Monty Tech BOARD OF LICENSE COMMISSIONERS City Hall, 718 Main Street FITCHBURG CITY CLERK Fitchburg MA 01420 Nov 04 2025 7:07 am (978) 829-1820 Daniel Sarefield, Chairman Richard Boscardin Glenn Fossa MINUTES OF MEETING A regular meeting of the Board of License Commissioners was held on Monday, October 20, 2025 in person and called to order by Commissioner Sarefield at 6:01 PM. Commissioner Fossa were present. FPD Liaison Lt. Bellofatto, Officer Michael Sevigny, were present. Assistant City Clerk Elizabeth McNiff was present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) Regular Minutes of October 6, 2025 and Special Minutes of October 17, 2025. The regular meeting minutes of October 6, 2025 and special meeting minutes of October 17, 2025, were approved by roll call vote 2/0. II. NEW APPLICATIONS Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a) (5) (Discussion of CORI results), if required during this portion of the agenda, and will return to regular session upon completion. Monday-Saturday Entertainment Permit Zareus Ramos, Riverfront Rave, River Front Park, 0 Boulder Drive, for live amplified music, DJ, and dancing, Friday, October 31, 2025 from 6:00 PM to 1:30 AM, for approximately 2000 people. (Pending public assembly and fire approval.) Ms. Ramos was not present at the meeting. Assistant City Clerk Elizabeth McNiff informed the commission that Mr. Ramos called the office in the morning and pulled his applications. Leave to withdraw application approved by unanimous roll call vote 2/0. Special One Day Wine & Malt Beverages Jeff McVoy, Compass Group NA, DBA Chartwells Dining Services, Italian Trivia Night, 160 Pearl Street, Falcon Hub Space, Tuesday, October 28, 2025 from 5:00 PM to 8:30 PM for approximately 100 people. Mr. McVoy was present at the meeting. Commissioner Sarefield disclosed for the record that, although he serves as a professor at Fitchburg State University, he holds no financial interest in the matter under discussion. Mr. McVoy explained to the commission that this event is the same set up as last year. Commissioner Sarefield reviewed the application and verified that the events will have TIP certified servers. No concerns from Lt. Bellofatto. Page 1 Applications approved by unanimous roll call vote 2/0. Zareus Ramos, Riverfront Rave, Riverfront Park, 0 Boulder Drive, Friday, October 31, 2025 from 6:00 PM to 2:30 AM, for approximately 2000 people. (Pending public assembly and fire approval.) Ms. Ramos was not present at the meeting. Assistant City Clerk Elizabeth McNiff informed the commission that Mr. Ramos called the office in the morning and pulled his applications. Leave to withdraw application approved by unanimous roll call vote 2/0. Lodging House Application Michael Sheridan, Applewild School, 36 Flat Rock Road Mr. Sheridan was present at the meeting. Commissioner Sarefield reviewed the application and confirmed that all other approvals needed throughout the city were in order. Commissioner Sarefield confirmed that a CORI check was run and that there were no issues. Mr. Sheridan eexplained that this building is a new dormitory unit they have added. Application approved by unanimous roll call vote 2/0. III. PUBLIC HEARING Application for New General On-Premises Restaurant All Alcoholic Beverages Liquor License Xochimilco Mexican Cuisine LLC, 185 River Street (Refer to Public Hearing on October 20, 2025) Mr. Mateo and his attorney Mr. Richard Cella were present at the meeting. Commission Sarefield reviewed the application and asked Mr. Mateo’s plans are for the establishment. Mr. Mateo explained that they are currently open and operating. This business functions as a family restaurant. Commissioner Sarefield asked Mr. Mateo’s history with owning and operating a bar. Mr. Mateo explained that he has history, he was the manager on record for three years at a restaurant. Commissioner Sarefield confirmed that Mr. Mateo has his TIPS certification. No concerns from Lt. Bellofatto. Public Hearing opened 6:21 PM Mary Jo Bohart of community development and planning spoke in favor of the application. Public Hearing was closed at 6:23 PM Application approved by unanimous roll call vote 2/0. IV. CORRESPONDENCE V.
