Commissioner Fossa and Commissioner Boscardin were present. FPD Liaison Lieutenant Jeffrey Howe and Assistant City Clerk Elizabeth McNiff were present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) 1. Regular Meeting Minutes of March 4, 2024 The Regular Meeting Minutes of March 4, 2024 were approved by roll call vote 3/0. II. NEW APPLICATIONS Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a) (5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to regular session upon completion. Taxi Driver Application 1. Louis Capo – City Cab, Inc. Mr. Capo was not present at the meeting. Application moved to next meeting by unanimous roll call vote 3/0 2. Andrea Paine – City Cab, Inc. Ms. Paine was present not present at the meeting. Application moved to next meeting by unanimous roll call vote 3/0 Solicitor Application 1. Julie Andrade – Moxie Management 2. Krisna Huoth – Moxie Management 3. Prince Nwankwo- Moxie Management Page 1  Ms. Huoth was present at the meeting, Ms. Huoth informed the Commission that Ms. Andrade is no longer be perusing becoming a solicitor and to withdraw her application. Commissioner Sarefield asked what work Moxie Management solicited and Ms. Huoth explained that Verizon is their client. Commissioner Sarefield advised she needs to wear Identification and the City of Fitchburg Solicitation hours are Monday – Saturday 9:00 AM - 5:00 PM, no Sundays or Holiday hours. Lieutenant Howe informed the applicant that she is responsible to notify the police department of what areas of the city they will be working each day. Commissioner Sarefield also shared that Ms. Huoth should notify the Police Department of the vehicle he will be using while soliciting. Application approved by unanimous roll call vote 3/0. Mr. Nwankwo was present at the meeting. Monday – Saturday Entertainment Permit Tyler Valois, LUK, Inc., 0 Main Street, Upper Common, for DJ, on Saturday, April 6, 2024 (Rain date: Sunday, April 14, 2024) from 12:00 PM to 5:00 PM, for approximately 80 people. Mr. Valois was present at the meeting. Commissioner Sarefield reviewed application and verified times for the event. Mr. Valois asked to adjust the time ending to 5:30 PM. Amended application approved by unanimous roll call vote 3/0. Angelo Prevosto, Fitchburg State University, CIC Italian Culture Dinner, 160 Pearl Street, Hammond Hall/Main Lounge, for speaker, microphone, and music on Friday, April 12, 2024 from 6:00 PM to 9:00 PM, for approximately 112 people. Mr. Prevosto was present at the meeting. Commissioner Sarefield reviewed application and verified times for the event. Mr. Prevosto asked to adjust the time ending to 9:30 PM. Amended application approved by unanimous roll call vote 3/0. Angelo Prevosto, Fitchburg State University, President Retirement Party, 160 Pearl Street, Hammond Hall/Main Lounge Patio, for live amplified music on Thursday, April 25, 2024 from 3:30 PM to 6:00 PM, for approximately 200 people. Mr. Prevosto was present at the meeting. Commissioner Sarefield reviewed application and verified times for the event. Mr. Prevosto asked to adjust the time ending to 6:30 PM. Amended application approved by unanimous roll call vote 3/0. Page 2  Special One Day Wine & Malt Beverages Angelo Prevosto, Fitchburg State University, CIC Italian Culture Dinner, 160 Pearl Street, Hammond Hall/Main Lounge, on Friday, April 12, 2024 from 6:00 PM to 9:00 PM, for approximately 112 people. Mr. Prevosto was present at the meeting. Commissioner Sarefield reviewed application and verified all servers have TIP certifications. Mr. Prevosto asked to adjust the time ending to 9:30 PM. Lt. Howe had no concerns. Application approved by unanimous roll call vote 3/0 Angelo Prevosto, Fitchburg State University, President Retirement Party, 160 Pearl Street, Hammond Hall/Main Lounge Patio, on Thursday, April 25, 2024 from 3:30 PM to 6:00 PM, for approximately 200 people. Mr. Prevosto was present at the meeting. Commissioner Sarefield reviewed application and verified all servers have TIP certifications. Mr. Prevosto asked to adjust the time ending to 6:30 PM. Lt. Howe had no concerns. Application approved by unanimous roll call vote 3/0 Derek Craig, Coff33 Corp., Vendor Market and Live Music Performances, Mill Street Stage, from Sunday, April 14th to Saturday April 20, 2024 from 1:00 PM to 9:00 PM, for approximately 75 people. Mr. Craig was present at the meeting. Commissioner Sarefield reviewed application and verified all servers have TIP certifications. Lt. Howe had no concerns. Application approved by unanimous roll call vote 3/0 III. CORRESPONDENCE ABCC Actions On file with the City Clerk’s Office IV. NEW BUSINESS Letters mailed to all licensee’s inviting them to the ABCC Training being held on Wednesday April 10, 2024 at our Fitchburg Legislative Building.
