MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Thursday, January 23, 2025 VIA
zoom and called to order by Commissioner Sarefield at 6:00 PM. Commissioner Boscardin and Fossa were
present. FPD Officer Michael Sevigny, City Clerk Joanna Bilotta, and Assistant City Clerk Elizabeth
McNiff were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
1. Regular Minutes of January 6, 2025 and Special Meeting Minutes of January 10, 2025.
The Regular Meeting Minutes of January 6 and the Special Meeting Minutes of December 10, 2025
were approved by roll call vote 3/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the agenda, and will return to
regular session upon completion.
Taxi Driver Permit
Zyairaha Lane – City Cab Co.
Ms. Lane was present at the meeting, Commissioner Fossa disclosed that while he has a relationship
with the corporation but has no financial impact at stake. Commissioner Sarefield discussed the Taxi
and Livery Service Regulations, as well as her driving history.
Application approved roll call vote 3/0.
Monday-Saturday Entertainment Permit
John Flynn, Fiesta Shows, 254 Summer Street, for the St. Bernard’s Carnival to include amusement
rides on Thursday, April 17th –Saturday April 19, 2025, and Monday, April 21st – Saturday, April 26th
2025 3:00 PM to 11:00 PM, for approximately 1000 people.
Mr. Flynn was present at the meeting. He explained to the commission that it was the same set up as
last year. Commissioner Sarefield reviewed application and verified times for the event.
Officer Sevigny reiterated if there were any issues to contact the FPD.

Sunday Entertainment Permit
John Flynn, Fiesta Shows, 254 Summer Street, for the St. Bernard’s Carnival to include amusement
rides on Sunday, April 20th and April 27th, 2025, from 3:00 PM to 11:00 PM, for approximately 1000
people.
Mr. Flynn was present at the meeting. He explained to the commission that it was the same set up as
last year. Commissioner Sarefield reviewed application and verified times for the event.
Application approved by unanimous roll call vote 3/0.
Change of DBA
Mamajuana RD Latin Restaurant, 423 Main Street
Commissioner Sarefield reviewed the application submitted. The commissioners had no concern over
the changing of the DBA name.
Application approved by unanimous roll call vote 3/0.
Special One Day Wine & Malt Beverages
Jeff McVoy, North Central Meeting, First Floor Living Spaces of the University President’s House, 131
Highland Avenue, Wednesday, February 19, 2025, from 4:30 PM to 8:00 PM, for approximately 50
people.
Jeff McVoy, Veterans Reception, Lobby of Thompson Hall, 160 Pearl Street, Saturday, March 29,
2025, from 2:00 PM to 6:00 PM, for approximately 40-60 people.
Jeff McVoy, Nursing Reception, Lobby of Thompson Hall, 160 Pearl Street, Saturday, May 10, 2025,
from 11:00 AM to 3:00 PM, for approximately 50 people.
Mr. McVoy was present at the meeting. Commissioner Sarefield stated for the record that while he is an
employee at Fitchburg State University, he has no financial stake or connection to this event.
Commissioner Sarefield reviewed the applications and verified all servers have TIP certifications.
Officer Sevigny had no concerns.
Application approved by unanimous roll call vote 3/0.
III. CORRESPONDCE
Dart League
Officer Sevigny reviewed a police report filed by Ellen Griffin raising concerns about the dart league in
local establishments. Commissioner Fossa recommended consulting legal counsel, as there were no
charges or allegations against any licensee.
Motion and second to discuss at a later date and time 3/0.

IV. NEW BUSINESS
ABCC Licensee Compliance Training Seminar for Licensee’s March 18, 2025
Commissioner Sarefield expressed enthusiasm about the upcoming ABCC seminar, which the license
commission is hosting for city licensees to engage with the state and ask questions. City Clerk Joanna
Bilotta confirmed the seminar will start at 10:00 AM.
