MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Monday, March 3, 2025 in person
and called to order by Commissioner Sarefield at 6:00 PM. Commissioner Boscardin and Fossa were
present. FPD Officer Michael Sevigny, City Clerk Joanna Bilotta, and Assistant City Clerk Elizabeth
McNiff were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
1. Regular Minutes of February 19, 2025
The Regular Meeting Minutes of February 3, 2025 were approved by roll call vote 3/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the agenda, and will return to
regular session upon completion.
Taxi Driver Permit
Ronald Clapper Sr. – City Cab Co.
Mr. Clapper was not present at the meeting for a second time.
Application denied by unanimous roll call vote 3/0.
Solicitor Application
Andres Rodriguez – Trinity Solar, LLC
Mr. Rodriguez was not present at the meeting.
Application moved to next meeting by unanimous roll call vote 3/0.
Change of Manger Application
Kevin Gendron, Eastwood Club, Inc., 389 Townsend Street
Mr. Gendron was present at the meeting. Commissioner Sarefield reviewed the application and
confirmed that Mr. Gendron was TIPS certified. Commissioner Sarefield asked about Mr. Gendron’s

managerial history. Mr. Gendron explained that he has been with the club for the last couple of years.
Has worked and trained with the current manager on record.
No concerns from Officer Sevigny.
Application approved by unanimous roll call vote 3/0.
Alex Matthews, Great Wolf Lodge of New England, LLC, 150 Great Wolf Drive
Mr. Matthews was present at the meeting. Commissioner Sarefield reviewed the application and
confirmed that Mr. Matthews was TIPS certified. Commissioner Sarefield asked about Mr. Matthew’s
managerial history. Mr. Matthew’s has been working for the company for seventeen years throughout
the country. He has all the training and certifications required.
No concerns from Officer Sevigny.
Application approved by unanimous roll call vote 3/0.
Application for New General On-Premises Wine & Malt Beverages Liquor License
Robert Lamoureux, 299 Lunenburg LLC DBA Hill City, 299 Lunenburg Street
(Refer to Public Hearing on March 17, 2025)
Application moved to a public hearing at the March 17, 2025 meeting approved by unanimous roll call
vote 3/0.
III. PUBLIC HEARING
Application for New General On-Premises All Alcoholic Beverages Liquor License
Ken O’Connell, The Wine Bar at 759 Main Street, 759 Main Street
Mr. O’Connell was present at the meeting. Commissioner Sarefield confirmed that Mr. O’Connell is
TIPS certified. Mr. O’Connell explained his experience as opening and running other drinking
establishments in the past. Commissioner Sarefield encouraged him to keep communication with the
board if he had any questions and an open communication with the police if any problems should ever
arise.
Commissioner Sarefield open the public hearing at 6:32 PM
Mary Jo Bohart of community development and planning spoke in favor of the establishment.
Public Hearing was closed at 6:34 PM
No concerns from Officer Sevigny.
Application approved by unanimous roll call vote 3/0.

V. NEW BUSINESS
Officer Sevigny reviewed the police report regarding an incident at Mill City Pub and Pizza LLC
and that the investigation is still ongoing. The commission expressed their concern for public safety.
Motion to summon Mill City Pub and Pizza approved by unanimous roll call vote 3/0.
