Commissioner Boscardin and Commissioner Fossa were present. FPD Liaison Lieutenant Ryan Keenan, City Clerk Joanna Bilotta, and Assistant City Clerk Elizabeth McNiff were present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) 1. Regular Minutes of April 22, 2025 The regular meeting minutes of April 22, 2025 were amended and approved by roll call vote 3/0. II. NEW APPLICATIONS Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a) (5) (Discussion of CORI results), if required during this portion of the agenda, and will return to regular session upon completion. Solicitor Application Quinlan Al-Aziz – Ecogen Services, LLC Mr. Al-Aziz was present at the meeting, Mr. Al-Aziz informed the Commission that he will start the door-to-door solicitation at 9:00 AM and ending at 5:00 PM. He also informed the commission that he had a license with the city last year and this was his renewal. Commissioner Sarefield advised he needs to wear Identification and the City of Fitchburg Solicitation hours are Monday – Saturday 9:00 AM - 5:00 PM, no Sundays or Holiday hours. Lieutenant Keenan informed the applicant that he is responsible to notify the police department of what areas of the city he will be working each day. Commissioner Sarefield also shared that Mr. Al-Aziz i should notify the Police Department of the vehicle he will be using while soliciting. Application approved by unanimous roll call vote 3/0. Jensa Ramos- Trinity Solar, LLC Mr. Ramos was not present at the meeting; Application moved to the May 19, 2025 meeting by unanimous roll call vote 3/0. Monday-Saturday Entertainment Permit Oliver Cookson, Project Rollstone, 0 Rollstone Hill, Saturday, May 10, 2025, for live amplified music and DJ, from 2:00 PM to 10:00 PM, for approximately 400 people. Page 1 Mr. Cookson was present at the meeting. Commissioner Sarefield reviewed his application and confirmed that Mr. Cookson is aware that all entertainment must end 30 minutes prior to the event’s closing time. Mr. Cookson provided a detailed overview of the planned event, which is set to take place at a natural outdoor venue. He currently has four DJs and two bands scheduled to perform. He also shared plans for attendee parking and indicated that he will provide clear guidance on designated parking areas. To ensure safety, Mr. Cookson stated that he intends to have 10 to 12 security personnel onsite to monitor the event and prevent any misconduct. A security checkpoint will be established at the event entrance. Additionally, he informed the commission that all attendees will be required to sign a liability waiver upon entry. Chief of Staff Alexander Vera confirmed that Mr. Cookson consulted with the City Solicitor, who drafted the language for the liability waiver. Mr. Cookson also mentioned he is working on securing an EMT to be on standby in case of medical emergencies. Commissioner Fossa expressed concern regarding the timing of the event and the safety of attendees walking back in the dark. In response, Mr. Cookson offered to adjust the event hours to 12:00 PM to 8:30 PM to ensure daylight during departure. Lt. Keenan raised concerns about the absence of a police detail for the event and the potential impact on nearby residents. He stated that he would need to consult with the Police Chief for final approval. Application approved and amended pending further review and approval by the Fitchburg Police Department by unanimous roll call vote 3/0. Derek Craig, CoFF33 Corp, Buy Black Market, City Hall, 718 Main Street, Thursday, June 19, 2025 for live amplified & acoustic music, DJ, dancing, from 5:00 PM to 9:30 PM, for approximately 200 people. Mr. Craig was present at the meeting. Commissioner Sarefield reviewed the application and verified that Mr. Craig is aware that all entertainment must be shut down thirty minutes prior to closing. Application approved by unanimous roll call vote 3/0. Sunday Entertainment Permit Ryan Kreidler, Fitchburg Police Relief Association, 0 Main Street, Sunday, May 18, 2025, for live amplified music and microphone, from 9:30 AM to 11:30 AM, for approximately 175 people. Mr. Kreidler was not present at the meeting. Officer Sevigny spoke on his behalf. Commissioner Sarefield reviewed the application. Officer Sevigny verified that Mr. Kreidler is aware that all entertainment must be shut down thirty minutes prior to closing. It is the same set up as last year’s event. Application approved by unanimous roll call vote 3/0. Special One Day All Alcoholic Beverages Derek Craig, CoFF33 Corp, Holiday/Cultural Celebration, City Hall, 718 Main Street, Thursday, June 19, 2025, from 5:00 PM to 9:30 PM, for approximately 200 people. Ms. Craig was present at the meeting and verified all servers have TIP certifications. He explained the area will be the same set up as last year. Wrist bands will be worn by anyone who will be drinking. Lt. Keenan had no concerns. Application approved by unanimous roll call vote 3/0. Page 2  Aimee Cotnoir, FAM Summer Party/Exhibition Opening, Fitchburg Art Museum, 185 Elm Street, Friday, June 27, 2025, from 6:00 PM – 8:00 PM, for approximately 400 people. Ms. Cotnoir was present at the meeting and verified all servers have TIP certifications. She explained the area will be the same set up as in years past. Lt. Keenan had no concerns. Application approved by unanimous roll call vote 3/0. Change of Manager Application Aimee Cotnoir, Fitchburg Art Museum, 185 Elm Street Ms. Cotnoir was present at the meeting. Commissioner Sarefield inquired about her managerial background. Ms. Cotnoir informed the Commission that she has served as the Event Director at the museum for the past two years. She holds a TIPS certification and has successfully overseen all prior events involving alcohol service. Additionally, she has training in crowd control and consistently ensures that the museum is adequately staffed during events. Commissioner Sarefield noted one concern regarding the application: portions of the form were completed by hand, whereas the state typically requires typed submissions. Ms. Cotnoir acknowledged the issue and offered to correct the errors and resubmit the application to the Clerk’s Office for forwarding to the state. Application approved by unanimous roll call vote 3/0. CORRESPONDCE City Clerk Joanna Bilotta read aloud a public comment shared VIA email from constituent Jacqueline Wehtje. II. NEW BUSINESS Trinity Solar, LLC City Clerk Joanna Bilotta shared with the commission a complaint that was received from a citizen regarding a solicitation from Trinity Solar, LLC. Motion to summons Trinity Solar, LLC approved by unanimous roll call vote 3/0.
