MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on July 6, 2022 over the Zoom
meeting platform, and called to order by Commissioner Sarefield at 6:01 PM. Commissioner Boscardin
and Commissioner Zarrella were present. FPD Liaison Lieutenant Howe, City Clerk Joanna Bilotta and
Assistant City Clerk Amanda Alford were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
The Minutes of June 22, 2022 were approved by unanimous consent 3/0
Automatic Amusement Device
1. Eastwood Club, 389 Townsend Street, for one (1) pool table.
Ms. MacMaster, President of the Board of Directors, was present at the meeting and is requesting one
pool table.
A motion to accept the application for one pool table was approved by a unanimous roll call vote 3/0.
Monday through Saturday Entertainment Permit
1. Joanne. L. Donnelly, on behalf of the Holy Trinity Greek Church, for live acoustic music and live
amplified music on Friday, September 16, 2022 and Saturday, September 17, 2022 at 1319 Main
Street.
Ms. Donnelly was present at the meeting. She explained that the Greek Festival would take place as in
prior years. Lieutenant Howe noted that he has no concerns, the Greek Festival is always well run.
Motion to approve the application for an entertainment license for the stated dates was approved by
unanimous roll call vote 3/0.
2. Francisco Ramos, Director of Community Organizing for NewVue Communities, for live acoustic
music on Tuesday, August 2, 2022 from 4PM to 6PM at the Lowe Playground, 174 Elm Street.
Commissioner Sarefield reminded the applicant that any form of entertainment such as a DJ
with an amplified sound system, acoustic guitar with no amplifier, band with an amplified
sound system or other form of entertainment that creates any amplified sound must be turned
off and left off 30 Minutes prior to closing
Application amended to change time to 3:00 PM to 7:00 PM.

A motion to accept the amended entertainment license with the stated date and time was approved by a
unanimous roll call vote 3/0.
Sunday Entertainment Permit
1. Ethos Cannabis for live acoustic music and live amplified music on Sunday, July 10, 2022 at 20
Authority Drive from 11:00 AM to 6:00 PM.
Ms. Daniell was present at the meeting. Application for an entertainment license for the stated dates was
approved by unanimous roll call vote 3/0.
Special One Day License
1. Joanne. L. Donnelly, on behalf of the Holy Trinity Greek Church, for a Special One Day All
Alcohol Beverage License for a Greek Festival on Friday, September 16, 2022 from 4PM to 10PM
and Saturday, September 17, 2022 from 11AM to 11PM at 1319 Main Street.
Ms. Donnelley was present at the meeting. Application for one day special one-day all alcohol license
for the stated dates was approved by unanimous roll call vote 3/0.
2. Green Road LLC d/b/a Thirsty Robot Brewing Co., for a Special One Day Wine & Malt Beverage
License for a Cornhole Tournament on Tuesday, July 12th (with a rain date of Wednesday, July
13th) from 5PM to 9PM at 265 Summer Street.
Mr. diMario was present at the meeting and explained that do to lake of ticket sales he is withdrawing
his application.
III. RECONSIDERATION
Application for amendment – Change of Officers and Directors and Change of Stock Ownership
Upper Common Inc. d/b/a The Boulder, 880 Main Street
Applicant was not present at the meeting. A motion to accept the application for amendment to change
officers was approved by a unanimous roll call vote 3/0.
IV. CONTINUED MATTERS
Taxi Driver
Kendrick Tyerrell Chestnut – City Cab Co.
(continued from June 6, 2022)
As the applicant was not present. Motion to deny the application was approved by unanimous roll call
vote 3/0
The Zoom link ended at 6:35 PM. The remaining agenda items will be moved to July 18, 2022 meeting.
