MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Monday, September 15, 2025 in person
and called to order by Commissioner Sarefield at 6:01 PM. Commissioner Boscardin was present.
Commissioner Fossa was present VIA zoom at 6:08 PM. FPD Liaison Lt. Keenan, Officer Michael Sevigny,
were present. City Clerk Joanna Bilotta and Assistant City Clerk Elizabeth McNiff.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
1. Regular Minutes of September 3, 2025 and Special Minutes of September 8, 2025.
The regular meeting minutes of September 3, 2025 and special meeting minutes of September 8,
2025, were approved by roll call vote 2/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the agenda, and will return to
regular session upon completion.
Monday-Saturday Entertainment Permit
Damary Rosado, Rise for Rita, 0 Boulder Drive, Riverfront Park, Saturday, October 11, 2025, for DJ,
from 12:00 PM to 4:00 PM, for approximately 150 people.
Ms. Rosado was present at the meeting. Ms. Rosado explained that this was a fundraising event.
Commissioner Sarefield reviewed the application and verified that Ms. Rosado is aware that all
entertainment must be shut down thirty minutes prior to closing.
No concerns from Lt. Keenan.
Application approved by unanimous roll call vote 2/0.
Commissioner Fossa joined VIA zoom at 6:08 PM.
Myles Phillips-Willcox, Latino Festival, 0 Boulder Drive, Riverfront Park, Friday, September 19, 2025,
for DJ, from 5:00 PM to 11:00 PM, for approximately 500 people
Chair of Civic Days committee Mr. Alexander Vera was present at the meeting. Commissioner Sarefield
reviewed the application and verified that Mr. Vera is aware that all entertainment must be shut down
thirty minutes prior to closing. Mr. Vera also stated that police and fire are aware and will be present
at the event.
No concerns from Lt Keenan.

Ama Baker, Trick or Treat on Main Street, 718 Main Street, Saturday, October 25, 2025, for live
amplified music and DJ, from 12:00 PM to 4:00 PM, for approximately 4000 people. (Rain Date:
Sunday, October, 26, 2025)
Chair of Civic Days committee Mr. Alexander Vera was present at the meeting. Mr. Vera stated
confirmed that there are no changes from years past, the set up will be the same. He stated there is a
backup plan to have it on boulder in the case that Main Street will not be ready in time. He would like
to ask the commission to possible add in the address of Boulder Drive for that scenario.
No concerns from Lt Keenan.

2025 New Annual Monday- Saturday Entertainment Permit
Power Surge, 347-355 Main Street
Mr. and Mrs. Rife were present at the meeting. They explained to the commission that they would like to
periodically be able to have entertainment at their establishment. They understand that their
entertainment must end thirty minutes prior to the establishment closing.
No concerns from Lt. Keenan.
Application approved pending building and fire department application approval, approved by
unanimous roll call vote 3/0.
Special One Day All Alcoholic Beverages
Derek Craig, Coff33 Corp, Latino Festival, 0 Boulder Drive, Riverfront Park, Friday, September 19,
2025, from 5:00 PM to 11:00 PM, for approximately 500 people.
Chair of Civic Days committee Mr. Alexander Vera was present at the meeting. Commissioner Sarefield
reviewed the application and verified that the event will have TIPS certified servers. Mr. Vera
confirmed that they are having a training with all staff that is working the event. There will be a beer
tent and screening at the door, with wristbands given out to people of legal drinking age.
No concerns from Lt. Keenan.
Application approved by unanimous roll call vote 3/0.
Special One Day Wine & Malt Beverages
Jeff McVoy, Compass Group NA, DBA Chartwells Dining Services, Homecoming Casino Dance
Night, 130 North Street, Recreation Center, Friday, October 3, 2025 from 7:00 PM to 12:00 AM, for
approximately 150 people.
Mr. McVoy was present at the meeting. Commissioner Sarefield disclosed for the record that, although
he serves as a professor at Fitchburg State University, he holds no financial interest in the matter under
discussion. Mr. McVoy explained to the commission that these events are the same set up as last year.
Commissioner Sarefield reviewed the application and verified that the events will have TIP certified
servers. Mr. McVoy informed the commission that there will be a sectioned off area for people of age to
drink, and they are not to consume any alcohol outside of that area. Wristbands will also be in use.
No concerns from Lt. Keenan.

New Automatic Amusement Devise
Power Surge, 347-355 Main Street, for one juke box and two claw machines.

Mr. and Mrs. Rife were present at the meeting. They explained to the commission that while all of their
other machines are no cost for play, these two claw machines and juke box will be taking cash/coin and
they needed to apply for this permit.
Application approved by unanimous roll call vote 3/0.

IV. NEW BUSINESS
ABCC advisory regarding M.G.L. 138 Section 12D.
City Clerk Joanna Bilotta read to the commission again this advisory that will allow Wine and Malt
pouring licenses the option to apply for all alcohol if they wanted to. Commissioner Sarefield asked to
move this to the next meeting so the board may have more time to review the advisory and discuss at the
next meeting.
Motion to send this to the Monday, October 6, 2025 meeting as old business approved by unanimous
roll call vote 3/0.
Draft letter of Unpermitted Door-to-Door Solicitation Activity in Violation of City Ordinance.
The commission reviewed the added changes requested by Commissioner Fossa.
Motion to accept letter approved by unanimous roll call vote 3/0.
