MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Monday, February 5, 2024 in
person and called to order by Commissioner Sarefield at 6:01 PM. Commissioner Fossa and
Commissioner Boscardin were present. FPD Liaison Lieutenant Jeffrey Howe, City Clerk Joanna Bilotta,
and Assistant City Clerk Elizabeth McNiff were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
1. The Regular Meeting Minutes of January 17, 2024 were approved by roll call vote 3/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to
regular session upon completion.
Special One Day Wine & Malt Beverages
Nathalie Rivera Castro, Valentine’s Day Fundraising Event, Saima Park Banquet Hall, 67 Scott Rd.,
Saturday, February 10, 2024, from 8:00 PM to 12:30 AM, for approximately 100 people.
Ms. Castro withdrew her application.
Take no action approved by unanimous roll call vote 3/0.
St. Joseph’s Church for six (6) Special One Day Wine & Malt Beverage licenses for Fish Fry in the
Church Hall area Madonna of the Holy Rosary Church, 118 Theresa Street from 4:00 PM to 6:30 PM
on February 16th and 23rd, March 1, 8, 15, and March 22, 2024 for 225 people.
Mr. Migliozzi was present at the meeting. Commissioner Sarefield reviewed application and verified
that all servers are TIPS Certified and need to use Wholesale distributors. Mr. Migliozzi confirmed they
are using the same venders as in the past.
Application approved by unanimous roll call vote 3/0.
Taxi Driver Permit

Mr. Akins was present at the meeting, Commissioner Fossa disclosed that while he has a relationship
with the corporation but has no financial impact at stake. Commissioner Sarefield discussed the Taxi
and Livery Service Regulations, as well as his driving history. While Cody explained he has no taxi
driving experience he does give his friends ride to work weekly.
Application approved by unanimous roll call vote 3/0.
III. CORRESPONDENCE
Concern of Unlicensed Food Vendor
Lt. Howe informed the commission that this is still under investigation.
ABCC Licensee Compliance Training Seminar
Commissioner Sarefield explained to the commission that he has spoken with Ralph Sacramone about
hosting a compliance event in Fitchburg that welcomes the opportunity for licensees to come in for a
class hosted by the ABCC regarding compliance. Commissioner Boscardin and Fossa were all in
agreement that this is a great idea, and plan to look at a date available in March.
IV. OLD BUSINESS
Mike Roy to discuss Summer Concerts at Main Street stage.
Mike Roy came in to discuss this year’s applications for his seventeen upcoming events to take place this
summer at the Main Street Stage. As of last year Mr. Roy had to get Special One Day Licenses to be
able to serve beer and wine at those specific events. He was inquiring if there was a better approach or
the extending of his premise at the Cellar for those specific events. As stated last year there is nothing
the commission can do in the aspect of extending his premise per the ABCC. The commission did
suggest that at the compliance meeting they set up in March with the ABCC that Mr. Roy speak with
someone after that meeting to see if they can come up with a solution.
V. NEW BUSINESS
There was no new business.
