MINUTES OF MEETING
A meeting of the Board of License Commissioners was held on September 7, 2022 in the Fitchburg City
Hall, 3rd floor Conference Room, Fitchburg, and called to order by Commissioner Sarefield at 6:01 PM.
Commissioner Boscardin was present, Commissioner Zarrella was absent, and FPD Liaison Lieutenant
Howe was present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
The minutes of July 18th, August 12th, 18th, 25th, 2022, were approved by unanimous roll call vote 2/0.
II. NEW APPLICATIONS
Special One Day License
Susan Navarre, Fitchburg Historical Society, requesting a Special One Day License for all Alcoholic
Beverages for a fundraiser at 781 Main Street, Fitchburg MA, Saturday, September 24th and Saturday,
November 5th, from 6:00 PM to 8:30 PM
Ms. Navarre was present, Commissioner Sarefield noted that if the music would continue till 8:30 PM,
the time should be amended to 6:00 PM to 9:00 PM.
Ms. Navarre shared all servers are TIP certified.
Officer Howe had no concerns.
Amended application approved by unanimous roll call vote 2/0.
Monday - Saturday Entertainment Permit
Michael Roy, The Cellar, 14 Mill Street, for Live Acoustic Music, Live amplified music, DJ and
Dancing, for FY 2022, Thursday – Saturdays from 8:00 PM to 12:30 AM.
Mr. Roy was present, Commissioner Sarefield noted that if the music would continue till 12:30 PM, the
time should be amended. The amended hours would be 4:00 PM to 1:00 AM Thursday and Friday, 1:00
PM to 1:00 AM on Saturdays.
Officer Howe had no concerns.
Amended application approved by unanimous roll call vote 2/0.

Dancing, for music festival, September 17, 2022, from 2:00 PM to 10:00 PM
Derek Craig, Mill Street Stage, Mill St, for Live Acoustic Music, Live amplified music and Dancing,
Dance routine, Dance Instructions and Comedy stage, September 17, 2022, from 2:00 PM to 10:00 PM
Mr. Murchison was present on behalf of Mr. Craig, for both Riverfront Park and Mill Street.
Commissioner Sarefield noted that if the music would continue till 10:00 PM, the time should be
amended to 2:00 PM to 10:30 PM.
Officer Howe advised they have restrooms and police detail.
Amended application approved by unanimous roll call vote 2/0.
Nirmary Rodriguez, Coggshall Stone House, 159 Electric Ave, for Live amplified music, DJ and
Dancing, October 9, 2022 from 1:00 PM to 5:00 PM
Ms. Rodriguez was present, Commissioner Sarefield noted that if the music would continue till 5:00
PM, the time should be amended to 1:00 PM to 5:30 PM.
Officer Howe had no concerns.
Amended application approved by unanimous roll call vote 2/0.
Jamie Melendes, Coggshall Park, 159 Electric Ave, for Live amplified music for a Wedding, September
10, 2022, from 1:00 PM to 6:00 PM
Ms. Rodriguez translated for Ms. Melendes who was present, Commissioner Sarefield noted that if the
music would continue till 6:00 PM, the time should be amended to 1:00 PM to 6:30 PM. The applicant
did not want to change the times.
Officer Howe had no concerns.
The application approved by unanimous roll call vote 2/0.
Junior Pena, Fitchburg State University Quad, 160 Pearl Street, for Live amplified music for an
Outdoor show, Saturday, September 10, 2022, 8:30 PM to 12:30 PM
Mr. Pena was present, Commissioner Sarefield noted that if the music would continue till 12:30 AM,
the time should be amended to 8:30 PM to 1:00 AM.
Officer Howe had no concerns.
Amended application approved by unanimous roll call vote 2/0.

Late Closing Permit (1AM)
The Cellar, 14 Mill Street (Wednesday through Saturday)
Mr. Roy was present, requesting late closing Wednesday through Saturday till 1:00 AM.
Officer Howe advised to notify police of any incidents, the Police want to help and work with you.
The application approved by unanimous roll call vote 2/0.
Automatic Amusement Devise
The Cellar, 14 Mill Street, for one (1) Juke Box
The application approved by unanimous roll call vote 2/0.
Funstuf Party Place, 791 Water Street, for Redemption
The application approved by unanimous roll call vote 2/0.
British American Club Inc. of Fitchburg, 1 Simonds Road, for one (1) pool Table
The application approved by unanimous roll call vote 2/0.
Application for a new Retail On-Premise, All Alcohol Beverage License
L & L Restaurant Two, Inc., 170 Whalon Street
Commissioner Sarefield advised page five (5) of the application was not completed and would request
that be completed before the Public Hearing on September 19th.
The application is moved to a Public Hearing to be held on September 19, 2022, approved by
unanimous roll call vote 2/0.
