sarefield thanked Mr. Druckenbroad for submitting a corrected page 3 of the ABCC application to the Clerk’s office. Commissioner Sarefield opened the public hearing. Commissioner Sarefield asked Mr. Druckenbroad to summarize his plan. Mr. Druckenbroad explained that he wanted to add a small amount of beer and wine to offer to his customers in hopes that it would increase indoor dining and keep patrons in the downtown area. Commissioner Sarefield noted that the Commission had discussed his qualifications at their previous meeting and that he did not have any concerns. Commissioner Boscardin asked whether he planned to have the same layout as the previous owners which included the outdoor patio. Mr. Druckenbroad said that the layout would be the same. Lt. Howe noted he had no concerns. Page 1  No comments for or against the Application were made. Public Hearing closed. Application approved by unanimous roll call vote 3/0. IV. NEW BUSINESS Lt. Howe informed the Commission of an incident that took place at Major’s Cafe on October 19th. An altercation between two parties began inside the establishment. The bouncer called the police for assistance. The report from the responding officer indicated that the parties were heavily intoxicated, but at the present time it could not be determined if they were served at this establishment. No video was requested. Lt. Howe noted that he had not yet spoken with the responding officer, but he would update the Commission if he learned anything further. Prov. Clerk Alford noted that she had received a call asking whether offering free rounds of drinks to pool leagues was allowable. She noted that she told the caller that it was illegal to serve free rounds to any patrons. The called indicated that they were concerned because establishments in Fitchburg were offering this to the pool leagues. Prov. Clerk Alford offered to the Commission to send a letter siting the law that prohibits this practice to all establishments that were licensed with pool tables.
