MINUTES OF MEETING
A special meeting of the Board of License Commissioners was held on Wednesday, August 21, 2024 via
zoom and called to order by Commissioner Sarefield at 9:00 AM. Commissioner Boscardin and Fossa were
present. FPD Officer Sevigny, City Clerk Joanna Bilotta, and Assistant City Clerk Elizabeth McNiff were
present.
I. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to
regular session upon completion.
Monday – Saturday Entertainment Permit
Sebastian Nunez, Noche de la Nostalgia, Saima Park, 67 Scott Road, Saturday, September 24, 2024, for
live amplified music, DJ, and dancing from 7:00 PM to 12:00 AM, for approximately 200 people.
Mr. Nunez was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Mr. Nunez is aware that all entertainment must be concluded thirty minutes prior to closing.
Commissioner Fossa asked what the security plans were. Mr. Nunez stated he would have two security
guards checking ID’s and screening people for firearms. Commissioner Sarefield encourage Mr. Nunez
to also get in contact with the FPD.
Application approved by unanimous roll call vote 3/0.
Joanne Donnelly, Greek Festival, 1319 Main Street, Friday, September 13, 2024, for live amplified
music, DJ, and dancing from 5:00 PM to 9:30 PM, for approximately 100 people.
Ms. Donnelly was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Donnelly is aware that all entertainment must be concluded thirty minutes prior to closing.
Mss. Donnelly shared with the commission that there will be security detail for the event.
Application approved by unanimous roll call vote 3/0.
Joanne Donnelly, Greek Festival, 1319 Main Street, Saturday, September 14, 2024, for live amplified
music, DJ, and dancing from 12:00 PM to 10:30 PM, for approximately 500 people.
Ms. Donnelly was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Donnelly is aware that all entertainment must be concluded thirty minutes prior to closing. Ms.
Donnelly shared with the commission that there will be security detail for the event.

Joe Clonan, West Fitchburg Road Race, British American Club, 1 Simmonds Road, Monday,
September 2, 2024, for live amplified and acoustic music, from 10:00 AM to 5:30 PM, for
approximately 150 people.
Mr. Clonan was present at the meeting. Commissioner Fossa stated for the record that he is a member
of the British American Club, it will not interfere with his vote. Commissioner Sarefield reviewed the
application and verified that Ms. Clonan is aware that all entertainment must be concluded thirty
minutes prior to closing.
Application approved by unanimous roll call vote 3/0.
Keith Poirier, Annual Employee BBQ, 166 Boulder Drive, Thursday, September 12, 2024, for live
amplified music, from 11:30 AM to 3:30 PM, for approximately 125 people.
Ms. Mary Fritz a representative from DRS was present at the meeting. Commissioner Sarefield
reviewed the application and verified that Ms. Fritz is aware that all entertainment must be concluded
thirty minutes prior to closing. Ms. Fritz shared that this is an annual event for the company and that
the security works 24/7 at the building.
Application approved by unanimous roll call vote 3/0.
Kathleen Martin, LUK INC., Common Ground, 55 North Street, Saturday, September 28th and Saturday
October 5, 2024, for DJ, from 8:00 AM to 4:00 PM, for approximately 150 people.
Ms. Martin was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Martin is aware that all entertainment must be concluded thirty minutes prior to closing. Ms.
Martin confirmed that the October 5th date was a rain date, but they are in the process of figuring out
an alternative indoor option in the event of rain for the September 28th date.
Application approved pending subject of date change/location and alerting City Clerk’s Office by
unanimous roll call vote 3/0.
Sunday Entertainment Permit
Katherine Marsh, Legends Bar & Grill, 68 Airport Road, Zach’s Goal Washer Tournament, Saturday,
September 22, 2024, for live amplified music, from 12:00 PM to 5:30 PM, for approximately 120
people.
Ms. Marsh was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Marsh is aware that all entertainment must be concluded thirty minutes prior to closing. Ms.
Marsh shared this is the ninth year running this event.
No concerns from FPD.

North Street, Sunday, September 1, 2024, for DJ, from 12:00 PM to 4:30 PM, for approximately 150
people.
Ms. Baker was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Baker is aware that all entertainment must be concluded thirty minutes prior to closing.
No concern from FPD.
Application approved by unanimous roll call vote 3/0.
Special One Day Wine & Malt Beverages
Sebastian Nunez, Noche de la Nostalgia, Saima Park, 67 Scott Road, Saturday, September 24, 2024,
from 7:00 PM to 12:00 AM, for approximately 200 people.
Mr. Nunez was present at the meeting. Commissioner Sarefield reviewed application and verified all
servers have TIP certifications. Commissioner Sarefield asked how the staff would handle overseeing
the alcohol. Mr. Nunez confirmed that there will be specific wrist bands for people 18 years old and 21
years and older.
FPD had no concerns.

a mobile beer truck on the premises, and will be controlled by beer tickets.

Derek Craig, Coff33 Corp, 0 Boulder Drive, Saturday, September 21, 2024, from 12:00 AM to 5:00
PM, for approximately 250 people.
Mr. Craig was present at the meeting. Commissioner Sarefield reviewed application and verified all
servers have TIP certifications. Mr. Craig explained there will 2-4 certified servers there and will be
using wrist brands. There will be a roped off area where the alcohol is to be consumed.
FPD had no concerns.

Ms. Lees was present at the meeting, Commissioner Sarefield reviewed her driver record and asked if
she has had any prior taxi driver experience.
Commissioner Fossa disclosed that while he has a relationship with the corporation he has no financial
impact at stake.

Ms. Noel Nickerson was present at the meeting. Commissioner Sarefield commented that the ABCC
typically does not accept handwritten applications and suggested that they type the application before
the City Clerk sends it to the ABCC.

Application for Change of Manager, Change of Location, Change of Corporate Name
Reconsideration: New Application: Jessica Lagoy DBA Mill City Pub, 19 Airport Road
Mr. Lagoy, Mr. Champagne, and Ms. Nolan were present at the meeting. The agenda was mislabeled as
a reconsideration, this is a new application which will get referred to a public meeting at the next
meeting.

II. CORRESPONDCE
Thirsty Robot Brewing Company letter
Currently there is nothing the board can do, once their state license is approved they will surrender
their section 12 license and apply for a pouring permit, per the ABCC.
No action taken, on file at the clerk’s office.
III. NEW BUSINESS
Officer Sevigny shared with the commission some incidents that recently took place at the Paddock
Lounge and Partner’s.
No action taken pending more information.
