Commissioner Boscardin and Commissioner Fossa were present. FPD Liaison Lieutenant Jeffrey Howe and City Clerk Joanna Bilotta and Assistant City Clerk Elizabeth McNiff were present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) The minutes of September 18, 2023 and special meeting September 27, 2023 were approved by roll call vote 3/0. II. NEW APPLICATIONS Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a) (5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to regular session upon completion. Taxi Driver Permit Nashaly Figueroa – City Cab, Inc. Ms. Figueroa was absent at the meeting. Application moved to next meeting by unanimous roll call vote 3/0. Josiah Norville – City Cab, Inc. Mr. Norville was present at the meeting, Commissioner Sarefield discussed the Taxi and Livery Service Regulations. Application approved by unanimous roll call vote 3/0. Page 1  Monday- Saturday Entertainment Permit Natalia Oliver, City of Fitchburg, Lowe Park, for Live Amplified & Acoustic Music, DJ, and Dancing, Saturday, October 14, 2023, from 1:00 PM to 6:00 PM for approximately 300 people. Ms. Oliver was absent at the meeting. City clerk Joanna Bilotta spoke on the event. Commissioner Sarefield reviewed application and verified the times. Application approved by unanimous roll call vote 3/0 Change of Manager Jose Lara, Blazin Wings, Inc. DBA Buffalo Wild Wings, 150 Whalon Street Mr. Lara was absent at the meeting. Application moved to next meeting by unanimous roll call vote 3/0. Change of Corporate Structure and Change of Manager Change of Corporate Structure Jessica M. Lagoy, DBA Mill City Pub, to Fitchburg Mill City Pub LLC, DBA Mill City Pub, 19 Airport Road Change of Manager, Jessica M. Lagoy to Joshua Champagne, Fitchburg Mill City Pub LLC, DBA Mill City Pub, 19 Airport Road Mr. Champagne and Mr. Lagoy were present at the meeting. They discussed that they are changing the business structure from sole proprietorship to an LLC and Mr. Champagne becoming the manager on record for the establishment. Commissioner Sarefield reviewed applications and confirmed that Mr. Champagne has his TIPS Certification. Application change of corporate structure approved by unanimous roll call vote 3/0 Application change of manager approved by unanimous roll call vote 3/0 III. CORRESPONDENCE There was no correspondence. IV. OLD BUSINESS Acceptance of Surrender License Kim Jones, Strong Style Coffee Inc., 13 Cushing Street, relinquished her wine malt and cordial license.
