MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Wednesday, April 17, 2024 in
person and called to order by Commissioner Sarefield at 6:00 PM. Commission Boscardin was present,
Commissioner Fossa was absent. FPD Liaison Lieutenant Jeffrey Howe, City Clerk Joanna Bilotta and
Assistant City Clerk Elizabeth McNiff were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
Regular Meeting Minutes of April 1, 2024
The Regular Meeting Minutes of April 1, 2024 were amended and approved by roll call vote 2/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to
regular session upon completion.
Taxi Driver Application
1. Louis Capo – City Cab, Inc.
Mr. Capo was absent for the third time of being on the agenda for his application.
Application denied roll call vote 2/0.
Monday – Saturday Entertainment Permit
Victor Vicioso, Mamajuana Restaurant, 423 Main Street, for live amplified music, DJ, and Karaoke
annually.
Mr. Vicioso was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Mr. Vicioso is aware that all entertainment must be shut down thirty minutes prior to closing.
Application approved by unanimous roll call vote 2/0.

from 12:00 PM to 5:00 PM, for approximately 1500 people.
Mr. Gallant was present at the meeting. Commissioner Sarefield asked what sort of event Mr. Gallant
has planned and confirmed the times.
Application approved by unanimous roll call vote 2/0.
Special One Day Wine & Malt Beverages

Boulder Drive, Front of River Styx, on Saturday, May 18, 2024 from 12:00 PM to 5:00 PM, for
approximately 125 1500 people.
Mr. Gallant was present at the meeting. Commissioner Sarefield reviewed application and verified all
servers have TIP certifications. Mr. Gallant also explained the set up to the commission and the usage
of wrist bands for guests that are able to drink.
Lt. Howe informed the commission that there would be no community police officers this year due to the
budget restraints, other than that he had no concerns.
Application approved by unanimous roll call vote 2/0.
III. SUMMONS HEARING
Mamajuana Restaurant, Victor Vicioso, 423 Main Street.
Mr. Vicioso was present at the meeting. Ms. Maribel Cruz from Community & Development was
present as a translator for Mr. Vicioso. Officer George explained to the commission that on his normal
patrol through Main Street had noticed that Mamajuana appeared to be operating as a night club
rather than a restaurant, for which they are permitted. Mr. Vicioso explained that on weekend nights he
will do karaoke. He was unaware he had to have an entertainment license approved from the
Commission in order to do that. He applied for an annual entertainment permit and apologized to the
Commission. Lt. Howe explained that besides this mistake, Mamjuana Restaurant has been operating
well with the Fitchburg Police.
