MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Monday, October 6, 2025 in person and
called to order by Commissioner Sarefield at 6:02 PM. Commissioner Boscardin and Commissioner Fossa were
present. FPD Liaison Lt. Bellofatto, Officer Michael Sevigny, were present. City Clerk Joanna Bilotta was
present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
Regular Minutes of September 15, 2025 and Special Minutes of September 23, 2025.
The regular meeting minutes of September 15, 2025 and special meeting minutes of September 23,
2025, were approved by roll call vote 3/0.
II. NEW APPLICATIONS
Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a)
(5) (Discussion of CORI results), if required during this portion of the agenda, and will return to
regular session upon completion.

All applicants were present at the meeting. Commissioner Sarefield advised they need to wear
Identification and the City of Fitchburg Solicitation hours are Monday – Saturday 9:00 AM - 5:00 PM,
no Sundays or Holiday hours.
Lieutenant Bellofatto informed the applicants that they are responsible to notify the police department of
what areas of the city they will be working each day. Commissioner Sarefield also shared that they
should notify the Police Department of the vehicles they will be using while soliciting.

Dina Vazquez, Gallery Marquee Community Halloween Prom Party, 569 Main Street, Christ Church,
Saturday, October 25, 2025, for DJ and dancing, from 7:00 PM to 10:30 PM, for approximately 75
people.
Ms. Vazquez was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Ms. Vazquez is aware that all entertainment must be shut down thirty minutes prior to closing.
No concerns from Lt. Bellofatto.
Application approved by unanimous roll call vote 3/0.
Diego Barahona, Bomba for Fitchburg 159 Electric Avenue, Coggshall Stone House Gazebo,
Wednesday, October 15, 2025, for amplified music and dancing, from 4:00 PM to 6:00 PM, for
approximately 30 people.
Mr. Barhona was present at the meeting. Commissioner Sarefield reviewed the application and verified
that Mr. Barhona is aware that all entertainment must be shut down thirty minutes prior to closing.
No concerns from Lt. Bellofatto.

Special One Day Wine & Malt Beverages
Dina Vazquez, Gallery Marquee Community Halloween Prom Party, 569 Main Street, Christ Church,
Saturday, October 25, 2025, 7:00 PM to 10:30 PM, for approximately 75 people.
Ms. Vazquez was present at the meeting. Commissioner Sarefield reviewed the application and verified
that the event will have TIPS certified servers.
No concerns from Lt. Bellofatto.
Application approved by unanimous roll call vote 3/0.
Jeff McVoy, Compass Group NA, DBA Chartwells Dining Services, Athletics Field Hockey & Soccer
Game, 0 Pearl Hill Road, President’s Pavilion Private Viewing Box, Tuesday, October 7, 2025 from
4:00 PM to 9:30 PM and Wednesday, October 8, 2025 from 5:30 PM to 9:00 PM, for approximately
150 people.
Mr. McVoy was present at the meeting. Commissioner Sarefield disclosed for the record that, although
he serves as a professor at Fitchburg State University, he holds no financial interest in the matter under
discussion. Mr. McVoy explained to the commission that these events are the same set up as last year.
Commissioner Sarefield reviewed the application and verified that the events will have TIP certified
servers.
No concerns from Lt. Bellofatto.

Street, Falcon Hub space, Wednesday, October 8, 2025 from 3:00 PM to 6:30 PM for approximately 50
people.
Mr. McVoy was present at the meeting. Commissioner Sarefield disclosed for the record that, although
he serves as a professor at Fitchburg State University, he holds no financial interest in the matter under
discussion. Commissioner Sarefield reviewed the application and verified that the events will have TIP
certified servers.

Ms. Jackson was present at the meeting. Commissioner Sarefield reviewed the application and verified
that the events will have TIP certified servers.
No concerns from Lt. Bellofatto.

ABCC advisory regarding M.G.L. 138 Section 12D.
Motion to accept M.G.L. 138 Section 12D approved by unanimous roll call vote 3/0.
Club licensee’s running raffles.
City clerk Joanna Bilotta informed the commission that licensee Marconi Club was selling holiday
raffles that was giving away alcohol as the prize. The commission advised to create a cease and desist
letter to deliver to the Marconi Club informing them that alcohol beverages of any sort is allowed to be
raffled off.
